City of Oak Ridge Kaufman County, Texas City Council "Workshop" Meeting Minutes January 13, 2025 at 6:00 PM Item 1 Call to Order Meeting was called to order by Mayor Paul Hullar at 6:01 PM. Present were Council Members, Janelle Davis, Scherri Holmes, Nena Langford and Rolando Guzman. Mayor Pro Tem Jimmy Quick was absent. Chief Bill Weatherly and City Secretary Karen Stacey were also in attendance. Item 2 Citizen Input (3 Minute Limit) It was discussed and approved that resident Mike Feman (sp.), could install a non-permanent bridge to retrieve his mail. Item 3 Update on Court Activities of December 2024 Reviewed handout with monthly data preprinted. Item 4 Approve Minutes of December 9, 2024 Council Meeting Motion was made by Janelle Davis and seconded by Nena Langford to approve City Council Minutes of December 9, 2024. All others being in favor, motion carried. Item 5 Approve Payment of December 10 through January 13, 2025 Bills/Invoices Motion was made by Rolondo Guzman and seconded by Scherri Holmes to approve Bills/Invoices of December 10 through January 13, 2025. All others being in favor, motion carried. Item 6 Approve November and December 2024 Financials Motion was made by Rolondo Guzman and seconded by Scherri Holmes to approve November and December 2024. All others being in favor, motion carried. Item 7 Discussion on Police Department (Chief, Bill Weatherly) Update on approval to migrate all "City Hall" employees to Tier 1 Paycor Payroll System if expense is covered by Tier 1. Tier 1 will cover expense to add City Hall employees to Paycor. City Secretary has been in contact with administrator to began the addition process. MOU with Tier 1 will be through August 1, 2025, Tier 1 to spend approx.. $48,000 yr. for officer pay Retroactive Tier 1 payment of $10,000 to reimburse expense of new patrol vehicle. Item 8 Discussion on Roads, Status on Red Oak Tabled approval of extra costs pending estimate from third company. Akin $4100, Texas Materials was higher at $5000. Item 9 Discussion on Development - Oak Valley South Status and Discussion on Maria Nova RV Park No updates on Oak Valley South Question of does Oak Ridge receive property tax revenue for this property? City Secretary will investigate. Page 11 Item 10 Discuss, Consider, Action on Tommy Carty Estimate (Approx. $1,400) to Repaint Council Chambers, Kitchen and Rest Rooms Motion was made by Nena Langford and seconded by Janelle Davis to approve Tommy Carty painting estimate. A1l others being in favor, motion carried. (City Secretary will call to have paint samples and schedule). Item 11 Discuss, Consider, Approval of the Financials from Elizabeth Borden, CPA Motion was made by Janelle Davis and seconded by Scherri Holmes to approve Elizabeth Borden, CPA financials, pending input from City Secretary City of Oak Ridge 8450 N. St. Hwy. 34 Terrell, Tx 75161 regarding tax returns. All others being in favor, motion carried. Item 12 Set Date for January 27, 2025 City Council Meeting at 6:00 PM Meeting is scheduled for above date and time.
