A Regular meeting of the Commissioners Court of Garza County, Texas was held on Monday, December 9, 2024 beginning at 9:00 a.m. at the Commissioners Courtroom, 300 W. Main St., Post, Texas with the following members present: Lee Norman, Judge; Pct. 1-Jeff Williams; Pct. 2-Kim Wilks; Pct. 3-Ted Brannon and Pct. 4-Giles W. Dalby. County officials present: Terri Laurence, District & County Clerk; Terry Morgan, Sheriff; Ted Weems, County Attorney; and LuAnne Terry, Treasurer. Also present Carol Williams, Administrative Assistant; Kylene Wheeler, Elections Administrator; Xane Reiter, Family Health Community Agent; David Graves, Constable Pct. 1; Lane Jones, Carmen Brannon, Gary Davis and Anna Gibson, Post Dispatch. Judge Norman called the Regular Meeting to order at 9:00 a.m. Order 1: Prayer Order 2: Pledge to Flags Order 3: Public Comment None presented. Order 4: Minutes from the November 25, 2024 regular meeting were approved as presented with a motion by Commissioner Williams and seconded by Commissioner Dalby. With a majority of the court members voting aye, the motion carried and SO ordered. Order 5: Came on for consideration was accounts payable from November 25, 2024 through December 9, 2024. Motion was made by Commissioner Brannon and seconded by Commissioner Wilks that all accounts presented in the fund requirement print-out is ordered paid and presented to the Treasurer for payment. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. à CA V Order 6: Reports from county offices-The following items of information were brought before the Court as a written and/or verbal Report: Sheriff Morgan: Jail Inmate Count; 80, 32 are county inmates and 48 out of county. Billing and Calls for Service Reports for November 2024. See attachment. Xane Reiter, Family Health Community Agent: Gave numerous reports. Ted Brannon, Commissioner Pct. 3: Apologized to court for not being at last meeting due to him having a fall. Giles W. Dalby, Commissioner Pct. 4: Had meeting with LaSalle. Thanked Commissioners Wilks, Williams and Brannon for their help at the Dalby Unit. Kim Wilks, Commissioner Pct. 2: Have finished remodeling in the Tax Assessor's Office and should be open for business tomorrow. Repairs will begin on Hwy 84 beginning January 6, 2025. With a majority of the court members voting aye, the motion carried and SO ordered. Order 7: Consider to approve Automated License Plate Readers for the Sheriff's Department with DPS Grant. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to approve the Automated License Plate Readers. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. P 6 Order 8: Consider to approve addendum to Non-Exclusive License Agreement between Garza County Treasurer's Office and Financial Intelligence. A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to approve the addendum for Financial Intelligence to "re-map" the Charts of Accounts for Garza County in preparation for the migration of the county financial software from HCSS to FI. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 9: Consider to approve Cooperative Agreement with Texas A&M Agri-Life Extension Service and Garza County. A motion was made by Commissioner Wilks and seconded by Commissioner Williams to approve the Cooperative Agreement with Texas A&M Agri-Life Extension Service and Garza County. With a majority of the court members voting aye, the motion carried and SO ordered. Order 10: Budget Amendments and Line Item Transfers. None presented.
