Members present were, Chairman, Mr. Larry Jackson, Mr. Nathan Williams, Mr. Brian Plitnik. Members present VIA virtually, Mr. Tim Hoffman, and Ms. Lynda Lambert. Others in attendance were, Ms. Ruth Davis-Rogers, Historic Preservation Planner/Grants Management, Mr. Jeff Silka, City Administrator, and Ms. Chelsea Rexrode, Codes Technician. He read the following statement into the record: "The Cumberland Historic Preservation Commission exists pursuant to Section 11 of the City of Cumberland Municipal Zoning Ordinance. Members are appointed by the Mayor and City Council and shall possess a demonstrated special knowledge or professional or academic training in such fields as history, architecture, architectural history, planning, archeology, anthropology, curation, conservation, landscape architecture, historic preservation, urban design, or related disciplines. The Commission strives to enhance quality of life by safeguarding the historical and cultural heritage of Cumberland. Preservation is shown to strengthen the local economy, stabilize and improve property values, and foster civic beauty. Motion approved. 610 Washington St - COA25-000005 (replace slate roof with asphalt shingles) Applicant: Peter Anger Applicant, Peter Anger is proposing replacing his entire original slate roof with asphalt shingles which does not follow the City of Cumberland Historic District Guidelines. He stated that the roof is in need of repair due to repeated leaks in multiple areas of the roof. He is firmly against and does not believe it is cost effective for them to replace the roof with slate. He stated that he has researched multiple materials and asphalt will be the most cost- effective route for them. He has concerns of the longevity of the synthetic slate roof material and believes asphalt shingles to be the best alternative. 2 The Commission had an open discussion about the importance of maintaining the slate so as not to compromise the historic street and property. The Commission suggested that to help with costs, the applicant should look into options of the various brands of synthetic slate. In addition, if the applicant couldn't afford to place the slate on his entire roof, could it be placed in the viewshed/public right of way of the property. The HPC believed that if the synthetic slate was in the viewshed/public right of way, and asphalt shingles in the back of the house, it would then meet the design guidelines. Mr. Tim Hoffman suggested that his intern research different synthetic slate options for Mr. Anger. They would like Mr. Anger to get new estimates of what it would cost for half synthetic slate (viewshed) and half asphalt shingles (in the back of the house.) They stated they would like to have a special scheduled meeting to help move this process along, due to the urgency of the roof leaking. The meeting will be scheduled for February 26, 2025 at 4pm. Ms. Lynda Lambert made the motion to table COA25-000005 until the next meeting to be able to collect more information on the roofing materials. Mr. Nathan Williams seconded the motion. REGULAR AGENDA 610 Washington St - COA25-000005 (replace slate roof with asphalt shingles) Applicant: Peter Anger Review of February 12th meeting: A review was called by Ruth Davis-Rogers. Mr. Peter Anger stated many companies have discontinued the synthetic slate due to having issues with installation. He explains that he can't install half asphalt/synthetic slate because with most companies it will void the warranty. He still explains his concerns about the cost of installation of a slate roof material and does not want to apply for grants and/or tax credits. He explained that his roof is leaking in 6 different places and it is very urgent to have his roof replaced as soon as possible. He stated Durable Slate stated that they could repair it... but it is recommended that he has the entire roof replaced. The Commission had a discussion in regards to the findings. They find it necessary for Mr. Peter Anger to complete the application for "Economic Hardship.' Mr. Tim Hoffman made the motion to deny COA25-000005 to replace slate roof with asphalt shingles and recommend that the applicant submit the application for "Economic Hardship". Property Description: This building is located in the Downtown Cumberland Historic District, on Baltimore Street. This District is listed on the National Register of Historic Places and, in addition to being recognized as a historic district at the Federal level, is also recognized as a historic district by the State of Maryland and the City of Cumberland. Baltimore Street is the heart of Cumberland and gains its significance from both its architecture and the history of its commercial development. Architecture is art for the masses. These buildings consist of a broad array of significant architectural styles dating from 1840's- - 1970. This structure is one of Cumberland's early mid-century modern commercial buildings, built in 1960 (by Leon Levitz of the Levitz Furniture empire), and contributes to the historic downtown district. Its design tells the story of our changing downtown and the dedication of building owners to keep the pace with modern times. Staff Summary: For decades, Baltimore Street was a vibrant hub of commerce, attracting shoppers, residents, and day-trippers to Downtown Cumberland. In November 2024 this historic street celebrated its grand reopening following an extensive two-year, 17-million-dollar, renovation. The project now features broader sidewalks, added green spaces, and a reintroduction of vehicle and bicycle traffic. This redesign signifies a major milestone in Cumberland's continuing revitalization efforts aimed at boosting business investment and fostering new growth in the area. Facades are a crucial element to consider when making changes to buildings within a historic district, as they represent the primary visual face of a building and significantly contribute to the overall aesthetic and character of the neighborhood. While William Cochrane, the designer of the Baltimore Street Redevelopment Project, advised that a mural be placed on the N. Centre Street side of 100 Baltimore Street, he recommended a "quiet" mural. The proposed mural in this application is facing Baltimore Street and is not quiet. It demands attention and overwhelms the streetscape. It is not compatible with the subject property or the surrounding district due to the fact it compromises the exterior facing front of this mid-century modern building and does not blend in and compliment the other buildings on Baltimore Street. (photos 7, 8 & 9) Need for Replacement We purchased our home in July 2022, after the roof inspector we hired told us that the roof needed some minor maintenance (replacing some slate tiles) but was overall in sound condition. However, since then we have had numerous repeated leaks in multiple areas of 1 the roof. As advised by the historic planner, we reached outto The Durable Slate Company. They provided a repair estimate of $17,950, while noting that because of the condition of the roof, the work would not be guaranteed. They further noted that the roof had exceeded its useful life and needed to be replaced. (photos 10, 11 & 12) In scoping out the replacement, we looked into the feasibility of keeping the slate on the front and sides of the dormer as well as the roof and sides of the turret. But we were informed that with the exception of the upper part oft the dormer front (photo 13) the rest of the slate on the dormer and turret were also too badly deteriorated. (photos 14, 15,16 & 17) In addition, the flat roofing and lining of the turret gutter are failing and need to be replaced in kind. (photos 18, 19 & 20) Certainteed Grand Manor and Carriage House Shingles We have selected Certainteed Grand Manor and Carriage House shingles that have already been approved by the commission for installation on multiple pre-1910 houses for direct replacement of slate. Grand Manor shingles are installed at 406, 500, 501 & 514 Washington St. (photos 21 - 28) Grand Manor and Carriage House shingles were installed in alternating bands, as we are proposing, at 412 Washington St. (photos 29-30) However, at 412 Washington St, the Carriage House shingles are installed in a contrasting brick color which we were not planning to do as the existing slate on our roof is all the same type/color. Color of New Shingles The color of shingles will be one of: Black Pearl, Colonial Slate, Gatehouse Slate and Stonegate Gray, to be selected with the commission during the review of our application. GAF ThermaCal 2 Nail Bases We will be installing the GAF ThermaCal 2 Nail Base Ventilated Roof Insulation Panels to provide the required ventilation for the roof. As a historic house, there are no soffit vents, nor is there a consistent airgap between the insulation and the roof deck - both of which are required to properly vent the attic to prevent roofing failure. Correcting the insulation to provide the required airgap would require us to demolish the original lath and plaster walls on the third floor that block access to most of the roof understructure. We would also need to install attic vents below the eaves of the roof. Using the ventilated roof panels avoids all ofthat damage to historical elements of the house. Note - these panels will be installed under the shingles. Consideration of Alternate Roofing Materials Before selecting Certainteed Grand Manor and Carriage House shingles we investigated three other alternatives: 2 Natural Slate We first looked into installing a new slate roof and got a quote from The Durable Slate Company for $148,000 to replace our roof with new slate. However this did not include the cost of replicating the alternating bands of diamond shaped tiles (required to qualify for MHT tax credits). We were advised that duplicating that pattern would raise the cost to about $180,000. And that does not include the additional cost of replacing the failing flat roofing. Even assuming we qualified for1 the full 30% MHT & local tax credits, that amount is not economicalyfeasible for us'. Synthetic Slate Then we looked into replacing the slate with Brava and Davinci Roofscapes but were concerned that they were too plastic looking, not sure how well they would age, and disturbed by reports of dramatic, premature failures of other plastic based synthetic roofing with homeowners left stranded by bankrupt manufacturers. Other Architectural Shingles Finally we considered other architectural shingles. We liked the highly rated Owens Corning Berkshire shingles, installed at 212 Washington St, but they were discontinued. We looked at standard architectural shingles such as Owens Corning's Duration, IKO's Cambridge and GAF's Timberline, which have also been approved by the commission for multiple pre-1910 houses for direct replacement of slate. (photos 31 to 33) Duration shingles are installed at 208, 223, 224, 522 & 600 Washington St. Cambridge shingles are installed at 602 & 609 Washington St, and Timberline shingles are installed at 213 Washington St. (photos 34 to 49). These standard type of architectural shingles are also depicted in the center photo on page 77 of the guidelines (image is of 519 Washington St) in contrast to common asphalt shingles that are noted as not appropriate for Cumberland. While these standard architectural shingles are 1/3 less expensive than Grand Manor / Carriage House, we thought that the Grand Manor / Carriage House shingles did a much better) job of capturing the appearance and texture of our historic slate tiles. First, Grand Manor and Carriage House shingles are much more substantial, weighing 425 and 355 lbs/square respectively, compared to the 210 to 265 lbs/square for the various grades of Duration, Cambridge and Timberline shingles. Second, the tabs on Grand Manor and Carriage House shingles are approximately 81 12" wide, similar to the 8 14" slate on our roof. In contrast, the features on standard architectural shingles average about typical 4 1" wide. Fasten the sheathing along the rake edge using 8p nails fastened 8" (203 mm) O.C. 6. Lay ThermaCale panels... with the wood side up and the long side parallel to the ridge. The tongue edge on the polyiso should face up the slope. Sheathing has rabetted edges to maintain the proper expansion clearance between adjacent panels. Field cut panels should be kerf cut to maintain a 1/8" (3 mm) minimum gap between the sheathing on adjacent panels. Stagger end joints in succeeding panels' rows. Note: Clips are NOT required to gap ThermaCale panels. 7. Install ThermaCale Fasteners... directly through the panel into the structural deck using the insulation fastening pattern as shown in Standard Fastening Pattern (See Figure 2). Check insulation top surface... for uneven edges BEFORE covering. Grind off any uneven edges with an electric sander or grinder. Roofing should be applied over dry insulation as soon as possible. 9. Install metal drip edge... with a minimum 3" (76 mm) flange at the eaves and rake edges fastening every 8-10" (203-254 mm) per standard GAF requirements. 10. Apply roofing underlayment.. and overlaying roof covering to the ThermaCalo panel according to the shingle or roof covering manufacturers' recommendations. Install that appropriate underlayment as needed for the type of roof covering you are working with. Follow the roof covering manufacturer's installation requirements and code requirements for all underlayments. 11. Install eave and rake vents... as described under the Ventilation section.
