Boyce Town Council Meeting January 14, 2025 Meeting called to order by Mayor Zack Hudson at 7:00 PM Pledge of Allegiance Moment of Silence Roll call by Recorder, Whitney Maddox: Berkeley Reynolds, Carol Coffelt, Floyd Hudson, Whitney Maddox, and Zack Hudson were present. Dennis Hall not present. Approval of Minutes from the December 3, 2024, Meeting N Motion to approve minutes as written by Berkeley Reynolds, second by Carol Coffelt. No discussion. Passed 4-0 Reports Town Administrator: Matt Hoff: (see report) Floyd Hudson sought clarification on the 2020 delinquent payments. John to provide information. Whitney Maddox sought clarification on citizen who visited office about Whiting Avenue - Matt advised this is a citizen who has made complaints in the past, not a new complaint. Treasurer: John O'Neil: (see reports) Code Compliance Inspector: Vacant: (no report) BVFC: Chief Brian Conrad: (not present) Valentine's Day Pancake Breakfast 2/15/25 8am-12pm. CCSA: Lee Coffelt: (not present). Bev McKay provided an update. Reports a committee is working to collect delinquent accounts. Re-coating tanks and looking at replacing fans to improve ventilation. Fixing rusty poles while they are still able to be repaired. Planning Commission: David Winsatt/Tracey Brown: (see report) Tracey Brown new chair of the Planning Commission, Waiting on Jeremey Camp to get back about sections 3 and 4, will make edits then have David Griffin look at sections 1-4 of the Zoning Ordinance. David Winsatt to continue with the monthly newsletter. Floyd Hudson shared he and Matt met with Boyce Crossing residents months ago and noted the residents expressed enjoying the monthly newsletter. Floyd Hudson thanked David Winsatt for his years of service and welcomed Tracey Brown. Board of Supervisors: Bev McKay: Shares he really enjoyed the holiday breakfast. BOS re-elected David as chairman and Terri as vice-chairman. If you know anyone who wants to have an appointment with the Board of Equalization, have them contact the Commissioner of the Revenue. Ordinance Committee for Double Tollgate looking at property at double tollgate and how to use the property. Looking at structural integrity of existing structures. Looking at water/sewage. Parks and Rec Advisory Board: Berkeley Reynolds: (see report) Old/Ongoing Business Code Compliance Inspector - Interviewed candidate, who declined for personal reasons. Has not been taken down off websites. Berkeley asks it be shared with PIO on Facebook. Berkeley asked about 3rd party placing agencies. Town Council agrees it needs to be relisted everywhere. from Painter Lewis after Sidewalk Update - No updates - see Town Administrator report. Awaiting estimate speaking with their contractors. Berkeley asks that Painter Lewis, property owner and HOA are followed up with. Floyd agrees we have been working on this project for a long time. Floyd states we have given HOA plenty of time and it is ok to stop the sidewalk where we talked about stopping. Give homeowner 30 days. Would like to know approximate costs at the next meeting. Boyce Town Councii Meeting - January 2025 page 1 of 2 Whiting Avenue Zack believes we need to start looking at the codes to see how they apply to this property. Will discuss at the next work session. Town Administrator or Town Attorney can send etters/communcations with property owner until we have a Code Compliance Inspector. Holiday Breakfast/Banners - Banners taken down as soon as possible - Matt to coordinate with Waterloo Electric, Holiday Breakfast was a success. Served over 90 people and cost just over $200. Sit Down with Planning Commission - Berkeley reviews a list of tasks and recommendation from David Griffin to sit down with the Planning Commission to make updates to town ordinances. Proposal for TC to join PC meeting, First meeting would need to be an informational meeting. PC meetings are the third Monday of the month, Speed Limit Reduction - No updates received regarding step-by-step actions to reduce the speed in town. Matt to follow-up. First step is collecting data from the signs. This has not occurred due to time constraints. Matt to use directions and collect data for December 1-31, 2024 on Greenway Avenue. Will plan to schedule a meeting with VDOT as part of this process. Intersection at Greenway Avenue and Main Street - VDOT assured they had money for bump outs at intersection at meeting over the summer. Town met with church about eliminating handicap parking spot. mportant that the handicap spot is taken out to prioritize the intersection. Floyd proposes we notify VDOT we are ready to eliminate the handicap spot, install no parking signs and begin process of 4 bump outs, electronic pedestrian signs and crosswalks. Zack to reach out to VDOT. New Business Any new business Berkeley Reynolds - the sidewalk snow removal was a problem with this storm. Discussed use of a company to remove snow from all sidewalks. Floyd makes suggestion to talk to A Cut Above, tour the sidewalks and get a quote. HOA covers their streets, Town has authority over sidewalks, Matt to reach out to A Cut Above.
