MINUTES CITY OF MELISSA FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT BOARD REGULAR MEETING August 27, 2024 6:00 p.m. 1. CALL TO ORDER AND ROLL CALL President Sean Lehr called the meeting to order at 7:33 p.m. Mayor Northcut, Craig Ackerman, Joseph Armstrong, Dana Conklin, Rendell Hendrickson, Sean Lehr, and Preston Taylor were all present. 2. PUBLIC COMMENTS = AGENDA ITEMS This item is available for citizens to speak for up to 3 minutes on any item on the current agenda. General public comments can be made at the end of the Council meeting. There were no public comments. 3. REGULAR AGENDA A. Conduct a public hearing and consider adoption of the fire control, prevention, and emergency medical services budget. Action Motion was made by Preston Taylor and seconded by Craig Ackerman to open the public hearing at 7:34 p.m. Vote: 7/0/0 Jason Little, City Manager, presented the item to Council stating that this is the first budget after the adoption of the Fire Control, Prevention, and Emergency Medical Services in May 2024. The main significant items that starts in this particular funding year is the debt for the new fire station located in North Melissa. Additionally, the ladder truck is programmed as well as investments in emergency management, staff vehicles, portable radios, special event medical cart with the trailer, and a trailer for the fire clowns. In most cases, the design of a new facility like a fire station can take almost a year. There is really no way around this timeline unless you have a template. Feedback that Chief Nix has gathered from the fire department indicates that a new fire station should be designed as the same layout as the fire station at the Public Safety Building, with a few tweaks. This gives the City the opportunity to re-approach Ron Hobbs Architect to revise the existing layout with tweaks and the intention of the new fire station to be placed on the land at Melissa Lake Park. This would get the City into construction in a much more efficient manner, not only from a cost perspective but time. As the Board may recall, the adoption of the districts is only for five years, and the value of the districts needs to be shown to the community as quickly as possible. Dana Conklin asked if the current station is big enough for expansion, and if another one is built, is there room for growth. Chief Nix stated that there is plenty of room for growth at the current station. Dana Conklin asked why two-story fire stations are not built anymore. With land costs being more compressed, is it going to be sustainable for future fire stations. Chief Nix stated that there is not a space problem, but he also has not seen many new two- story fire stations. Mr. Little stated that time is the main factor in the decision to keep the current design, but a different design, such as a multi-story facility, could be considered for the next station. Action Motion was made by Craig Ackerman and seconded by Sean Lehr to close the public hearing at 7:40 p.m. Vote: 7/0/0 Preston Taylor asked if the design of the new fire station would need to be published as a bid. Mr. Little stated that it is a professional service, SO a bid is not required. Rendell Hendrickson stated that the City has already paid for a City asset which are those plans, and that the City should use what has been paid for stating that it's better, faster, and we already know because it has been paid for once. Mr. Little confirmed stating that aside from the major or the minor tweaks that the department would be recommending, the City will look at things like opportunities for shell space that could be used by future City operations. Action Motion was made by Joseph Armstrong and seconded by Rendell Hendrickson to make a recommendation to City Council to adopt the Fiscal Year 2025 Fire Control, Prevention, and Emergency Medical Services District budget. 4.
