Consider and take appropriate action on the minutes from the August 8, 2023, Regular City Council Meeting. 2. Consider and take appropriate action on the minutes from the August 22, 2023, Regular City Council Meeting and Budget Work Session. 4. Conduct a Public Hearing and receive comments regarding the adoption of the proposed City of Kemp Fiscal Year 2023-2024 Budget, including the Budget for the City of Kemp Economic Development Corporation and Municipal Development District (Ordinance No. 23-07). 8. Conduct a Public Hearing and receive comments regarding the adoption of the proposed 2023 property tax rate of $0.453235 per $100 of assessed valuation (Ordinance No. 23-08). DISCUSSIONACTION ITEMS 9. Consider and take appropriate action on Ordinance 23-07, an ordinance of the City Council of the City of Kemp, Texas, making appropriations for the support of the City; appropriating money to a sinking fund to pay interest and principal on the City's indebtedness; approving and adopting the annual budget of the City of Kemp, Texas for the 2023-2024 Fiscal Year, including the Budget for the City of Kemp Economic Development Corporation and Municipal Development District. 10. Consider and take appropriate action on Ordinance 23-08, an ordinance of the City Council of the City of Kemp, Texas, levying taxes and fixing and adopting the tax rate on all taxable property for the year 2023 at the rate of $0.453235 per $100 assessed value on all taxable property within the corporate limits of the City of Kemp, Texas as of January 1, 2024; the said tax rate having a maintenance and operations component and a debt service component; providing when taxes shall become due and when same shall become delinquent if not paid together with penalties and interest thereon; and providing an effective date. 11. Consider and take appropriate action on removing Regina Kiser as a signer on the Kemp Financial Accounts. 12. Consider and take appropriate action to repeal Resolution 10-03, the creation of a Tornado Siren Fund and remove restriction on the available funds in the account. 13. Consider and take appropriate action regarding a variance request submitted for the property located at 706 E. 11th Street. 14. Consider and take appropriate action regarding a variance request submitted for the property located at 806A S. Main Street. 15. Consider and take appropriate action on Ordinance 23-09, an ordinance of the City Council of the City of Kemp, Texas, amending Article III, "Boards, Committees and Commissions, of Chapter 2, Administration, of the Code of Ordinances, by adding a new division 4, "Parks and Recreation Board." Consider and take appropriate action on Ordinance 23-10, an ordinance of the City Council of the City of Kemp, Texas, amending Section 34-13, "Definitions, of Chapter 34, "Subdivisions, 3 of the Code of Ordinances, by amending the definition of "Filing Date" and adding a definition of "Approval"; adding a new Section 34-42, "Authority of City Administrator to act upon plats," of Chapter 34, Subdivisions. 17. Consider and take appropriate action on Resolution 23-04, a resolution supporting National Night Out. 18.
