A Regular meeting of the Commissioners Court of Garza County, Texas was held on Monday, January 27, 2025 beginning at 10:00 a.m. at the Commissioners Courtroom, 300 W. Main St., Post, Texas with the following members present: Lee Norman, Judge; Pct. 1-Jeff Williams; Pct. 2-Kim Wilks; Pct. 3-Byron Lane Jones and Pct. 4-Giles W. Dalby. County officials present: Terri Laurence, District & County Clerk; Michael Isbell, Sheriff; Annhya Velez, County Attorney; LuAnne Terry, Treasurer and Nancy Wallace, Tax Assessor-COlector. Also present Carol Williams, Administrative Assistant; Kylene Wheeler, Elections Administrator; David Graves, Constable Pct. 1; Bruce Boren, Constable Pct.2; Peter Steppe, South Plains Auto Theft Task Force; Rodney Tidwell, EMS; Kathy Nelson, Bill Short, Carla Sanchez and Anna Gibson, Post Dispatch. Judge Norman called the Regular Meeting to order at 10:00 a.m. Order 1: Prayer Order 2: Pledge to Flags Order 3: Public Comment None presented. Order 4: Minutes from the January 13, 2025 regular meeting were approved as presented with a motion by Commissioner Dalby and seconded by Commissioner Williams. With a majority of the court members voting aye, the motion carried and SO ordered. Order 5: Came on for consideration was accounts payable from January 13, 2025 through January 27, 2025. Motion was made by Commissioner Wilks and seconded by Commissioner Dalby that all accounts presented in the fund requirement print-out is ordered paid and presented to the Treasurer for payment. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 6: Reports from county offices-The following items of information were brought before the Court as a written and/or verbal Report: Kathy Nelson: Gave report on the County Wellness Program. Allied Compliance Services is working to get their labs approved for drug testing for CDL drivers. Sheriff Isbell: Jail Inmate Count; 77, 28 are county inmates and 49 out of county. Giles W. Dalby, Commissioner Pct. 4: Eight Representatives from TDCJ toured the Dalby Unit last Friday and assessment was approved. Judge Norman: Chief Juvenile Probation Officer reports six boys on probation. Three are in placement. Two of the three are placed out of county and monitoring 10 to 12 juveniles. Provided schedule for RFP. See attachment. Special Commissioners Court for Thursday, January 30, 2025 to Consider issuing Request for Proposals to Secure Proposals from Operators interested in operating the Giles W. Dalby Correctional Facility. Nancy Wallace, Tax Assessor-Colector: Provided education requirements for the period 01/01/2024-12/31/2024. Monthly Report for December 2024. Justice of the Peace Pct. 1: Monthly Report for December 2024. A motion was made by Commissioner Williams and seconded by Commissioner Wilks. With a majority of the court members voting Aye, the motion carried and SO ordered. 4 OF Order 7: Consider to approve Bond for the State of Texas for the County TexAssessor-Colecto: A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to approve the State Bond for the Tax Assessor-Collector With a majority of the court members voting aye, the motion carried and sO ordered. See attachment. Order 8: Consider to approve Burn Ban. A motion was made by Commissioner Wilks and seconded by Commissioner Williams to extend the Burn Ban for another ninety days. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 9: Consider to approve purchase of EMS stair chair with Covid Funds. Rodney Tidwell addressed the court for the need of a stair chair. A motion was made by Commissioner Williams and seconded by Commissioner Dalby to approve the purchase of a stair chair for EMS with Covid Funds interest in the amount of $2,850.00. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 10: Consider to approve Resolution and Multipurpose Agreement with TXDOT for Automated License Plate Recognition Cameras. No action taken. Order 11: Open Garza County Jail camera system bids and consider to award. Two bids were submitted and opened. Sydaptic Inc. for $158,233.62 and Guardian Security Solutions LC for $156,656.00. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to accept the bid from Sydaptic Inc. for $158.233.62. With a majority of the court members Voting aye, the motion carried and SO ordered. See attachments. a NTY OF * Order 12: Consider to approve Cybersecurity Training for Garza County Employees offered by Texas Association of Counties. All officials and employees who have access to a government computer must complete the course. A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to approve the Cybersecurity Training for Garza County Employees with TAC. With a majority of the court members voting aye, the motion carried and SO ordered. Order 13: Budget Amendments and Line Item Transfers. A motion was made by Commissioner Dalby and seconded by Commissioners Wilks to approve the budget amendments for the Garza County Sheriff and Commissioner Pct. 2. Garza County Sheriff for $65,000.00. Received money from four 2020 Chevrolet Tahoe's. Commissioner Pct. 2 for $9102.82. Received money from CTIF Road and Bridge Grant Project #33 and $7682.42 for money received from CTIF Road and Bridge Grant Project #33. See attachments.
