PRESENTATIONS (Informational only) Item 7.1 Recognition- Cardozo Middle School Girls Basketball Team- It is recommended that the City Council present a Certificate of Recognition to the Cardozo Middle School Girls Basketball Team, Athletic Director Luis Solorio, Coach Bargas, Coach Golding, and Coach Ramos for their championship achievement. Charles Neal, SCFPD Board Representative, provided an update on the business of the Stanislaus Consolidated Fire Protection District. (see attached) Cynthia Prieto-Diaz, resident of Stanislaus County, hosting a community clean up event on 1/20/25 from 9am-12-pm to help address toxic litter. Expressed a thank you to Public Works. Darlene Barber-Martinez, Riverbank resident, to extend a thank you to all the volunteers who helped at the Senior Christmas party brunch and at the Toys for Tots / breakfast for with Santa event. Item 9.3 Authorization for Out-of-State Travel Request for Mayor Hernandez to Attend the U.S. Conference of Mayors Winter Meeting in Washington D.C. from January 17-19, 2025. Item 9.4 Resolution 2025- 001 Authorizing the City Manager to Execute a Contract for On-Call GIS Services with The North State Planning and Development Collective (Chico State Enterprises) Related to Assisting the Community Development Department with On-going GIS Efforts and Activities. NEW BUSINESS Item 11.1 Nomination and Appointment of the Vice Mayor to Serve for the Year 2025- It is recommended that Mayor Hernandez nominate a Councilmember to serve as Vice Mayor for the year 2025 and, by roll call vote, the City Council shall approve the Appointment for a one-year term. Mayor Hernandez nominated councilmember Cindy Fosi to be the Appointed Vice Mayor the 2025 year. There being no public comments, Mayor Hernandez brought the item back to City Council. ACTION: By motion moved and seconded (Uribe / Call 5/0) to appoint Councilmember Cindy Fosi as the 2025 Vice Mayor. Cancel the meetings of July 8th, August 12th, November 11th and December 23rd, for a modified summer schedule and to minimize conflicts with Holiday Activities. City Clerk Hernandez gave a comprehensive report on the recommended adjustment to the 2025 City Council Meeting Schedule. City Council discussed item with staff. The Brown Act does not allow for discussion or action of items by the City Council/LRA Board during this time. Item 12.1 Staff City Manager Garcia. All City offices will be closed on Monday January 20th for the Martin Luther King Jr. holiday. The Parks and Recreation department will be hosting the 2nd annual My little one and Me Valentine's dinner and dance on February 8th from 5pm-7pm at the Community Center will be having a wonderful Italian dinner, desert, photobooth, music and dancing. Tickets are online for $45.00 for one adult and their child. Then $15.00 for any additional tickets. Page 4 of 6 CC/LRA Minutes = 01/14/2025 Item 12.2 Counci/Authority Member Councilmember Uribe Chamber of Commerce is going to be holding their next small business Lunch and Leam they will be providing food as long as you pre-register SO they know how much food to get in advance. It's on January 16th from 12pm-1pm. Hector from GNC has been gracious enough to host at his location at the Crossroads. Councilmember Pimentel No comments. Councilmember Call Iwanted to talk about the Polar Plunge that Parks and Rec hosted. It was a great event at the pool way bigger turnout than / expected, and / had the opportunity to partner with Assemblyman Heath Flora, and a community member, Corinne, nurse of the year in 2023. We did a plunge pledge for the plunge, and we were able to raise over $2,000 for Foster love 209, which is a local Advocacy group for foster children in our community. / was with Stanislaus Latino Chamber and Riverbank Chamber of Commerce for the ribbon cutting at Red Robin, great turnout for that as well. Representatives from McClintock's office and Buck Condit's office were there as well, SO that was really cool to kick off the New year with a joint chamber ribbon cutting. Vice Mayor Fosi The Riverbank Historical Society will be having their installment of officers on February 8th at 6:00pm at Perko's. In case you would like to attend the meetings which we would love to have they are the 1st Monday of every month 5:00pm outside of this date. January 21st is our first meeting for the Riverbank Federated Women's group we will be meeting at 6:30pm at Scout's hall. Item 12.3 Mayor/Chair Mayor Hernandez Thank you for allowing me to go to the us Mayors Conference. There's going to be mayors from across the nation attending in Washington, DC. this weekend. / am dressed for California winter right now, SO wish me luck. It's going to be snowing out there, but I hope to represent Riverbank well, and plan to bring back, you know, any information or connections that are made out there. The Board consists of several Community Leaders of City Manager Governmental and Nongovernmental Entities. A (Alternate) Primary Voting Member Is appointed by the City Council annually. An Alternate Member may be an elected official or an executive-leve! administrative official in each government entity. Good Evening, I am Garry Pearson, Resident at 2209 Cedarwood Circle in Riverbank Ca Three weeks ago I served in a rural community called Planada which is 10 miles east of Merced Ca. Just over 2 years ago this local community of4700 residents was flooded with 80% of the homes flooded. I volunteered with Habitat of Humainty and Mennoite Disaster relief for a week. We provided our skills as repair, construction, plumbing, painting, installation ofs showers, Floors, etc for 4 local homes. Now there are 160 homes that requested to have various repairs done to bring these home back to livable condition. Each Week there are 15 volunteers and support staff that go this community and provide the repairs necessary at no cost to the residents. These volunteers are from all over the US and California. I worked alongside young adults to seasoned folks from all walks of Life. My story was building a closet, installing sheetrock, and installing a door for a family of5, I sat and had lunch with this family and listened to how their family has recovered somewhat. Being this family is low income having a house they call home is very important. 1 sat with Maya and watched her make her own lunch of Mandarins, Almonds and Cheese. Her other little sister pulled out her tools of a saw, Screwdriver, and drill. I was able to teach her the simple things of how these tools were used on the door I was installing. Of course the work is not finished and the Habitat team and Mennoite disaster relief will be on site thru the end ofl March. Habitat also rebuilt a house in Downtown Merced that was destined for demolition.. This project after Habitat leaves will be used for Homeless folks in the City! As Pastor Carlos said, "This is not a period" but a Coma, in the process of serving homeless and low income Folks. As the City of Riverbank considers future developments such as the Riverwalk let us rememeber the Lessons learned about Planada.. Merced County and the State of California FAILED to maintain a levee and drainage/ Creek next to Planada.. Let us as a city be proactive in considering the Riverwalk project since there is a levee that is not state reviewed and approved, as I have come to learned from the State Levee commission and other agencies. AS the EIR becomes Finalized I urge the council to consider this question: Would I personally build a community next to a river and levee that would likely fail given the likelihood of high river flows during those Atmosphic river events..
