FRIDAY, JUNE 26, 2020. Minutes 1. Meeting called to order at 12:15 pm by Mayor Darryl K. Humphrey 2. Invocation and Pledge given by Councilman Lester Aldridge 3. City Council discussed the following items: a) Discuss and/or approve engineer's recommendation to award construction contract for CDBG GLO - Page 1 of 3 Disaster Recovery for First Street and Crawford Street Paving and Drainage Improvements to low bidder Matula & Matula Construction Inc. [Councilman Aldridge] Do we have a copy of the bid? [Mayor Humphreyl don't have it with me but we do have a copy of the bid at the City Hall Office; $80k difference between Matula & Matula and the current company that's here now; funding will give the city funding to place pavement/concrete down to Lawson, or do as much as we can with it to fix street issues; Councilwoman Patterson] Who was the lowest bidder? [Mayor Humphreyl If not mistaken, Matula bid $523k and something and the company out here did $613k and some change; give or take, by the time other things are taken account for, we will have $78-80k we will be able to use towards draining or street paving; Another difference is the company out here will take 90 days and Matula will take 180 days; Not sure Ifthe cityhas to use the same companyt to dothel Lawson Street project. [Councilman Aldridge] Lawson is in real bad shape; I would like to see that fixed. [Mayor Humphrey) We can go together as a group to access the area and negotiate with Matula to see what can be done; We can also pay Matula to open up the street from 15t Street to FM2919 and then get the County to lay asphalt; we have paperwork on properties except the Petitt's. [Etta) Paperworkfor easement is at City Hall; the original people who signed in agreement or on file and that can't be changed because they are the original owners; paperwork was notarized; [Councilman Aldridge] Last time that paperwork was requested, it was not found. Councilwoman Patterson] Yes it was, the paperwork was previously provided to Mayor Humphrey, Bouche Mickey, and Commissioner Morris. [Mayor Humphreyl Do you have a copy? Provide a copy. VOTE: Motion moved by Councilwoman Patterson and seconded by Councilman Louis Byars. Motion approved by all four councils; none opposed. b) Discuss financial reports and budget [Ayanna Merchant the report is still missing information in some sections because documents have not been provided. [Georgina Ybarra] Has contacted Amegy to request credit card statements. VOTE: Not approved at this time. c) Discuss and/or approve the submitting of a Community Development Block Grant Section 108 application the in amount of $5,000,000f for a new Sewer Plant and Water Well - [Councilman Aldridge] has Georgina already started on it; Mayor Humphreyl in order to start the project, it has to be approved first; believes application will include a new building for water and bill maintenance. VOTE: Motion moved by Councilman Aldridge and seconded by Councilwoman Patterson. Motion Approved, unopposed. d) Discuss and/or approve entering a contract with FCR Collection Services for delinquent bill collection - [Christina] not enough information has been gathered from delinquent accounts to send to collections at this time. [Mayor Humphrey) As far as going into an agreement, we have all the information given at the last meeting; we: shouid be able to go forward with a contract. [Councilman Aldridgel We should not let people go so long without paying on accounts; why do we have to pay someone to make people pay. Mayor Humphrey) This is for people who move away without paying, not for regular shutoffs. (Councilwoman Patterson] We need to disconnect people after one missed month of payment so that we do not have this problem. [Christina] we are currently enforcing shutoffs. VOTE: Motion moved by Councilwoman Patterson and seconded by Councilman Byars. Motion approved by all four councils, unopposed. e) Review proposals for new light company for city purposes - [Councilwoman Patterson] we need to see all bidder's prices before we vote. [Mayor Humphrey) we do not have timefor that; quotes are temporary and we need to act fast; our city is not that big and it is financially convenient for us to pick one when the opportunity is good. VOTE: Motion moved by Councilwoman Patterson and seconded by Councilman Byars. Motion Approved by allj four councils, unopposed. f) Discuss and/or approve monthly (May 2020) Financial Statements 7.
