COMMISSIONERS COURT REGULAR MEETING FEBRUARY 4, 2025 BE IT REMEMBERED that on this day, the Commissioners Court of Kaufman County, Texas met in a Regular Meeting in the Commissioners Court Meeting Room, Kaufman Texas with the following members present: Jakie Allen, County Judge; Terry Crow, Commissioner Precinct 1; Skeet Phillips, Commissioner Precinct 2; Kelly Lane, Commissioner Precinct 3; Tommy Moore, Commissioner Precinct 4; Bobbie Bartlett, Chief Deputy. INVOCATION; PLEDGE OF ALLEGIANCE TO THE AMERICAN FLAG; PLEDGE OF ALLEGIANCE TO THE TEXAS FLAG; REMARKS FROM VISITORS; CONSENT, AGENDA 2. There came on to be a motion to accept the Consent Agenda. A. Accept Commissioners Court Meeting Minutes for January 28, 2025. B. Approve Deputation of Amber West in the Tax Assessor-Collector's: Office. Motion was made by Commissioner Skeet Phillips and seconded by Commissioner Kelly Lane, Motion was put to a vote. Motion carried and is sO ordered. PRESENTATION 6. There came on to be a presentation on the yearly operational cost for a proposed 32 bed juvenile detention facility. MOTION TO APPROVE ORDER 17. There came on to be a motion to approve an Order calling for a Bond Election in Kaufman County for the new construction of the Juvenile Detention Center and resolution of related matters. Motion was made by Commissioner Skeet Phillips and seconded by Commissioner Tommy Moore. Motion was put to a vote. Motion carried and is so ordered. MOTION TO APPROVE PUBLICATION AND POSTING OF NOTICE OF SALE 3. There came on to be a motion to approve the publication and posting of notice of sale of 0.251 ac. in Kemp, Kaufman County, to adjacent landowners pursuant to Texas Local Government Code Section 263.002, where publication shall run for three weeks, and Commissioner's Court shall consider final sale on March 4, 2025. Motion was made by Commissioner Tommy Moore and seconded by Commissioner Tery Crow. Motion was put to a vote. Motion carried and is so ordered. MOTION TO ACCEPT REPORT 4. There came on to be a motion to accept the Kaufman County Sheriffs Office Racial Profiling Report 2024. Motion was made by Commissioner Kelly Lane and seconded by Commissioner Terry Crow. Motion was put to a vote. Motion carried and is so ordered. MOTION TO APPROVE RESOLUTION 5. There came on to be motion to approve a Resolution to apply for funding through the Juvenile Justice and Truancy Grant Program FY2026 to support program to improve the Kaufmann County Juvenile System by providing intervention services through the Justice of the Peace Pct. 2 (Judge Tamo) Department. Motion was made by Commissioner Skeet Phillips and seconded by Commissioner Tommy Moore. Motion was put to a vote. Motion carried and is so ordered. Comm. Court 2025.02.04 1of3 MOTION TO APPROVE PURCHASE 7. There came on to be a motion to approve the purchase of a John Deere skid steer for Pct. 1 Road and Bridge utilizing Sourcewell Contract 011723. Motion was made by Commissioner Terry Crow and seconded by Commissioner Kelly Lane. Motion was put to a vote. Motion carried and is so ordered. MOTION TO APPROVE CONTRACT 8. There came on to be a motion to approve utilizing Texas Bit Contract for County Road 4083 utilizing Dallas County Interlocal IFB-2022 and Ellis County RFB No 2024-010. Motion was made by Commissioner Tommy Moore and seconded by Commissioner Terry Crow. Motion was put to a vote. Motion carried and is so ordered. MOTION TO APPROVE RESOLUTION 9. There came on to be a motion to approve Funding Resolution for Kaufman County's Misdemeanor Family Violence Prosecutor and Investigator Project. Motion was made by Commissioner Skeet Phillip and seconded by Commissioner Terry Crow. Motion was put to a vote. Motion carried and is sO ordered. MOTION TO APPROVE RESOLUTION 10. There came on to be a motion to approve Funding Resolution for Kaufman County's Project Safe Neighborhoods Program. Motion was made by Commissioner Skeet Phillip and seconded by Commissioner Kelly Lane. Motion was put to a vote. Motion carried and is sO ordered. MOTION TO APPROVE AGREEMENT 11. There came on to be a motion to approve an Interlocal Cooperation Agreement between Kaufman County and Mesquite for the FM 741-Heartland Signal Project in the amount of $377,316.00. Motion was made by Commissioner Tommy Moore and seconded by Commissioner Skeet Phillips. Motion was put to a vote. Motion carried and is sO ordered. MOTION TO APPROVE CONTRACT 12. There came on to be a motion to approve the Final Contract for the County Showgrounds. Motion was made by Commissioner Skeet Phillips and seconded by Commissioner Tommy Moore. Motion was put to a vote. Motion carried and is so ordered. MOTION TO APPROVE, AMENDMENTS 13. There came on to be a motion to approve amendments to the Kaufman County Fire Code, specifically relating to Appendix A Board of Appeals. Motion was made by Commissioner Kelly Lane and seconded by Commissioner Tery Crow. Motion was put to a vote. Motion carried and is sO ordered. MOTION TO APPROVE ORDER 14. There came on to be a motion to approve appointments to Kaufman County Board of Appeals, in relation to Board of Appeals pursuant to Kaufman County Fire code. There came on to be a motion to approve the submittal of the Kaufman County Stormwater Management Plan to TCEQ, filing of the Notice of Intent and associated fees.
