Vickie Young spoke with a representative from Red Cross to find out what the City can do to be prepared for a warming/cooling station for the citizens of Rice. A representative will be at the city council meeting to explain what is needed to become a warming/cooling station. They will explain how to set up, teach the volunteers to know what to do and explain insurance. The insurance will fall under the Red Cross umbrella to protect from damage that could possibly occur. They will explain the food/drink, blankets and cots situation. RESOLUTION NO. 2025-2-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICE, TEXAS, DECLARING CERTAIN PERSONAL PROPERTY AS OBSOLETE, VALUELESS AND SALVAGE PROPERTY; PROVIDING FOR DISPOSAL THEREOF BY THE CITY ADMINISTRATOR OR HER DESIGNEE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A REPEALING CLAUSE; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City has a 2010 John Deere lawnmower, model Z830A, which, due the its age, condition and use is obsolete, valueless and has no effective use to the City except as disposal and/or recyclable property; and WHEREAS, because the City no longer has any foreseeable use for such property which has no value, that property should be deemed to be salvage property; and WHEREAS, the City needs to appropriately dispose of such personal property by, for example, donating it to the Mike Dickens Memorial Youth Association (MDMYA), a non-profit entity which serves the citizens of the City of Rice and has indicated a willingness to undertake necessary repairs to attempt to rehabilitate the lawnmower; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICE, TEXAS, THAT: SECTION: 1. The 2010 John Deer lawnmower, model Z830A, owned by the City is hereby declared to be obsolete, valueless and Salvage Property (the "Salvage Property"). SECTION 2. The City Administrator or her designee is authorized to dispose of said Salvage Property by donating it to the MDMYA or, fMDMYA is no longer willing to receive the Salvage Property, by any other appropriate means, including but not limited to disposal by sending it to a recycling facility, landfill, or other disposal facility. The City Administrator is authorized to execute any necessary documents, including an agreement with an appropriate company for disposal oft the Salvage Property. SECTION3. Should any word, phrase, paragraph, or section oft this Resolution be held to be unconstitutional, illegal or invalid, the same shall not affect the validity of this Resolution as a whole, or any part or provision thereof other than the part SO decided to be unconstitutional, illegal or invalid, and shall not affect the validity of the Resolution as a whole. SECTION4. All provisions of the resolutions of the City of Rice, Texas, in conflict with the provisions of this Resolution shall be, and the same are hereby, repealed, and all other provisions not in conflict with the provisions oft this Resolution shall remain in full force and effect. This Resolution shall take effect immediately from and after its passage as the law and charter in such cases provide. 1 RESOLUTION NO: 2025-03-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICE, TEXAS, RESCINDING RESOLUTION NO. 2025-02-13 ADOPTED ON FEBRUARY 13, 2025 BY WHICH THE COUNCIL HAD DECLARED CERTAIN PERSONAL PROPERTY AS OBSOLETE, VALUELESS AND SALVAGE PROPERTY; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, on February 13, 2025, the City Council of the City of Rice adopted Resolution No 2025-2-13 whereby the City Council declared the City's 2010 John Deere lawnmower, model Z830A (the "Lawnmower") to be salvage property which was obsolete and valueless; and WHEREAS, since that time, the City has determined a value and use that may be made of the Lawnmower; and WHEREAS, the City Administrator has not yet made any disposition of the Lawnmower, which remains the property of the City; and WHEREAS, the City Council desires to rescind its prior resolution by which it had declared the Lawnmower tol be salvage property and to direct the City Administrator to retain the Lawnmower as City property; NOW, THEREFORE, BEI IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICE, TEXAS, THAT: SECTION 1. Resolution No. 2025-2-13 adopted by the City Council of the city of Rice, Texas on February 13, 2025 is hereby rescinded as though never enacted and shall be of no force or effect. SECTION 2. The 2010 John Deer lawnmower, model Z830A, owned by the City is not deemed, considered, or declared to be obsolete, valueless or Salvage Property and the City Administrator is directed to retain the Lawnmower as property of the City of Rice, Texas. SECTION3. Discuss Jefferson Street I spoke with Mr. Jason Newman about Jefferson Street. He stated they would be starting the duplexes soon and it would be about a yearlong project. The first six (6) months will be the timeframe of all his heavy construction equipment on the road. The contractor stated that they would be repairing Camden Street and will look at others as they are near their project.
