MINUTES BLECTORAL BOARD MEETING 3 FEBRURY, 2025 Chair Wellard called the meeting to order at 10:00 AM on February 3, 2025. Members Present: Wellard, Coffey, Doyle Guest Present: GR McDonald Vice Chair Coffey moved approval of the minutes of. January 15, 2025 as presented. Motion seconded by Secretary Doyle, carried unanimously. GR McDonald presented her report, copy attached. Chair Wellard reported contacting the representative ofl Mt Zion Lutheran Church regarding the potential of relocating the St. Luke voting precinct. No additional information regarding the Mt. Jackson location relocation request. Secretary Doyle reported no response from Election Commissioner Beals on the voter credit issue. Both Chair Wellard and Vice Chair Coffey requested a follow up email to Commissioner Beals. Secretary Doyle reported Investigator Amanda Himelright turned over evidence on three of the four cases to Commonwealth Attorney's office who will not bring charges. She hopes to have all the evidence on the fourth case complete by the end ofthis week. Requirements ofLocal Election Security Standards (LESS) remediation report will be placed on the meeting agenda for the March meeting. The report is due by April 1st. Director of IT, Doug Cullers will be invited to join the meeting. Status of additional security measures regarding the installation of1 the door reader and camera were updated. Officers of Election were reviewed and selected for reappointment for the two 2025 elections. Secretary Doyle will communicate with those selected to inquire oft their willingness and ability to serve. There being no further business, the meeting adjourned at 11:55 am. The next scheduled meeting will be March 3, 2025 @ 10:00 am. GR Report for Monday, February 3, 2025 @ 10:00 a.m. SCEB Meeting FROM: Lisa W. McDonald, GR TO: SCEB (Shenandoah County Electoral Board): Allie Coffey, Gayle Wellard, & Denise Doyle Cc: minutes Registrars across the Commonwealth have been receiving FOIA requests. GR has responded to all requests in a timely manner. GR has updated the website calendar with SCEB meetings for the 2025 calendar year and set it to also be viewed on the County's main webpage. This allows the public to quickly view SCEB meeting dates and times as well as the ability to sign up for notifications (via text and/or email) just as they can for all other County meetings. GR completed all required surveys for the Virginia Department of Elections/ELECT in a timely manner. The annual VEBA (Virginia Electoral Board Association) Conference will take place in March. GR registered all Shenandoah County attendees for the Conference and will register all for the bootcamp as soon as it opens for the March date. > Chief Deputy, Todd Stepp, is working on list maintenance for the NVRA. The cancellation of inactive voters is part of a list maintenance process mandated by the National Voter Registration Act (NVRA). Under 52 USC $ 20507(d)(2)(A) and the Code ofVirginia S 24.2-428.2, ELECT is required to cancel inactive voters who have remained inactive for two federal general elections. Shenandoah County has 762 voters whose registrations will be cancelled due to inactivity. I will notify the Party Chairs and do the required postings. > Staff and GR are preparing for the likelihood of a June Primary. ELECT has sent out information regarding the LESS (Local Election Security Standards) requirements and Registrar and IT have been in regular communication. The checklist is due to ELECT by March 1st, the remediation report is due by April 1st, and acknowledgement by May 1st. IST has installed the door reader SO that we are in compliance with that LESS security requirement. ELECT also sent out a reminder of the annual VSS (Voting Security System) Plan review and attestation letter August 29th due date. Future Planning: > Early voting for the June 17th Primary will begin on Friday, May 2nd Training room(s) for Officer of Election training should be reserved in the near future to ensure availability. Reminder that completion of cybersecurity training is due by February 24th
