Our team included Pat Flynn of Sierra Environmental for sample collection, Pace (formerly BC) Laboratory in Bakersfield for testing and myself for report writing and certification (along with assistance from North State Environmental for statistical analysis). We sampled and tested eight landfill wells and three domestic water wells on a quarterly basis. Reports are submitted semi-annually. For the first three quarters of the year, we tested for general chemistry constituents (for the eight landfill wells only) and volatile organic compounds for all 11 wells (along with a trip blank sample). in the 4th quarter, we have additional tests run for inorganics (mostly metals) consistent with our waste discharge permit. On a fiscal year basis the costs were - Sampling $8,400 Lab $10,000 Reports $3,200 - Total $21,600/FY Note that Sierra Environmental and BC Lab billed the city directly. McGinley Fees Assuming all wells are sampled and tested (some are dry especially in the 3rd and 4th quarters), McGinley's fees should be about as follows: Sampling $2,250/quarter X 4 = $9,000 - Inspection $1,150/quarter X 4 = $ 4,600 - Lab $3,300 for 1st, 2nd and 3rd quarters each = $9,900 Lab $5,900 for the 4th quarter = $5,900 - Reports $2420/each: x 2 = $4,840 - Total $34,240/FY Please note! Once every five years we are required to test the eight landfill wells for constituents of conçern. The COC's include semi-volatile organic compounds, pesticides, herbicides, etc. We last tested for COC's 3rd quarter 2017. That testing is due this current quarter. McGinley fees for the COC tests will be $7,810. Tom
