Agenda 1. Meeting called to order at 6:08 pm by Mayor Darryl Humphrey 2. Invocation and Pledge given by Councilman Lester Aldridge 3. Role Call and Declaration of a Quorum at 6:12 pm = all in favor, no opposed 4. Public Comments and Announcements e No public commentsyammouncements made 5. Concise Special Reports: A. Braxton Street Project & Outstanding Projects.. Mayor Darryl Humphrey Humphrey: Second part of the Braxton Road project is almost complete. The Crawford Street project is underway; The project is going to include the street expansion of 15t Street to FM. 2919. B. RVI Park, Maintenance Department & Crawford Street.. Councilman Lester Aldridge Aldridge: No updates - Braxton & Gin Road.. Councilman Louis Byars Byars: No updates D. HPJ Johnson, N. Lum Rd, Spur 541, & Kendleton Grocery. Councilwoman Carolyn Jenkins o Jenkins: No updates E. Willie Melton Blvd. & King Kennedy Park. Councilman George L. Starks Starks: No updates F. FM: 2919 & Combined Streets Councilwoman Etta Patterson Patterson: No updates G. FEMA & City Projects. Georgina Ybarra, City Consultant Ybarra: No updates H. B& E Utilities. Blake Reid, Director of Operations Reid: Not present for meeting 6. City Council will discuss and approve the following items: a) Discuss/Approve May 2020 Financial Statements and June 2020 Financial Statements Ayanna: Provided an update on financial report; Still needs to complete updating the credit card transactions. Ybarra: Reminded Council of outstanding desk charges of $500.00 that Mr. Bouche Mickey will be repaying the city. Aldridge: Mentioned the Mayor also needs to be reimbursed for desk purchased; asked to reimburse $200.00. Christina: Corrected the amounts owed; Mr. Bouche owes the City $400.00 and the City owes Mayor Humphrey $150.00. b) Discuss/Approve the selection of an administrator and engineer for 2016 Flood Mitigation from the General Land Office/Community Development Block Grant Disaster Recovery Grant. Ybarra: Reviewed evaluations for administrator applications and made suggestions on who would benefit the City of Kendleton best. Etta: Inquired about who the applicants are. Wants to know who Admiral LLC is. Mayor: Stated that the company is owned by Mr. Bouche Mickey and that Mr. Bouche has been a tremendous asset to the City of Kendleton over the years. Aldridge: Motioned for approval to appoint Admiral LLC as the Administrator and Tony Council as the Engineer Approved - Motioned by Councilman Lester Aldridge, seconded by Councilman Louis Byars; approved by Councilmen George Starks, Lester Aldridge, Louis Byars, and Councilwoman Etta Patterson; opposed by Councilwoman Carolyn Jenkins. C) Discuss/Approve the resolution appointing an administrator and engineer for 2016 Flood Mitigation from the General Land Office/Community Development Block Grant Disaster Recovery. Aldridge: Motioned for approval to appoint Admiral LLC and Tony Council Approved - Motioned by Councilman Lester Aldridge, seconded by Councilman Louis Byars; approved by Councilmen George Starks, Lester Aldridge, Louis Byars, and Councilwoman Etta Patterson; opposed by Councilwoman Carolyn Jenkins. d) Discuss/Approve the Planning and Zoning Ordinance amendment designating the Leroy Dorsey Senior Center located at 109 Guess Avenue [GEO ID: 2010.02-00-090-908) and adjoining properties: 0 Guess Avenue [GEO ID: 2010.02-001-0100.908, 113 Guess Avenue, 328 FM: 2919 [GEO ID: 2010-02-000-0030- 908], 312 FM 2919 [GEO ID: 2010.02-000-0040-908, and 308 FM 2919 [GEO ID: 2010-02-00.0050-908) to commercial locations. Patterson: Stated concerns over the convenience of others being able to purchase property if it is now commercial. Mayor: Explained that making the Senior Center a commercial property is required and that it would making the surrounding lots commercial for community growth opportunities. This change will not affect those residents who are already residing in the block area. Zoning can always be changed as seen fit. Aldridge: Mentioned speaking to the property owner at 0 Guess Avenue. Owner is willing to sale to the City. Mayor: Requested for Councilwoman Etta Patterson to obtain purchase information. Mentioned that it is expected of Council members to seek assistance from the Commissioners to help with City projects like parks and road repairs. Approved - Motioned by Councilman Lester Aldridge, seconded by Councilman George Starks; all in favor, no opposed. 7. Executive Session No Executive Session held at this time. 8.
