Discuss and consider approval of a resolution to approve a new lease agreement between the City and the Marlin Chamber of Commerce. 11. Conduct a second reading and consider for final approval and final adoption, an ordinance to approve the First Amendment to the Exclusive Franchise Agreement for the Collection, Hauling, and Disposal of Municipal Solid Waste and Construction and Demolition Waste, in the City ofl Marlin, Texas' between the City and Frontier Waste Solutions. 12. Conduct a first reading of an ordinance to adopt a proposed purchasing policy for the City which will include and provide for increasing the City Manager's spending limit to $25,000.00 without seeking prior Council approval. 13. Conduct a first reading of aj proposed ordinance amending Chapter 19-Offenses, ofthe Code ofOrdinances ofthe City of Marlin, providing for the adoption of City park rules and regulations. 14. Consider and or take action to approve bill from ACT Pipe & Supply, INC. for line repair supplies. 15. Consider and or approve a bill from Jurgensen Pump LL, for pump repairs. 16. Consider and or approve Wallace Controls & Electric Quote for meter replaçement at the water plant. 17. Consider and approve invoice from Core & Main for public works inventory resupply. 18. Consider and or approve an agreement with Marlin Independent School District for Dispatch Services. 19. a. Convene into executive session pursuant to Tex. Gov't. Code Sec. 551.074 (Personnel Matters) to conduct an evaluation ofthe City Manager and to discuss an amendment to the City Manager Services Contract. b. Reconvene into public session and discuss and take action as appropriate in the City Council's discretion with regard to the City Manager's evaluation and an amendment to the City Manager Services Contract. 20. a. Convene into executive session pursuant to Tex. Gov't. Code Sec. 551.071, Texas Government Code, and Section 1.05, Texas Disciplinary Rules of Professional Conduct, to consult with the City Attorney regarding a claim made by Underwater Acoustics International, LLC. b. Reconvene into public and open session to take action as appropriate in the City Council's discretion to consider and take action on matter with regard to a claim asserted by Underwater Acoustics International, LLC. 21. Consider and or approve a resolution designating bank signatories. 22. Consider and or approve a resolution designating signatories for the USDA Grant Application. 23. Consider and or approve a resolution to designate the City of Marlin Fire Chief to serve as Assistant City Manager or to approve the appointment or authorization of the Fire Chief to perform City Manager duties in the event the City Manager is unavailable 24. Consider and or approve appointment of member to Charter Committee. 25. Consider and or approve a resolution to authorize the City to pay matching funds under a grant for the purchase of license plate recognition cameras. 26. Consider and or approve new lease with American Leasing Company on one new Tahoe for the Marlin Police Department. 27. Consider and or approve agreement with Donald Allmen for Fiscal year 2023-2024 annual audit. 28. Future agenda items: Discuss and Consider items for placement on a future City Council Agenda. 29.
