Stutts Fire Chief Sherry Brecheen Library Director And the following visitors: Sign in sheet attached. Quorum being present, Zachery Davies' absence was excused, the mayor continued with the meeting. The purpose of the meeting was to hear from the public, approve the consent agenda minutes, voucher list and accept the financial report, hear reports from the departments, action to approve Joshua Jenkins as Reserve Police Officer, action to approve Resolution 2024-029 authorizing Texas Community Development Block Grant Program application on behalf of the City for the Community Development Fund, action to approve Resolution 2024-030 a policy regarding covered applications and prohibited technology, action to approve Resolution 2024- 031 Memorandum of Understanding between SPCA of Polk County, Tx and the City of Onalaska, action to approve Resolution 2024-032 Interlocal Road Maintenance Agreement between Polk County and the City of Onalaska, action to approve Resolution 2024-033 appointing a review committee for the purpose of determining the criteria to select and rate Administrative and Engineering service providers for the GLO CDR-DRRP and announce any other upcoming events. PLEDGE & PRAYER Kathy Lott opened the meeting with a prayer and Mayor James W. Arnett led the pledge to the American and Texas Flags. 1 PUBLIC FORUM Rhoan Faber - Road/Trash Service CONSENT AGENDA It was moved by Shirely Gilmore and a second was made by Kathy Lott to accept and approve items listed on the consent agenda as presented. VOTE: For - All; Against = None. Motion carried. REPORTS = POLICE DEPARTMENT Police Department responses reported 855 events for the month of October 2024. FIRE DEPARTMENT Fire Department reported that the Fire Department responded to 84 calls for assistance during October 2024. 45 medical calls, 2 structure fires, 18 grass fires, 1 vehicle fire, 2 motor vehicle accidents, 4 lake rescues, 5 landing zone calls, 0 hazmat calls, 6 assist calls and 1 mutual-aid call, totaling 262 volunteer man hours. FIRE INVESTIGATIONS Fire Marshal reported 1 Inspection, 2 plan reviews (Certificate of Occupancy issued) Fire Marshal Chapman has been working on a Smoke Detector program and was awarded 47 smoke detectors from the Insurance council of Texas and State Farm. We are working on getting the application on the website. Fire Prevention at the schools, Fire Prevention for Home Schooled youth, and Fire Marshal Bingo with Seniors. Also assisted with Trails for Treats and Patrol on Halloween for the PD. CODE ENFORCEMENT/PERMITING There were 13 permits issued in October 2024. The total collected was $4121.30. Code Enforcement had 7 records in various stages. LIBRARIAN'S REPORT Librarian reported for the month of October 2024: Current borrowers 1986. Books checked out: 621; Patrons: 1776; Computer Usage: 122; Copies/Faxes $234.25; Fines: $7.05; Membership Fee: $15.00; Postage: $15.00; Book Replacement: $0.00; Restricted Donations: $0.00; Auxiliary Donations $0.00 and Regular Donations: $103.45 and 12 Volunteer Hours were documented. ACTION TO APPROVE JOSHUA JENKINS AS RESERVE POLICE OFFICER It was moved by Kevin Arnett and a second was made by Shirley Gilmore to approve Joshua Jenkins as Reserve Police Officer. ACTION TO APPROVE RESOLUTION 2024-029 AUTHORIZING TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM APPLICATION ON BEHALF OF THE CITY FOR THE COMMUNITY DEVELOPMENT FUND It was moved by Shirley Gilmore and a second was made by Kevin Arnett to approve Resolution 2024-029 authorizing Texas Community Development Block Grant Program application on behalf of the City for the Community Development Fund. This application will be submitted to the Texas Department of Agriculture and entered into competition for funding, including the City's commitment to provide $37,500 in matching funds for the activities outlined in the application. ACTION TO APPROVE RESOLUTION 2024-030 A POLICY REGARDING COVERED APPLICATIONS AND PROHIBITED TECHNOLOGY 2 It was moved by Shirley Gilmore and a second was made by Kathy Lott to approve Resolution 2024-030 a policy regarding covered applications and prohibited technology. ACTION TO APPROVE RESOLUTION 2024-031 MEMORANDUM OF UNDERSTANDING BETWEEN SPCA OF POLK COUNTY, TX AND THE CITY OF ONALASKA It was moved by Shirley Gilmore and a second was made by Kevin Arnett to approve Resolution 2024-031 Memorandum of Understanding between SPCA of Polk County, Tx and the City of Onalaska. VOTE: For = All; Against = None. Motion carried. ACTION TO APPROVE RESOLUTION 2024-032 INTERLOCAL ROAD MAINTENANCE AGREEMENT BETWEEN POLK COUNTY AND THE CITY OF ONALASKA It was moved by Shirley Gilmore and a second was made by Kevin Arnett to approve Resolution 2024-032 Interlocal Road Maintenance Agreement between Polk County and the City of Onalaska. VOTE: For - All; Against - None. Motion carried.
