NI NHA REGULAR CITY COUNCIL MEETING MINUTES TAKE NOTICE that the Board of Directors of the City of Kendleton City Council ("Council") will meet, open to the public, in the Senior Citizen Center, 109 Guess Street, Kendleton, TX 77451 at 7:00 P.M. THURSDAY, JUNE 11, 2020. Minutes 1. Meeting called to order at 7:10 pm by Mayor Darryl K. Humphrey 2. Invocation and Pledge given by Councilman Lester Aldridge 3. Allegiance given by all that were present 4. Roll Call and Declaration of a Quorum at 7:05 p.m. Mayor Darryl K. Public Comments and Announcements. General public a. Debra Starks [202 Branch Circle): Requested the city to add city bumps on Willie Melton Blvd; Cars speeding 85-95mph; Children play in the streets and they may get hurt RESPONSE: [Mayor Humphrey] Will talk to Conrad and an engineering company out of Austin about donating speed bumps; Will also look into prices for bumps and possibly asking the company that will handle Crawford project; Looking for someone to sponsor 6-7 bumps for Willie Melton Blvd.; Bumps should start at Mrs. Minor's house and end at the end of the subdivision; If anyone sees someone speeding, call the Constable/Sheriff's office and report it. RESPONSE: [Councilman Aldridge] Take down license plate numbers for anyone speeding or playing loud music; Report it to councilmembers and/or Mayor. b. Pamela Miller [3906 Willie Melton Blvd): Is there a way for the rain drainage to be controlled? It never flooded in the past and lately it has rained, and the water goes into the yard. This has happened at least 7 times now. RESPONSE: [Mayor Humphrey] Sometimes we get a lot of rain in a short period of time that it does not have enough time to drain quickly; We may have to look at our drains to assure they have been cleaned out; We are aware that the drainage problem at FM 2919 and Willie Melton is not leveled and are currently working with the County on getting the ditch to match the level of the road. C. Christina Flores [106 Collins Ct): Can we send residents letters concerning the grass maintenance? Residents are cutting their grass and leaving trash in the road, this may be contributing towards the drainage issues. RESPONSE: [Council Aldridge] People are leaving the grass to grow too high and then cutting it and leaving it; Ordinance needs to be enforced COMMENTS: [Council Etta] Everyone is leaving grass trimmings in the street no matter how long the grass is; We need to send out letters to everyone pertaining on proper lawn maintenance; [Mayor Humphrey) We send the guys through there to clean up hoping that the homeowners will see the way it is done and follow-through but they don't Second Concern: The train noise is crazy especially at night. They are not following their own horn guidelines for residential areas. RESPONSE: Mayor Humphreyl Has previously spoken to KCS about the honking and blocking of FM 2919; He will communicate with them again about the long honking at 2 am; make/keep notes of the honking; the lack of fencing may cause them to be more precautious COMMENT: [Pamela Miller] There is no need for them to honk with extra precaution at 2 am; She lives in that area too and struggles every night with the noise 6. Concise Special Reports: A. Braxton Street Project & Outstanding Projects.. Mayor Darryl Humphrey Braxton is coming along very' well; driveways are getting done and is going to talk to them more about speed bumps; There is a 25 ft easement, some poles need to be moved back; Bids for the Crawford project are in and the more appropriate bidder will be selected; Juneteenth celebration is underway; food will be provided and delivered to our séasoned residents. [Council Jenkins] Juneteenth coordinator would like for Mayor Humphrey to speak at the celebration B. RVI Park, Maintenance Department & Crawford Street.. Councilman Lester Aldridge Nothing to report at this time; will allow Mayor Humphrey to update about the Crawford Project C. Braxton & Gin Road.. Councilman Louis Byars a Nothing to report D. HPJohnson, N. Lum Rd, Spur 541, & Kendleton Grocery. Councilwoman CarolynJenkins Still waiting for the store to open up; Someone is dumping trash in front of Newman Church; Dumpster is no longer there; (Humphrey) Store will open up on the 15th and he will get the maintenance guys to pick up the trash at the church E. Willie Melton Blvd. & King Kennedy Park.. Councilman George L. Starks Speed bumps are a must at this point; Fences are going up and residents are not getting the proper permits to do SO. [Mayor Humphrey] note who is building and report it to City Hall. [City Secretary Christina] No permits have been granted in two weeks; there is a $2k fee for building without a permit [Council Etta & Jenkins] Guidelines for fence construction need to be more available to the resident. F. FM. 2919 & Combined Streets Councilwoman Etta Patterson Nothing to update on her area butis concerned about the large holes at the end ofWillie Melton, in the RV Park area. [Mayor Humphrey) has talked to Commissioner Morales about the problem and is attempting to get asphalt for us; A letter needs to be sent to Road & Bridge requesting the repairs G. FEMA & City Projects. Georgina Ybarra, City Consultant No update at this time; some information provided in the budget H. B& E Utilities. Evans Kirkpatrick, Director of Operations No update; Did not attend meeting I. Open. Annexation Matters & Public/Private Development Projects. Martye Kendrick, General Council o No update; Did not attend meeting 7. City Council discussed thet following items: a) Review and/or approve the following Regular City Council Minutes April 23, 2020 and May 14, 2020 - Not approved at this time; Council has not received the minutes b) Discuss Financial reports: [Ayanna Merchant Profit & Loss Report and Balance Sheet; Spoke over the financial report updates made since the last workshop; is still adding credit card expenses and payroll information to the report. [Council Jenkins] Had questions over some details on the report that are not as detailed; Ayana stated that she will provide a more detailed breakdown in next month's report C) Discuss Budget for FY 2020-2021: [Georgina Ybarra] Custom Summary Report; Spoke over the deposits from previous incomes; Juneteenth contributions are low this year; GLO and FEMA account information has been added to the report; still needs to make several adjustments to the report, including payroll details; Next meeting the report will include May 2020's expenses; AVR expenses may be B&E's responsibility. d) Discuss water utility bill collection agency: [Christina Flores] FCR does not charge for the actual service; They bill the client no lower than 75% of the owed amount; They profit 25% of whatever amount is collected from the client. [Mayor Humphrey] Asked if we are aware of how much is currently in arrears on utility payments from residents. Was informed that residents were never billed for December 2019 and May 2020 and after all adjustments, the residents will have a minimum of $129 on account ift they did not pay on their own will. [Georgina Ybarra] We are going to get the software that will allow us to take meter reading ourselves. [Mayor Humphrey] We need to find someone to replacing current operator, Evan, immediately. e) WCA Price changes. [Christina Flores] WCA is raising their prices by $.41/household. A letter was provided by Steve at WCA informing the city about the increase; Increase was initially scheduled for July 1, 2020 but due to the short notice, it will be officially increased August 1, 2020. 8.
