City of Groveland Minutes City Council Meeting Monday, February 03, 2025 The Groveland City Council held a regularly scheduled meeting on Monday, February 03, 2025 in the E.L. Puryear Building located at 243 S. Lake Avenue, Groveland, FL 34736. Mayor Keith Keogh called the meeting to order at 7:01 p.m. with the following members present: Vice Mayor Barbara Gaines, Council Members Amy Jo Carroll, Judith Fike, and Mike Radzik. City officials present were City Manager Michael Hein, Deputy Clerk Ciara Bender, Sergeant-At-Arms Chief Shawn Ramsey and City Attorney Anita Geraci-Carver. As an alternate option the public was provided the opportunity to attend the February 3, 2025 City Council Meeting virtually in listen/watch mode only. A public notice with instructions to participate was posted to the City's website under "public notices" at www.grovelang-tigoy and in the display board at City Hall. OPENING CEREMONIES a. Resolution 2025-3: Approving the Supplemental Voluntary Cooperation and Operational Assistance Mutual Aid Agreement with the City of Mascotte A resolution of the City Council of the City of Groveland, Florida, approving the Supplemental Voluntary Cooperation and operational Assistance Mutual Aid Agreement between the City of Groveland, Florida and the City of Mascotte, Florida relating to the cities' police departments; authorizing execution of the agreement; providing for an effective date. Approval of the Supplemental Voluntary Cooperation and Operational Assistance Mutual Aid Agreement will extend an existing agreement to January 31, 2027. Resolution 2025-05: Approving the Planning and Design Clean Water State Revolving Fund to Loan Agreement for WW350612 to reschedule loan repayment activities and revise various provisions in the loan agreement: as required by law. A resolution of the City Council of the City of Groveland, Lake County, Florida, approving State Revolving Fund Amendment 3 to Loan Agreement WW350612 between the State of Florida Department of Environmental Protection and the City of Groveland, Florida, to reschedule loan repayment activities to allow the City additional time to complete design activities for clean water capital projects designated as Project WW350612 and revise various provisions in the loan agreement as required by law; designating authorized representatives; providing for conflicts, severability, and effective date. Resolution 2025-05 approves Amendment 3 to the State Revolving Fund Loan Agreement with the Florida Department of Environmental Protection for Clean Water projects like the Sampey WWTP Expansion and Sunshine projects. This amendment simply allows for more time to finish the design work and extends the loan repayment period. Resolution 2025-06 approves an amendment to the State Revolving Fund Loan Agreement with the Florida Department of Environmental Protection for Clean Water projects. The amendment simply provides additional time for design work and extends the loan repayment period. It also allows updates to the project scope for improvements to the wastewater system. Lastly, it includes a requirement to prohibit certain telecommunications and video surveillance services or equipment. E. Resolution 2025-08: Approving the Planning and Design Drinking Water State Revolving Fund to Loan Agreement for DW350620 to reschedule loan repayment activities and revise various provisions in the loan agreement as required by law. A resolution of the City Council of the City of Groveland, Lake County, Florida, approving State Revolving Fund Amendment 5 to Loan Agreement WWW350620 between the State of Florida Department of Environmental Protection and the City of Groveland, Florida to reschedule loan repayment activities to allow the City additional time to complete design activities for clean water capital projects designated as Project WW350620 and add a provision in the loan agreement as required by law; designating authorized representatives; providing for conflicts, severability, and effective date. Resolution 2025-08 approves an amendment to the State Revolving Fund Loan Agreement with the Florida Department of Environmental Protection Drinking Water projects like Villa City Water Treatment Plant & Water Main project. This amendment simply allows for more time to finish the design work and extends the loan repayment period. Motion passed with all council members present voting aye. 3 FEBRUARY 3, 2025 CITY COUNCIL MEETING MINUTES OLD BUSINESS 1. Resolution 2024-112 Rainwood Phase 1 Final Plat A resolution of the City Council of the City of Groveland, Florida, granting final plat approval for Rainwood Phase 1 generally located north of Libby Number 3 Road, south of U.S. Highway 27, west of Wilson Lake Parkway, and east of South O'Brien Road, Groveland, Florida; and providing for an effective date. A request to approve a final plat for Rainwood Phase 1. The property consists of 82.881 +/- acres for 225 residential lots. The current Future Land Use designation is Village, and the current Zoning designations are Village Core, Village Center, and Village Edge. Community Development Director Tim Maslow noted this was a quasi-judicial hearing and the last step for Phase 1 of the development. There would be two hundred and twenty-five (225) residential lots developed west of Wilson Lake Parkway. James Johnston, attorney with Shutts & Bowen LLP, provided a presentation included with these minutes as Attachment 1. He reviewed the project timeline beginning with the rezoning and Comprehensive Plan Amendment approved by Council in October 2022. Attorney Johnston added the Development Agreement was executed in August 2023. To date, Mattamy Homes spent approximately sixteen million dollars ($16,000,000) for improvements to the development. Mr. Johnston pointed out areas of stabilized fire access for emergency vehicles and designated on-street parking. Mr. Maslow stated staff, as well as the Planning and Zoning Board recommended approval of the Rainwood Phae 1 Final Plat. Council Member Carroll reported it occurred to her that the townhomes in question were not on the main road. The stabilizing road was missed before. She noted she was grateful that the applicants provided that clarification. Council Member Radzik asked if there were any changes from the preliminary plat or any breaches of the development agreement. Mr. Maslow stated no. Motion: Council Member Carroll moved to approve Resolution 2024-112 Rainwood Phase 1 Final Plat; seconded by Council Member Fike. Public Comment: Mark Lacek expressed his concerns about traffic issues. He reported the developers used the same traffic analysis company as the Cypress Reserve developers and it was completed during Covid. Motion passed with all Council Members present voting aye. 4 FEBRUARY 3, 2025 CITY COUNCIL MEETING MINUTES PUBLIC COMMENT Robin Hoover reported a rich history of both Girl and Boy Scouts in the City of Groveland. She noted Pack 551 met on Wednesdays at Lost Lake Elementary School in Clermont at 6:30 p.m. Troop 551/4551 met on Sundays between 3:45 p.m. and 5:30 p.m. at the Sweat Factory CrossFit in Groveland. Ms. Hoover thanked Sweat Factory CrossFit for allowing Troop 551 to use the facility for their annual Pinewood Derby. The event was sponsored one hundred percent (100%) by Groveland businesses and non-profits. Ms. Hoover thanked Chefing It Up Pizza, Lake Catherine Farms, The Groveland Exchange, The Groveland Historical Society and Board Members, Wicked Motorsports and Off-Road Products, and an anonymous donor. As well as Marty and Julie Proctor, Mahon's Real BBQ, Olive Isles Family Farms, Water Well Farms, Hole Lot of Donuts, and Here on the Farm. Banks Helfrich provided the farm tip of the day. He stated all plants needed four (4) things: sun, water, fertilizer, and patience. He stressed the importance of patience when building up trust by being kind and decent to each other. Mayor Keogh felt the networking amongst the mayors was very enlightening. as their problems and priorities were similar to Groveland's. A City Manager Hein reported staff were making advancements with utility billing issues and trying to assist customers as quickly as possible. Staff took notice that a large number of customers would have a draft autopay on February 5th.
