MINUTES CITY OF MELISSA CRIME CONTROL AND PREVENTION DISTRICT BOARD REGULAR MEETING August 27, 2024 6:00 p.m. 1. CALL TO ORDER AND ROLL CALL President Dana Conklin called the meeting to order at 7:27 p.m. Mayor Northcut, Craig Ackerman, Joseph Armstrong, Dana Conklin, Rendell Hendrickson, Sean Lehr, and Preston Taylor were all present. 2. PUBLIC COMMENTS = AGENDA ITEMS This item is available for citizens to speak for up to 3 minutes on any item on the current agenda. General public comments can be made at the end of the Council meeting. There were no public comments. 3. REGULAR AGENDA A. Conduct a public hearing and consider adoption of the crime control budget. Action Motion was made by Preston Taylor and seconded by Craig Ackerman to open the public hearing at 7:28 p.m. Vote: 7/0/0 Jason Little, City Manager, presented the item to Council stating that this is the first budget after the adoption of the Crime Control and Prevention District in May 2024. This is the initial year investment from the Police Department using these sales tax dollars funds kind of a major investment in police services in Melissa. The funds include additional police officers, beginning the motorcycle division, funding an upgrade to the body worn cameras, the addition of the accident reconstruction equipment, standardized duty weapons for all sworn officers, traffic data software, flock cameras, and some technology for the police department. Upon discussion, the Board would make a recommendation to the City Council about your opinion on this proposed budget and the City Council will consider action on approving or considering this budget at the September 10, 2024 meeting. Motion was made by Craig Ackerman and seconded by Preston Taylor to close the public hearing at 7:30 p.m. Craig Ackerman asked if there plan to bring the duty rifles into standardization along with the handguns. Chief Stokes stated that the duty rifles are already standardized for each of the vehicles. Dana Conklin asked if the Board is only recommending adoption of one year's budget. Mr. Little confirmed and stated that Year 2 is just to show ending balance of Year 1. Action Motion was made by Preston Taylor and seconded by Joseph Armstrong to make a recommendation to City Council to adopt the Fiscal Year 2025 Crime Control and Prevention District budget.
