IRHA SPECIAL CALL MEETING TAKE NOTICE that the Board of Directors of the City of Kendleton City Council ("Council") met, open to the public, at the Senior Citizen Center, 109 Guess Street, Kendleton, TX 77451 at 6:00 P.M., Tuesday, September 29th,2020. Minutes 1. Meeting called to order at 6:03pm by Mayor Darryl K. Humphrey, Sr. 2. Invocation and Pledge given by Councilman Lester Aldridge 3. Role Call and Declaration of Quorum at 6:06pm - all in favor, no opposed Present: Mayor Darryl K. Humphrey, Sr. Councilman Lester Aldridge Councilman Louis Byars Councilman George Starks Councilwoman Etta Patterson Councilwoman Carolyn Jenkins Absent: None 4. Public Comments and Announcements Census: Mayor asked if anyone is willing to volunteer during this week by going out and informing residents. Jenkins: advised that Pete Olsen is going to send out people from his office to our area to assist residents fill out their Census. Etta: They need to tell us exactly what areas have completed their Census to make it easier. Jenkins: The Census is not able to give out detailed information pertaining to areas. 5. Concise Special Reports: A. Braxton Street Project & Outstanding Projects.. Mayor Darryl Humphrey Mayor: Store is closer to opening; temporary permit has been granted to start building Mayor: Overpass will not start) for maybe another 2 years, after Humphrey Way is completed B. RV Park, Maintenance Department & Crawford Street.. Councilman Lester Aldridge Aldridge: RV Park has more tenants; wants to get imestone purchased to fill in the potholes in the road. Mayor: we will look at cost and see if we can purchase the materials and have the County make the repairs. Aldridge: Mosquitoes are bad right now. Mayor: Called the County and they will be coming out to spray. Aldridge: ssues with Public Works employees; machinery is breaking down too frequently due to error and not wear and tear. Mayor: we will have to keep maintaining grass areas by Hwy 59 due. to the project taking longer. Mayor: Crowford Project may be stalled on 15t Street due to - Braxton & Gin Road. Councilman Louis Byars No Update D. HPJohnson, N. Lum Rd, Spur541, & Kendleton Grocery.. Councilwoman Carolyn Jenkins Jenkins: HP Johnson has serious potholes that need immediate attention; reaching out to Road & Bridge for assistance Jenkins: Asked if FM 541 resident has yet to obtain a permit for all the work being done on the property. Christina: no permit has beenfiled. Mayor: will talk to the homeowner again. E. Willie Melton Blvd. & King Kennedy Park. Councilman George L. Starks Starks: Several residents have complained about speeders on Willie Melton Blvd.; no longer believe that the City is going to do anything about the issue until a child is hit by a car. Mayor: Please look into how much Rosenberg is paying. for bulk amount ofs speed bumps; we need to movef forward with installing them. Patterson: what is being done about the resident with the temporary, fence? Christina: An official violation of clean city ordinance has been sent to the resident via certified USPS. If she does not pick up the letter, we will contact the DA's office for further assistance. F. FM. 2919 & Combined Streets Councilwoman Etta Patterson Patterson: when will the streets be payed? Mayor: we are currently looking into getting asphalt put down G. FEMA & City Projects. Georgina Ybarra, City Consuitant Ybarra: Crawford Project has begun. a Mayor: Braxton Road is almost done; asphalt was, placed ot the connecting portion to FM 2919 but not leveled yet. H. B & E Utilities.. Blake, Director of Operations Not Present 6. NOTE: Mayor and Council have requested Georgina Ybarra to prepare the proper sale documents for this transaction for the next City Council meeting. 7.
