MINUTES TOWN COUNCIL TOWN OF SHENANDOAH JANUARY 28, 2025 CALL TO ORDER: The Shenandoah Town Council held its regular meeting on Tuesday, January 28, 2025 at 7:00 p.m., with Mayor Clinton O. Lucas, Jr. presiding. The meeting began with the Pledge of Allegiance ATTENDANCE: Council Members present were: Mayor Clinton 0. A motion was made by Councilwoman Haggett, seconded by Councilman Reisinger to approve the chair committees Personal Chair Reisinger and Parks and Recreation, and add Councilwoman Haggett to the committees. Electrical Quote for New Pump House. Attached is a proposal for $12,680.00 from Trumbo Electric, Inc., for the electric installations at the new Well's Pump House. The Balance remaining from the original ARPA funds for the project is $12,925.10 based on the approved expenses to date. There are several options for the shortfall ofs $6,424.90 and any other expenses related to the completion of the New Well. 1) Transfer funds from the Capital Improvement Checking Account. 2) Use ARPA 2nd Tranche funds allocated to "Infrastructure". 3) Expense the remaining cost of the project to the "Reserved for Contingencies" line item in the FY 24-25 budget. 4 Regular Meeting Town Council Minutes January 28, 2025 #3 - Received a revised proposal from Town Manager Charlie Jenkins for Trumbo Electric pricing for electrical installation for the New Pump House. Total Price $12,680.00 Disconnecting and Fuses: $2,098.00 Panel: $387.00 Transformer: $1,955.00 Light Fixtures: $395.00 Conduit/Wiring: $2,950.00 Labor: $4,895.00 #4 --Received a memo from Angela Schrimscher Town Clerk possible replacement member Town of Shenandoah Board ofZoning Appeals, Taking Brenda Haggett's place. For a five year term 2232025-02232030, #5 - Received a flyer Local Black History Program. On February 11.2025 At The Town of Shenandoah Museum Karl Rand with Shenandoah National Park will speak about Lewis Mountain. Lewis Mountain offered segregated facilities for African Americans and was featured in the Green Book. This is a free program. The Program will begin at 6:30p.m. at The Town of Shenandoah Museum. Is located at 507 First Street Shenandoah, VA 22849. #6-received a flyer from the Museum Quilt Raffle 89" square quilt 1 ticket $1.00 or 6 tickets for $5.00 drawing will take place on May 16, 2025. #7-Received a memo from Town Manager Charlie Jenkins. There will be a Local Government Meeting on February 26, 2025, with Shenandoah, Stanley, Luray and Page County on February 26, 2025 at 7:00p.m. at Hawksbill Park. The meeting will discuss county wide issues and possible ways of cooperation between governments. All elected officials encouraged to attend. Vice Mayor Kite inquired about $5357.94 on the bills Backhoe repair replace back window, Town Manager mentioned the insurance company covered the cost. Vice Mayor Kite inquired about the 2016 police Charger needing repairs cost $12,500.00. That includes maintenance and tires. Mayor Clinton O. Lucas, Jr. mentioned the is 9 years old and would like to see about looking into the year budget to purchase a new car. 5 Regular Meeting Town Council Minutes January 28, 2025 WATER AND SEWER (Chair Kite, Councilwoman Cave, and Councilman Lowe) Councilman Fox suggested to use the remaining ARPA funds for the well pump on Twelve Street. Mayor Clinton O. Lucas, Jr. agreed to use the remaining ARPA funds for the well pump on Twelve Street. Some of the readers do not work, they will be replaced as well. Councilman Fox inquired about shipping not being included. Town Manager Charlie Jenkins stated some of the items United Systems sends us don't require shipping cost. Town Manager Charlie Jenkins stated he received an application for water and sewer setup on an empty lot on Pocahontas Avenue. Councilman Fox inquired about an individual who wants to share water and sewer hookup with the lots on Massanutten Avenue. A motion was made by Chair Kite, seconded by Councilwoman Cave to approve the application for water and sewer hookup on Pocahontas Avenue. STREETS & PUBLIC PROPERTY (Chair Fox, Vice Mayor Kite, and Councilman Lowe) Chair Fox inquired ifthere is a street paver we can contact. Charlie Jenkins will check into finding a street paver that is available on the off season. 7 Regular Meeting Town Council Minutes January 28, 2025 POLICE, SAFETY & JUDICIAL (Chair Kite, Councilman Lowe, and Councilman Reisinger) None during this time, TAXATION & FINANCE (Chair Fox, Vice Mayor Kite, and Councilwoman Haggett) Chair Fox mentioned looking into the budget reports and seeing how the Town can save money. Town Manager asking for ideas for a pre-planning project T-Mobile grant. The Town suggested they would like to see a restroom near the Wig Wam. Town Manager Charlie Jenkins checked into precast restroom received a quote for $99,000.00. The materials to build the restroom cost $20,000.00. Chair Fox inquired about a basketball court estimated cost $15,000.00. Chair Fox also inquired about having a third tennis court. Town Manager Charlie Jenkins mentioned some oft the grant to install a tennis court size 50x120 and a basketball court at $30,000.00. Councilwoman Cave suggested Council could look at the figures and reach she reached out to a couple of Contractors one is from Charlottesville. And see what they would think. Councilwoman Cave mentioned she could also meet with Kirk Comer to see ifhe could come up with a summary ofimprovements. Councilwoman Haggett inquired about if Kirk Comer would consider transferring funds for the baseball field to help with the tennis court. Councilman Reisinger spoke with the Tennis Coach about the tennis courts the Tennis Coach did mention the lighting was adequate for evening play. Also, the net anchor needs fixing. Councilman Fox mentioned using key cards this would benefit to maintaining the Tennis Courts. It would also keep people from destroying the courts. Town Manager Charlie Jenkins mentioned the restrooms at The River Park someone forced the door open with a crowbar and damaged the door and door frame. 8 Regular Meeting Town Council Minutes January 28, 2025 PARKS & RECREATION (Chair Reisinger, Councilman Lowe and Councilwoman Haggett) Councilman Reisinger spoke to the Band Teacher about having the high school band perform in the Memorial Day Parade. INDUSTRIAL, ECONOMIC DEVELOPMENT & PROCUREMENT (Chair Cave, Councilmen Lowe and Councilwoman Haggett) Councilman Fox inquired about a follow up on the Shenandoah Car wash repairs. Mayor Clinton O. Lucas, Jr. stated that Wayne Printz talked about closing the Car Wash in McGaheysville. Wayne Printz has a full-time job and as very limited time to work on the Shenandoah Car Wash but promised he will do what he can. Councilwoman Cave inquired about the old Chinese Restaurant ifthe lease had been renewed. Councilwoman Cave suggested having the old Chinese Restaurant on 340 torn down. Town Manager Charlie Jenkins said he called the owner Holzman they have not returned his call. COMMUNITY SERVICE (Chair Kite, Councilwoman Cave and Councilwoman Haggett) Chair Kite inquired about 307 Second Avenue for the Community Enhancement Award for the first quarter. And 701 South Second Street for the Second Quarter. PERSONNEL COMMITTEE (Chair Reisinger Councilwoman Cave, Councilmen Lowe and Councilwoman Haggett) Councilman Fox inquired about any improvements on 404 Shenandoah about the vacant cars. Town Council wants to stick with the decision from the previous meeting, that Mr. Lucke has until January 31St to have the vehicles relocated from the side of414 Shenandoah Avenue. TOWN MANAGER'S REPORT Town Manager Charlie Jenkins spoke about reopening the water station hall. 9 Regular Meeting Town Council Minutes January 28, 2025 Town Manager Charlie Jenkins mentioned the water cost in water rates will change. Councilman Lowe mentioned water hall station could be shut back down due to water decrease. Councilman Fox disagrees with having the water station turned back on because of drought in the past and multiple water leaks. Councilman Fox opposed. A motion was made by Councilman Lowe, seconded by Councilman Reisinger, to approve to reopen the water station hall.
