SPECIAL CEREMONIES The City Council recognized the outgoing Executive Director of Community Development, Scott Murphy. PUBLIC COMMENT Assistant City Clerk Isbell announced that there was one written comment: Tyler Valdes, regarding solar on multifamily housing. Mayor Leon called upon the first speaker: Tommy Mushegain, spoke about campaign statements and local development. Roxanna Gracia, representative from Assemblymember Michelle Rodriguez's office, introduced herself and announced upcoming events. Nadya Bahena, representative from Assemblymember Robert Garica's office, introduced herself and announced upcoming events. Karen Haughey, representative from San Bernardino County Board Supervisor Curt Hagman's office, announced upcoming events. AGENDA REVIEWIANNOUNCEMENTS The were no announcements made. CONSENT CALENDAR MOTION: Moved by Council Member Porada, seconded by Council Member Bowman and carried by a unanimous vote 5-0, to approve the Consent Calendar as presented. 1. APPROVAL OF MINUTES Minutes for the regular meetings of the City Council and Housing Authority of January 7, 2025, and approving same as on file in the Records Management Department. 409 Ontario City Council/Ontario Housing Authority Regular Meeting Minutes - February 4, 2025 Page 3 of4 4 2. BILLS & PAYROLL Approved bills January 7, 2024 through January 16, 2025, in the amount of $50,485,346.44, and Payroll December 15, 2024 through December 28, 2024 in the amount of $5,980,892.26. 3. A CONSTRUCTION CONTRACT WITH ONYX PAVING COMPANY, INC. FOR THE 2025 SPRING ALLEY CDBG PAVEMENT REHABILITATION PROJECT The City Council took the following actions: A. Authorized the City Manager or his designee to execute a Construction Contract with Onyx Paving Company, Inc., of Anaheim, California, for the 2025 Spring Alley CDBG Pavement Rehabilitation Project in the amount of $777,000 plus a 10% contingency of $77,700 for a total not-to-exceed contract amount of $854,700; and B. Authorized the City Manager or his designee to execute all documents required for the completion of the project including, but not limited to, contracts, agreements, assessments, easements, reduction of retention accounts, and filing a notice of completion at the conclusion of all construction related activities. 4. AN ORDINANCE AMENDING CERTAIN SECTIONS UNDER ARTICLE 16 TO CHAPTER 6 OF TITLE 4 OF THE MUNICIPAL CODE RELATED TO PARKING PENALTIES AND CITATIONS The City Council adopted an Ordinance amending Sections 4-6.1602 (Penalties: Citations), 4-6.1603 (Penalties: Citations: Method of Payment), and 4-6.1604 (Penalties: Citations: State-mandated added penalties) under Article 16 (Violations and Penalties) to Chapter 6 (Traffic) to Title 4 (Public Safety) of the Municipal Code ("Code"). The introduction and first reading took place at a regular meeting of the City Council on January 21, 2025. ORDINANCE NO. 3295 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, AMENDING CERTAIN SECTIONS UNDER ARTICLE 16 TO CHAPTER 6 OF TITLE 4 OF THE MUNICIPAL CODE RELATED TO PARKING PENALTIES AND CITATIONS. 5. APPROVAL OF THIRD AMENDMENT TO THE 2007 JACK GALVIN MOBILE HOME PARK ACCORD The City Council approved a five-year extension and the third amendment to the 2007 Jack Galvin Mobile Home Park Accord between the City of Ontario and owners of the mobile home parks within the City of Ontario and establishing maximum rent adjustments. 410 Ontario City Counci/Ontario Housing Authority Regular Meeting Minutes - February 4, 2025 Page 4 of 4 PUBLIC HEARING 6. A PUBLIC HEARING TO CONSIDER AN URGENCY ORDINANCE APPROVING A DEVELOPMENT CODE AMENDMENT, FILE NO PDCA24-004, REGARDING ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS The City Council continued the public hearing to the next regular meeting on February 18, 2025. MOTION: Moved by Council Member Porada, seconded by Council Member Bowman and carried by a unanimous vote 5-0, to continue the item to February 18, 2025. STAFF MATTERS City Manager Ochoa made no announcements. COUNCIL MATTERS Council Member Macias made no comments. Council Member Bowman made no comments. Mayor pro Tem Wapner made no comments. Council Member Porada spoke on the importance of local control. Mayo Leon made no comments.
