A Regular meeting of the Commissioners' Court of Garza County, Texas was held on Monday, December 23, 2024 beginning at 9:00 a.m. at the Commissioners' Courtroom, 300 W. Main St., Post, Texas with the following members present: Lee Norman, Judge; Pct. 1-Jeff Williams; Pct. 2-Kim Wilks; Pct. 3-Ted Brannon and Pct. 4-Giles W. Dalby. County officials present: Terri Laurence, District & County Clerk; Terry Morgan, Sheriff; Ted Weems, County Attorney; and LuAnne Terry, Treasurer. Also present Carol Williams, Administrative Assistant; Annhya Velez, Assistant County Attorney; Michael Isbell, Emergency Management Coordinator; Kylene Wheeler, Elections Administrator; Danya Peterson, Agri- Life Extension Agent; David Graves, Constable Pct. 1; Bruce Boren, Constable Pct.2; Lane Jones, Mark Wheeler, Carmen Brannon and Anna Gibson, Post Dispatch. Judge Norman called the Regular Meeting to order at 9:00 a.m. Order 1: Prayer Order 2: Pledge to Flags Order 3: Public Comment None presented. Order 4: Minutes from the December 9, 2024 regular meeting were approved as presented with a motion by Commissioner Dalby and seconded by Commissioner Williams. With a majority of the court members voting aye, the motion carried and SO ordered. Order 5: Came on for consideration was accounts payable from December 9, 2024 through December 23, 2024. Motion was made by Commissioner Williams and seconded by Commissioner Wilks that all accounts presented in the fund requirement print-out is ordered paid and presented to the Treasurer for payment. With a majority of the court members voting aye, the motion carried and sO ordered. See attachment. a Order 6: Reports from county offices-The following items of information were brought before the Court as a written and/or verbal Report: Sheriff Morgan: Jail Inmate Count; 69, 30 are county inmates and 39 out of county. Danya Peterson, Agri-Life Extension Agent: Gave numerous reports. See attachment. Michael Isbell, Emergency Management Coordinator: County Jail is in need of a new radio. Will be applying for a grant. Nancy Wallace, Tax Assessor-Colector: Very satisfied with the remodeling in the Tax Office. Giles W. Dalby, Commissioner Pct. 4: Dalby Unit should be completed by first of year. Ted Brannon, Commissioner Pct. 3: Has enjoyed working with everyone during his years of service. Ted Weems, County Attorney: Thanked the court for the reception given for retirement party. Judge Norman: RFP is essentially ready at the Dalby Unit. On December 11, 2024, the Governor has appointed Rodney Tidwell to the Advisory Counsel on Emergency Management Services. Retirement party for Yolanda Navarro will be December 30, 2024. Justice of the Peace Pct. 1: Monthly report for November 2024 Justice of the Peace Pct. 2: Monthly report for November 2024 7 Tax Assessor/Collector: Monthly report for November 2024 US Bank: Garza County Public Facility Corporation Taxable Project Revenue Refunding Bonds, Series 2012 from November 1, 2024 to November 30, 2024. See attachment. A motion was made by Commissioner Williams and seconded by Commissioner Wilks. With a majority of the court members voting Aye, the motion carried and SO ordered. Order 7: Consider to approve Garza County Holiday Schedule of 2025. A motion was made by Commissioner Dalby and seconded by Commissioner Williams to approve Garza County Holiday Schedule for 2025. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 8: Consider to approve Committee and Board Appointments for 2025. A motion was made by Commissioner Wilks and seconded by Commissioner Williams to appoint Commissioners and citizens to various boards. Lake Alan Henry-Zoning Board will be passed until next agenda. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 9: Consider to appoint Salary Grievance Committee for 2025. The following people were drawn at random from the outgoing Grand Jury Members. (1) Jeremy Short, (2) Tonya Rudd, (3) Rodney Gray and (4) Thaddeus Basquez. Also on the Grievance Committee by statue (LGC) 152.014 are the County Judge, County Clerk, County Treasurer, Tax Assessor, County Attorney and the Sheriff. A motion was made by Commissioner Wilks and seconded by Commissioner Williams. With a majority of the court members voting aye, the motion carried and SO ordered. * à OF. Order 10: Consider to appoint Judge Pro-Tem for 2025. A motion was made by Commissioner Wilks and seconded by Commissioner Williams to appoint Commissioner Pct. 4, Giles W. Dalby as County Judge Pro-Tem for the calendar year 2025. With a majority of the court members voting aye, the motion carried and SO ordered. Order 11: Consider to approve issuing RFP for new complete Camera System at the County Jail. A motion was made by Commissioner Dalby and seconded by Commissioner Williams to take sealed bids instead of RFP. Sheriff Morgan informed the court there was funds received from Commissary from the Dalby Unit which could be used for the camera system. With a majority of the court members voting aye, the motion carried and SO ordered. Order12: Budget Amendments and Line Item Transfers. None presented.
