MINUTES OF THE TOWN OF HOLLYWOOD PARK HOLLYWOOD PARK- REGULAR CITY COUNCIL MEETING ON NOVEMBER 19, 2024, AT 6:00 P.M. AGENDA I. CALL TO ORDER Mayor Drash called the meeting to order at 6:00 p.m. II. INVOCATION: Mayor Drash III. PLEDGE OF ALLEGIANCE Mayor Drash led the Pledge of Allegiance. IV. ROLL CALL Memebers of the City Council present: Mayor Chester Drash; Councilmember Jim Rodriguez; Councilmember Dale Randol; Councimember Wendy Gonzales; Councilmember Glenna Pearce. Councilmember Todd Kounse arrived at 7:05 p.m. Mayor Drash recognized Jeannette Hugghins for her five years of service to the Town of Hollywood Park. V. REPORTS I ANNOUNCEMENTS / PRESENTATIONS Administration Department Interim City Secretary Jeannette Hugghins reported 120 permits issued during the month of September and 127 issued in the month of October. September municipal court docket consisted of 383 defendants with 122 defendants appearing. October municipal court docket consisted of 313 defendants with 112 defendants appearing. Public information requests consisted of 8 requests in September and 6 in October. Jeannette also updated the City Council on the Administration area remodel. Jeannette reported that Mayor Drash donated all the office desks and cabinets for this area as well as the Police, Fire and Public Works departments. Finance Department City Treasurer Fred Timmons provided an overview of revenues and expenditures. Police Department Police Chief Prichard reported 286 calls for service, 7 arrests, and 740 citations for the month of October. Chief Prichard provided clarification of the S.T.E.P. program. 11/19/2024 City Council Meeting Minutes Fire Department Interim Chief Eric Burnside reported a total of 55 calls for service for the month of October to include 25 EMS calls for service and 30 fire/miscellaneous calls for service. HPFD also assisted other jurisdictions with structure fires. Chief Burnside also reported the planning of the HPFD Santa visits, fire department staff training, and the completion of several life safety inspections at commercial properties in Hollywood Park. Chief Burnside also briefly spoke about the upcoming transition of HPFD to the Bexar County First Responders Organization which will provide a significantly improved service to the Hollywood Park community. Chief Burnside gave an introduction of himself to the City Council and those community members present. Public Works Department Mayor Drash reported over 100 calls for service in the month of October with 57 of those being actual violations. Mayor Drash also reminded everyone of the tree trimming moritorium. City Attorney's monthly report No report. Mayor's monthly report Mayor Drash asked Police Chief Prichard to speak about the recent police grants received for in-car camerasm, body cameras, ballistic shields and ballistic armor. Mayor Drash reported that Town staff will continue to seek grant opportunities for the Town. Mayor Drash provided an update regarding the issues reported at the October meeting in regard to noise and odor from a local business. Mayor Drash also reported that job postings will be taking place soon for the City Secretary, Fire Chief, and Public Work Director; Sgt. Clint Bass of the HPPD has taken over the Deer Manager duties; the Town will be seeking bids for the Town Hall roof repairs; and asking the City Engineer to make a presentation to the City Council regarding future street repairs. VI. CITIZEN PARTICIPATION Bruce Graham of 138 Canyon Oaks requested that residents attend City Council meetings to ask questions rather than turning to social media. Randy Tomasini of 103 Meadowbrook appeared to publicly ask Mayor and Councilmembers why he was removed as a volunteer of the HPFD. Deborah Tomasini of 103 Meadowbrook appeared to read an email from John Butrico regarding Randy Tomasini. William Shilling of 142 Canyon Oaks spoke about inquiring on social media regarding a dam that recently been removed and with who's authorization. Tonya Cummings of 129 Grand Oaks to acknowledge Police Chief Prichard's 12 years of service to Hollywood Park; acknowledgment of Jeannette Hugghins for her 5 years of service to Hollywood Park; and acknowledgment of Interim Fire Chief Eric Burnside and his service. 11/19/2024 City Council Meeting Minutes VII. CONSENT AGENDA 1. Approval of the Minutes for the October 15, 2024, City Council Meeting. 2. Acceptance of the Financial Statements as of September 30, 2024. Councilmember Randol moved to approve the Consent Agenda. Councilmember Rodriguez seconded the motion which passed unanimously. VIII. PRESENTATION Volunteer Fire Department Memorial [Councilmember Glenna Pearce] Councilmember Pearce presented information about the Hollywood Park VFD memorial honoring the original founding Volunteer Firefighters at Memorial Park. IX. NEW BUSINESS 1. Discuss and provide direction to the City Attorney's office to amend the Hollywood Park Department Head hiring policies. [Councilmember Glenna Pearce and Councilmember Todd Kounse] a) Citizen Comment Bruce Graham 134 Canyon Oaks suggested not to include specific department heads for the board or committee in an ordinance. Tonya Cummings of 129 Grand Oaks spoke to thank the City Council for addressing this matter. b) Discussion Councilmember Pearce and Councilmember Kounse presented the item to establish a uniform hiring process for Hollywood Park department heads, to include a committee or panel. Councilmembers provided the City Attorney with direction for composing the ordinance. 2. Discuss, consider, and take possible action to approve cancelation or to reschedule the regular City Council meeting in December 2024. [Mayor Drash] a) Citizen Comment None b) Discussion Councilmember Pearce moved to cancel the December 2024 City Council meeting. Councimember Randol seconded the motion which passed unanimously. X. EXECUTIVE SESSION The City Council recessed into Executive Session at 8:21 p.m. 1. Deliberate in accordance with Section 551.071, of the Texas Government Code, (consultation with attorney) regarding pending litigation styled Champagne Campaign LLC, et al. VS. Consultation with Attorney in accordance with Section 551.071 of the Texas Government Code regarding Ethics complaint and legal and ethical standards under the City's Ethics Code. RECONVENE FROM EXECUTIVE SESSION The City Council reconvened into Open Session at 9:57 p.m. 1. Discuss and take possible action on matters discussed in Executive Session. Executive Session item #1: No action taken. Executive Session item #2: Councilmember Randol moved to accept the Mayor's recommendation to dismiss the Ethics Complaint. Councilmember Kounse seconded the motion, which passed unanimously. XI. ADJOURNMENT Mayor Drash adjourned the meeting at 9:57 p.m. The minutes of this meeting were approved on January 28, 2025.
