MAESNTATONTRIOGANAITONS Presentation by Gulf Coast Healey Club for their car show on Saturday, April 5, 2025. Mike Johnson from the Houston (Gulf Coast) Healey Club, one of three Healey car clubs in Texas, spoke about the Healey cars which were manufactured in England between the 1950's and the 1960's. There are 40 car chapters/clubs nationwide. The club will park the cars along Colorado and Main Streets facing the inner parking areas along the downtown Courthouse square. They expect about 35 cars on display for the Texas Healey Roundup 44 to be hosted in La Grange. The club does a popularity vote within the club members vote and also does a drive out throughout the community. They invite the local community to come and view the cars on Saturday, 5th starting around 8:30 a.m. April ? PUBLIC HEARINGS None. The second item was to discuss and/or consider a Resolution authorizing the submission of an application to the Texas Criminal Justice Division regarding Body Worn Camera grant program for 2025. The La Grange Police Department is requesting a Resolution for a grant to acquire 13 Body Worn Cameras for the Officers of La Grange P.D. from Motorola Solutions. The cost ofthe cameras is $32,435.00. The city match would be 25% at a cost to the City ofLa Grange of$8,108.75. SUMMARY There are currently seven Hotels/Motels in the city limits of La Grange that all pay the local Hotel Occupancy Tax (HOT) currently levied on room stays by the City's Code ofOrdinances as well as state law. Each Hotel/Motel is compliant in paying their Hotel Occupancy Tax to the City Secretary each month. State law in Texas also requires Short-Term Rentals to collect both local and state HOT and pay them to the respective entities. Short Term Rentals are commonly known by the names of the services they are hosted on, such as Airbnb and VRBO. The City of La Grange does not currently collect HOT from these properties. With approximately 21 Short Term Rentals currently operating in city limits, there is potential to greatly increase the Hotel Occupancy Tax revenues for the City ofLa Grange. The current ordinance on Hotel Occupancy Tax does not define Short-Term Rentals. The proposed changes would do SO and enable the City ofLa Grange to begin collecting Hotel Occupancy Tax from these types of businesses. PRIOR ACTIONANPUT (Council, Boards. WHEREAS, it has been brought to the attention ofthe City Council of the City of La Grange, Texas that Chapter 156 of Texas Tax Code, provides that for purposes of the imposition of a hotel occupancy tax under Chapter 156, Chapter 351, and Chapter 352, or other law "hotel" includes a short- term rental and further provides that "short-term rental" means the rental of all or part of a residential property to a person who is not a permanent resident under Section 156.101. WHEREAS, Chapter 156 provides for the imposition ofthe state portion ofthe hotel occupancy tax and Chapter 351 provides for the imposition of the local portion of the hotel occupancy tax by municipalities in Texas; and WHEREAS, it has been determined by the City Council that Chapter 11, of the Code of Ordinances ofthe City ofLa Grange, Article 11. 03, Hotel Occupancy Tax has not been updated to include short-term rentals in the definition of"hotel" inconformity with state law; and WHEREAS, the City Council desires to rectify this oversight SO as to be able receive the benefits ofi imposition of the local portion of the hotel occupancy tax on short-term rentals both within the city limits ofLa Grange, as well as in its extra-territorial jurisdiction (ETJ). NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA GRANGE, TEXAS THAT: Section 1. Findings of Fact. The foregoing recitals are incorporated into this Ordinance by reference as findings of fact as ife expressly set forth herein -8- Section 2. Section 11.03.001. Definitions., Article 11.03. Hotel Occupancy Tax. Chapter 11. Taxation, be and it is hereby amended to read as follows: * * * * Hotel. Any building or buildings in which the public may, for a consideration, obtain sleeping accommodations, including hotels, motels, tourist homes, house or courts, lodging houses, inns, rooming houses, or other buildings where rooms are furnished for a consideration, but not including hospitals, sanitariums or nursing homes. For purposes of the imposition of a hotel occupancy tax under Chapters 156 and 351, Texas Tax Code, "hotel" includes a short-term rental. * * * * * * Short-term rental. Short-term rental means the rental of all or part of a nonresidential or residential property to a person who is not a permanent resident as herein defined. Section 3. This ordinance shall be cumulative ofall other ordinances of the City ofLa Grange, Texas, and this ordinance shall not operate to repeal or affect any other ordinances of the City of] La Grange except insofar as the provisions thereof might be inconsistent or in conflict with the provisions of this ordinance, in which event such conflicting provisions, if any, are hereby repealed. Section 4. The sections, paragraphs, sentences, clauses, and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional, such unconstitutionality or invalidity shall not affect any of the remaining phrases, clauses, sentences, paragraphs or sections of this ordinance, since the same would have been enacted by the City Council without thei incorporation in this ordinance ofany such unconstitutional orinvalid phrase, clause, sentence, paragraph or section. Section 5. The City Council officially finds, determines, recites and declares that a sufficient written notice of the date, hour, place and subject of this meeting of the City Council was posted at a place convenient to the public at the City Hall of the City for the time required by law preceding this meeting, as required by the Open Meetings Law, Chapter 551, Texas Government Code; and that this meeting has been open to the public as required by law at all times during which this Ordinance and the subject matter thereof has been discussed, considered, and formally acted upon. The City Council further ratifies, approves and confirms such written notice and the contents and posting thereof. Section 6. This Ordinance shall be effective immediately from and after its final passage and any publication in accordance with the requirements of the City of La Grange and the laws of the State of Texas. SUMMARY A TIF is a tool that encourages and incentivizes economic development within a Tax Increment Reinvestment Zone (TIRZ). A TIRZ is a mechanism that allows local governments to designate a specific area for redevelopment or encourage new development and utilize the incremental increase in property tax revenue generated within the zone to fund public improvements and infrastructure projects. David Pettit and Natalie Ayala Moore from Pettit & Ayala Consulting will provide a presentation to guide the Council through the fundamentals of Tax Increment Financing and the potential benefits of establishing a TIRZ in La Grange. The latter were a family of four who, despite speaking very little English, spent quite a bit of time looking at exhibits and asking questions with the help of a translator app. They were camping at various spots in the U. S. in a travel trailer and appeared to have spent a couple of days in town due to our connection to Lafayette. We had 140 incoming emails, besides group emails, and sent 122 emails that were research requests or related to donations, exhibits or other activities in the Museum and Archives. We also took 21 phone calls related to our work in the Archives. Some of our research involved the precinct courthouse at Round Top, the Thompson family at Rabbs Prairie, Dell Breeding and the La Grange Power & Light Co., and the Steinle/Goepf family related to an 1870s photograph of Travis Street found at the Texas State Library and Archives. We brought in $180 in book sales and $80 in donations in February, for a total of $260. 40 items were added to the online catalog and 176 entries were modified to make them more helpful to researchers. More time was spent organizing the downstairs vault. Kathy spent most of her time sorting old Library, Museum & Archives files from that vault. Additionally, Maria moved boxes of old County documents and ledgers that had been stashed in the storage area about twenty years ago to the downstairsvault. Kim Joost and Peggy Brisgill volunteered almost weekly and Greg Walker helped us update the La Grange Square Through Time touchscreen project with data from as early as 1849. On February 4th Bobbie Houston loaned the Museum crayon portraits of her great-grandparents, the Homers, for display. Rox Ann also worked with Bobbie on the steps toward obtaining a historical marker for Bethlehem A.M.E. Cemetery at Cozy Corner. On February 12th Rox Ann met with the Castleman Cemetery Association in Flatonia and shared information about the Castleman half league near La Grange, Castleman research materials in the Archives and beginning steps on obtaining a historical marker for the cemetery. On February 13th the Museum welcomed local DAR members who made Valentines for local senior veterans. On February 20th Maria watched a webinar on the history ofWilson Pottery in Seguin. On February 26th Rox Ann watched a Texas Historical Commission Zoom program, "Writing Label Copy That Moves Visitors. On February 27th Rox Ann and Maria watched "Coffee with a Consemator-Photograpns sponsored by Gaylord Archival. Additionally, Rox Ann booked Alan Hoffman to present a program on April 17th related to the 200th Anniversary of Lafayette's Farewell Tour of the United States. We've also scheduled a tour oft the Museum and Archives for the Schulenburg Historical Museum's docents on March 25th.
