City of Chillicothe Minutes ofRegular City Council Meeting March 3n, 2025 Mayor Cathy Young called the Regular meeting to order at 6:30 p.m. in the City Council Chambers, and a quorum was declared present, with the following members present: Councilmembers: Monica Vidaurri, Bradley Fisher, Delores Flores, Jason Richter and Meagan Stovall. Staff Present: Police Chief Robert Crews and Secretary and Tax Collector Michelle Stovall. Public Present: None Councilmember Flores led the group in the Pledge of Allegiance to the U.S. flag Councimember Vidaurri gave the invocation. PUBLIC COMMENT None CONSENT AGENDA Councilmember Fisher made a motion to approve the Consent Agenda Items A through C as follows: A. Approve Minutes: Attached are copies of the minutes of the Regular City Council meeting held on Monday February 3, 2024. B. Approve Financial Statement for February 2025 C. Approve Bills for payment received since February 1st, 2025 Seconded by Councilmember Vidaurri 5 Yes None Against Motion Carried DEPARTMENT REPORTS Fire Department None. Police Department - Traffic stops February 109 Citations and 2 Warnings. 1 Traffic accident. 153 total calls for service, 24 Dispatch, 6 City Hall, 116 Citizen 4 Other agency Assists 3 Motorist Assist. 2 City Ordinance contact with 0 citation and 0 warning. 1 impound and 0 arrest. Public Works None. Rolling Plains/Nortex Nortex meeting will be on the 20th of March 2025. Tax Department/Court - $7,264.04 Base Tax Collected 0 Discounts 206.52 Penalty and Interest 0 Attorney Fees making a total collected of$7,470.56. REVIEW PERFORMANCE AND OBTAIN COMMENTS FOR TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT CONTRACT CDV21-0237. Regular Meeting 3/03/2025 There was no public comment and work has been completed. DISCUSS AND CONSIDER CERTIFICATE OF UNOPPOSED CANDIDATES AND ADOPT ORDER OF CANCELLATION OF MAY 3RD ELECTION. Motion was made by Councilmember Fisher to approve certificate of unopposed candidates and adopt order of cancellation of May 3rd election. Seconded by Councimember Vidaurri 5 Yes None Against Motion Carried. DISCUSS AND CONSIDER FOR APPROVAL ESTIMATE FOR 8TH STREET WATER LEAK REPAIRS. Motion was made by Councilmember Vidaurri to cancel this item as leak has been repaired. Seconded by Councilmember Fisher 5 Yes None Against Motion Carried. DISCUSS AND CONSIDER FOR APPROVAL RESOLUTION #03032025 AUTHORIZING AN AGREEMENT WITH THE CRIMINAL JUSTICE DIVISION TO ACCEPT THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM. Motion was made by Councilmember Fisher to approve resolution #03032025 authorizing an agreement with the criminal justice division to accept the Edward Byrne Memorial justice assistance grant program. Seconded by Councilmember Vidaurri 5 Yes None Against Motion Carried. CONSIDER FOR APPROVAL ADVERTISING FOR SWIMMING POOL MANAGER AND LIFEGUARDS FOR THE 2025 SEASON. Motion was made by Councilmember Vidaurri to approve advertising for swimming pool manager and lifeguards for the 2025 season. Seconded by Councilmember Stovall 5 Yes None Against Motion Carried. DISCUSS AND CONSIDER FOR APPROVAL POT HOLE REPAIRS. Motion was made by Councilmember Vidaurri to approve $30,000 in pot hole repairs.
