There were three attendees at the Senior Meeting on Friday, January 24th. Community Garden Committee: The Garden Committee met on Thursdays evenings at the Rialto Theatre in January. The Community Garden is full in its current configuration with all 24 garden plots claimed. The Parks and Recreation division hosted a Community Dance on Friday, January 17th from 6PM until 9PM at the Aransas Pass Civic Center. There were 34 people attending the dance. The music was mostly country and western with some Tejano music sprinkled in. Robert Raye served as the disc jockey for the community dance. Not a great turnout, but we tried. Our Engine is back in service but the Ladder is still being serviced. There is no ETA on completion at this time. Special thanks to Portland FD for letting us borrow one of their trucks while none of ours were operable. As you can see response times for fire responses are longer due to the borrowed fire engine's start-up time to wheels moving lag. Training for January was low due to holidays and employee time off. BACKGROUND AND FINDINGS: A discussion on adopting council policies was held at the February 3rd council meeting. There was a consensus of the council to bring back a Resolution to formally approve these policies. At the direction of the council, a change was made to the "Motion to Reconsider Policy", to only allow a motion to reconsider to be made at the meeting where the item was first voted upon. If approved, these council policies will be codified in the City's Code of Ordinances for reference. MOTION TO RECONSIDER AI motion to reconsider must be made at the meeting where the item was first voted upon. If a member of the council who voted in the minority on the original motion seeks to make a motion to reconsider, it MUST be ruled out of order by the Mayor. RULES OF DECORUM The City Charter, Article III, Section 11 - Rules of Procedure, states that the Council shall determine its own rules of procedure. The City Council of the City of Aransas Pass hereby adopts Resolution No. 2025-1073 Page 1 of 5 "Roberts Rules of Order", 11th Edition, to govern the basic order of meetings and additionally adopts the following "Rules of Decorum". The purpose of the Rules of Decorum are to: 1) to ensure that meetings of the City Council are conducted in a way that allows the business of the City to be effectively conducted, 2) to ensure that members of the public who attend meetings of the City Council can be heard in a fair, impartial and respectful manner, and 3) to ensure that meetings of the City Council are conducted in a way that is open to all viewpoints, yet free from distracting and intimidating behavior. City Council, city staff and members of the audience shall be courteous, polite and respectful of one another, SO that the City Council may hear all sides of an issue and by due deliberation act in the best interest of all citizens. The mayor, as Presiding officer, has the primary responsibility for ensuring that the council's rules of procedure are followed and for maintaining the dignity of council meetings. Rules for Speakers: a. Members of the public may address the City Council at the following times during a meeting: - During the citizens comment period. - During a public hearing on an agenda item. b. Speakers must limit their comments to three (3) minutes. All comments shall be addressed to the Mayor and City Council and not to the council members as individuals. C.
