CITY OF 28 EONARD CITY COUNCIL REGULAR MEETING MINUTES October 8, 2024 BE IT REMEMBERED THAT the City Council ofthe City ofLeonard, Fannin County, Texas, held a Regular Meeting in the Council Chambers of City Hall at 111 W Collin Street, Leonard, Texas, on October 8, 2024, at 6:30 P.M. The meeting was broadcast live on the city's Facebook page. A video recording of the meeting is available to members of the public at htps/ww.facehok.com/Ciyolleonnd. Members Present: Mayor Michael Pye, Mayor Pro Tem Al Stephens, Councilmembers Peyton Webster, Leonard Phillips, and Bobby Hanson. Staff present: City Administrator George Evanko, City Secretary Melissa Verde, Court and P&Z Secretary Kim Davis, Public Works Director Woody Patrick, and Police ChiefMeserole. Registered Guest: Registered Guest were Joshua Berker, Tersea Nixon, Ryan Nixon, Noel Nixon, Andy McAngus, Doug Morfield, Rex Womack, Mark Blackerby, Eddie Sepeda Jr, David Perkins, and Austin Brown. 1. Call Meeting to Order, Verification of Quorum Mayor Pye called the meeting to order at 6:30 PM after confirming a quorum was present. 2. Invocation, Pledges of Allegiance to the United States and Texas Flags Public Works Director Woody Patrick led the invocation, and the group recited pledges of allegiance to the US and Texas flags. 3. Open Forum - Mayor Pye called for speakers; Joshua B spoke on behave for Mor McCarthy for LCDC. 4. Presentation, discussion, and possible action on department reports a. Police ChiefMeserole presented the Police Department report. b. Director Woody Patrick presented the Public Works report. C. City Administrator George Evanko presented the administrative report. d. Ordinance 241008-1 setting the utility rates for the year 2024-2025 AN ORDINANCE OF THE CITY OF LEONARD, TEXAS, SETTING THE WATER AND SEWER Approved UTILITY RATES AND TRASH RATES REQUIRED TO PROVIDE SERVICES TO THE CITIZENS OF LEONARD, ESTABLISHING AN EFFECTIVE DATE, ESTABLISHING A PENTALTY, ESTABLISHING THE NEW RATES AND REPEALING ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THE ORDINANCE. f. Resolution 241008-2 awarding the Community Development Block Grant Approved Administer contract to Grantworks A RESOLUTION OF THE CITY OF LEONARD, TEXAS, AUTHORIZING THE AWARD OF ADMINISTRATIVE PROJECT DELIVERY SERVICE PROVIDER CONTRACT(S) FOR THE 2025-2026 TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT FUND PROJECT. g. Engagement letter Mike Ward, CPA to perform the financial audit for the year Approved ending September 30, 2024. i. Mayor Pro Tem Stephens made a motion to approve all consent agenda items, Councilmember Hanson seconded, the motion passed unanimously. 6. Presentation, discussion, and possible action on Board and Commission activity reports/requests: a. Parks & Recreation Board (President Mark Blackerby) i. Mark Blackerby introduced Eddie Sepeda Jr about implementing a disk golf park in Leonard. Eddie presented his idea on location and stated that there is no cost. Councilmember Webster stated he supports this idea, his only concern was the two holes by Hwy 69, also stated to come back next month with a hard layout. b. Leonard Community Development Corporation (Chairmen Rex Womack) i. Consider and approve 2024-2025 Revised Fiscal Budget a) Rex spoke and presented the final adopted budget. Councilmember Webster made a motion to approve the 2024-2025 revised fiscal budget for LCDC, Councilmember Hanson seconded, the motion passed unanimously. ii. Consider and approve members for pomntmenureappointmen for the 2024-2026 term. b) Packets with copies of applications were provided to the City Council. LCDC recommendations were Sheryl Stanley, Councilmember Peyton Webster and Mor McCarthy. Councilmember Hanson made a motion to approve the board's recommendation of Sheryl Stanley, Peyton Webster and Mor McCarthy, Councilmember Phillips seconded the motion, the motion passed 2 for, with Mayor voting to carry the motion, Mayor Pro Tem Stephens and Councilmember Webster abstaining. C. Planning & Zoning Commission (Darrell Grintz, Chairman) No presentation this month. Minutes in the agenda instead of an update. 7. Discussion and possible action regarding Ordinance No. 08132019-3 "Recreational Vehicles and Buses" (tabled) a) City Administrator George Evanko recommended to table this again until Councilmember Billy Wayne Martin is present to discuss. Mayor Pro Tem Stephens made a motion to table the agenda item, Councilmember Webster seconded, the motion carried. 2IPage October 8, 2024, Regular Meeting Minutes 8. Discission and possible action regarding Ordinance No. 241008-3 moving the monthly city council meetings to the third Tuesday of each month. a) City Administrator George Evanko stated that the goal is to get completed financials to the Council by the third Tuesday of each month, stated financials will be completed by the 10th (date picked by Melissa). Mayor Pro Tem Stephens made a motion to move City Council meetings to the third Tuesday of each month, Councilmember Hanson seconded the motion, the motion carried. 9. Announcements a) Councilmember Webster made an announcement about Halloween on the Square, Public Works Director Woody Patrick made an announcement about the Fall City Clean Up. George Evanko announced he is working with Sanitation Solutions on a brush pick up solution, is currently waiting to hear back from Sanitation Solutions with a quote. 10.
