Mariah Moody Mayor Dobkowski presented Mariah Moody as the incoming City Administrator and administered the Oath ofOffice to Mariah Moody. b. Lezli Merritt Mayor Dobkowski presented Lezli Merritt as the incoming City Clerk and administered the Oath of Office to Lezli Merritt. PUBLIC HEARING: FINAL HEARING: a. PH - Final Reading: Ord 2025-01: Mobile and Roadside Vendors Mayor Dobkowski read Ordinance 2025-01, Mobile and Roadside Vendors for Final Reading, Title Only. Development Services Director Chancey reviewed the approval of changes to the Ordinance at the December 3rd meeting and the Commission's approval at the First Reading on January 21St. Motion made by Commissioner Dwyer to approve Ordinance 2025-01 on Final Reading, Title only as presented; seconded by Commissioner Livsey. Motion was called by a roll call vote. Ayes: Dwyer, Livsey, Smith, Dobkowski. PRESENTATION: a. Police Department Presentation - Jennifer Kidd Chief Holland presented a plaque to Jennifer Kidd for saving the life of! Mr. Liccardello's young son who was choking in the Winn-Dixie parking lot on November 24, 2024. She was awarded the Belleview Police Department Life Saving Award. b. Police Department Presentation - Jim and Jennifer Amidei Chief Holland presented a plaque to the Amidei's for their many years of support of the Shop with a Cop program. Development Services: Bennah Oaks Phasing Plan Director Chancey discussed the original phase plan for Bennah Oaks was approved in February 2022. The new phase plan presented swaps phases two and three. The amount oflots in phase two is reduced from 136 to 78 lots. The amount oflots in phase three increases from 122 lots to 180 lots. Total number of lots in the subdivision does not change (419). No other changes were requested. Motion made by Commissioner Livsey to approve the phasing plan as presented; seconded by Commissioner Dwyer. Motion was called by a roll call vote. Ayes: Dwyer, Livsey, Dobkowski. Nays: Smith d. Development Services: Mobile Vendor Court Site Plan Areas of conçern for Mobile Vendor Court Site Plans were presented for discussion at the January 7th Commission Meeting. Director Chancey has drafted Ordinance 2025-02 with suggested changes that will be presented for First Hearing on February 18, 2025. e. Finance Department: N/A f. Legal Services: N/A Administrator: Staff has begun working on an overhaul on the employee handbook; changes will be brought in front of the Commission in March. COMMISSION UPDATES: Commissioner Dwyer: N/A Commissioner Livsey: N/A Commissioner Smith: N/A Mayor Dobkowski: Department Head Evaluations Discussed the evaluations of Department Heads. Mayor Dobkowski proposed Commissioners would carry out evaluations for the departments where they served as liaisons. Commissioners were in favor. Staff will be making evaluation forms. Mayor Dobkowski: Firework Show Vendor Vendor approached Mayor Dobkowski regarding a firework show for the 4th of. July or another holiday. Upon discussion, the majority of Commissioners in attendance were in favor. Staff was directed to research costs and specifics with the vendor. Costs for fireworks show were discussed; it is the intention that it would be funded through sponsors. One potential venue would be the Sports Complex, but permission would be needed from Marion County. Commissioner Smith stated that an official fireworks show may lessen the amount of firework use inside ofthe city. Adjoumment: Meeting adjourned by Mayor Dobkowski at 6:18 PM.
