PH = Fist Reading: Ord 2025-01: Mobile and Roadside Vendors Mayor Dobkowski read Ordinance 2025-01, Mobile and Roadside Vendors on First Reading, Title Only. Development Services Director Chancey presented the proposed changes to the current ordinance. Motion made by Commissioner Smith to approve Ordinance 2025-01 on First Reading, Title only as presented; seconded by Commissioner Goldman. Commissioner Dwyer inquired ifthe food trucks will be charged impact fees for seating like restaurants are. City Administrator Retirement: Sandi McKamey Mayor Dobkowski stated that Sandi McKamey was retiring after 45 years ofemployment with the City. She stated that the Commission has enjoyed working with Mrs. McKamey and presented her with a vase of flowers as her retirement gift from the Commission. The vase was engraved with a thank you from the City for years of service. Clerk Moody reminded the Commission ofthe retirement celebration for Sandi to be held on January 22"d. b. 2024-2025 Budget Award Mayor Dobkowski recognized the Finance Department for being awarded the Distinguished Budget Award for the 2024-2025 budget, with special recognition for the Long-range operating financial plans section of the budget. C. Youth Council Presentation Jazlynn Rosa came forward and presented a proposed service event to the Commission. The project Just Dance, Just Listen - Feeding the Hungry Through Art & Connection will give local teens an event to express themselves and benefit the community while raising awareness about hunger. The event will collect donations to be given to EveryDay church and the food program. Motion made by Commissioner Goldman to approve the project and the $400.00 budget request; Seconded by Commissioner Smith. Motion was called by ai roll call vote. Administrator: Agreement - DR4834 Milton - Subgrant Agreement Administrator McKamey stated FEMA has approved our Public Assistance request for Hurricane Milton for debris removal after the storm. The agreement was sent to the Attorney for review. Upon approval, the final documents will be prepared for the Mayor's signature. Motion made by Commissioner Dwyer to approve the Hurricane Milton Subgrant Agreement; seconded by Commissioner Goldman. Motion was called by a roll call vote. Ayes: Smith, Goldman, Dwyer, Livsey, Dobkowski. COMMISSION UPDATES: Commissioner Dwyer: N/A Commissioner Livsey: Gave an update on the tourism board that he attended. Commissioner Goldman thanked. Administrator McKamey for her time at the City and that he appreciated working with her. Commissioner Smith also thanked Administrator McKamey for her time at the City. Mayor Dobkowski: Clerk Candidate Interviews Mayor Dobkowski reviewed the City's Interview and Selection process. Lezli Merritt and Kelley O'Neill were the applicants for the clerk position. Each candidate presented themselves to the Commission. The Mayor and Commissioners asked each candidate questions pertaining to their experience. The candidate's selection process was based on a point system. Clerk Moody and HR Manager Bowne left the meeting to tally the points. The meeting was reconvened at 7:34 PM. Lezli Merritt was named as the appointed City Clerk. Discussions followed, and the Mayor and Commissioners agreed that both candidates qualified for the position and thanked them for their efforts. 01/21/2025 Commission Meeting Page 3 of 4 Motion made by Commissioner Goldman to hire Lezli Merritt as the Clerk; Seconded by Commission Smith.
