PH - FIRST Reading: Ord 2025-02: Site Plans for Mobile Vendor Courts Mayor Dobkowski read Ordinance 2025-02, Site Plans for Mobile Vendor Courts First Reading, Title Only. Development Services Director Chancey reviewed the Ordinance that was initially presented as a draft at the February 4th meeting. Mayor Dobkowski stated this is a Public Hearing and asked if anyone in the audience had any comments. No one came forward. Upon Discussion DS Director Chancy recommended changing the language to read only Mobile Vendor Courts removing Mobile Vendors form the language in the Ordinance. 02/18/2025 Commission Meeting Page 1 of4 Commissioner Goldman asked for clarifiçation on seating requirements; Mayor Dobkowski suggested Ordinance 2025-02 be amended to state two tables per vendor and add a section on temporary tents upon proper permitting. Motion made by Commissioner Goldman to approve Ordinance 2025-02 on First Reading, Title Only with the following amendments: language change to read mobile vendor courts, remove the number of seating per table, and the additional section pertaining to permitting for temporary tents; seconded by Commissioner Dwyer. Motion was calledi by a roll call vote.. Ayes: Goldman, Dwyer, Livsey, Dobkowski. PROCLAMATION: a. Engineer's Week Mayor Dobkowski presented the Proclamation setting February 16th through February 22nd, 2025 as Engineer's Week in the City of Belleview. Accepting the Proclamation were Public Works Director/City Engineer Bob Titterington, PE as well as Alan Garri, PE and Nick Osuch, EI from Kimley-Horn and Associates. Mr. Garri shared information about events in the central Florida area designed to introduce middle school aged children to the field of engineering. SCHEDULED AUDIENCE: a. Larry Bowling Larry Bowling, a resident of the Fountains at Golf Park subdivision, came forward to discuss customer service issues, not receiving his bill, and dissatisfaction with the City's BS&A software. Staff explained potential issues such as emails being rejected by users' email providers and mailing issues. UNSCHEDULED AUDIENCE: No one came forward. OTHER CITY BUSINESS/DEPARTMENT UPDATES: a. City Clerk: N/A b. Development Services: Mobile Vendor Court Site Plan Ordinance 2025-02 DS Director Chancey mentioned the changes for Ordinance 2025-02 that will be presented for Final Hearing on March 4, 2025 will also need to include a change in parking as parking was calculated based on number of seats; she will review and make recommendations for that section. 02/18/2025 Commission Meeting Page 2 of4 C. Finance Department: Vehicle Purchase Finance Director Strausbaugh stated the administrative department could use a vehicle for event staff. She proposed that an SUV be purchased for the Police Department and one of their trucks transferred to Administration to be used by event staff, the purchase will be funded through the sales tax money and be added to the upcoming mid-year budget amendment. Motion made by Commissioner Goldman to approve the vehicle purchase and transfer; seconded by Commissioner Dwyer. Motion was called by a roll call vote. Ayes: Goldman, Dwyer, Livsey, Dobkowski. d. Public Works: City Hall Foundation Bid PW Director Titterington discussed the City Hall Foundation project. No bids were received either time it went out for formal bid. Director Titterington requested the Commission allow Public Works to seek quotes as opposed to the formal bid process. Motion made by Commissioner Dwyer to approve the Public Works Department going forward in obtaining quotes; seconded by Commissioner Livsey. Motion was called by ai roll call vote. Public Works: Neptune Meter Reading System Public Works had a meeting with Neptune regarding the continuous reading system including current dead spots and how to mitigate them. PW Director Titterington will be doing further research and will bring a quote to a future meeting. f. Police Department: N/A g. nformation Technology. N/A h. Legal Services: Attorney Landt will make changes to Ordinance 2025-02 as discussed during the meeting to be presented for Final Hearing at the March 3rd meeting. i. Administrator: N/A COMMISSION UPDATES: Commissioner Dwyer: The Marion County TPO will be making a video for traffic. safety in Marion County in the upcoming weeks; ChiefHolland and Commission Dwyer will be working with them. 02/18/2025 Commission Meeting Page 3 of4 Mayor Dobkowski inquired what the status of getting the SunTran bus line to the City. Administrator Moody, stated that shel had been in contact with Steven Neal and the grant funding was for electric vehicles and was is currently the project is on hold. She will follow-up with them. Commissioner Livsey: N/A Commissioner Goldman: Asked IT Director Towne about the BS&A software and putting in support tickets. He explained some providers bounce emails from us. These issues are researched on a per incident basis. Finance Director Strausbaugh explained the problem that occurred with the BS&A system and will also speak with her staff. Administrator Moody discussed the new Notify Me feature for bill due dates; citizens who sign up will start to receive text/email message reminders. Mayor Dobkowski: Batting Cages at the Sports Complex Mayor Dobkowski received communication regarding thel batting cages at the Sports Complex that are curentlyi in disrepair. The leagues do not have funding to replace them. Costs to replace them are $900 each, for a total of$3600 for all four. Ifthe City purchases the supplies Marion County will complete the work. Motion made by Commissioner Goldman to approve funding of the batting cage supplies; seconded by Commissioner Dwyer. Motion was called by a roll call vote. Ayes: Goldman, Dwyer, Livsey, Dobkowski. Mayor Dobkowski: Planning and Zoning Board Appointments Mayor Dobkowski presented candidates to be appointed to the Planning and Zoning Board. There are two open seats and an alternate seat. Dennis Miska, Christie Casey, and John Tuminaro will be appointed onto the board. Motion made by Commissioner Goldman to approve the Planning and Zoning Board Appointments; seconded by Commissioner Livsey. Motion was called by a roll call vote.
