L RA REGULAR CITY COUNCIL MEETING TAKE NOTICE that the Board of Directors of the City of Kendleton City Council ("Council") met, open to the public, in the Senior Citizen Center, 109 Guess Street, Kendleton, TX 77451 at 7:00 P.M. THURSDAY, JULY9th, 2020. MINUTES 1. Call to Order at 7:03 P.M. by Mayor Darryl Humphrey. 2. Invocation and Pledge by Councilman Lester Aldridge. 3. Role Call and Declaration of Quorum at 6:06pm - all in favor, no opposed Present: Mayor Darryl K. Humphrey, Sr. Councilman Lester Aldridge Councilman Louis Byars Councilman George Starks Councilwoman Etta Patterson Councilwoman Carolyn Jenkins Absent: None 4. Public Comments and Announcements None 5. Concise Special Reports: A. Braxton Street Project & Outstanding Projects.. Mayor Darryl Humphrey (Humphrey) stated that the last quarter of the Braxton Road is ready for completion. GLO funds for Crawford Street Project was awarded to Matula & Matula, they will be ready to start working by August 10th, 2020. [Humphrey) Georgina Ybarra is acquiring information pertaining a signed agreement from the owner of Lot 5 located on 1st. Street for easement accessibility to proceed with the Crawford Project. [Humphrey) TXDOT is in the process of preparing a letter for The Kendleton Plaza regarding approval of an entrance/exit driveway off the Hwy 59 feeder road. [Humphrey) The city had problems with pumps at FM 541 and the FM 2919 locations. They were damaged by lightning recently. B. RV Park; Maintenance Department & Crawford Street.. Councilman Lester Aldridge [Aldridge] Stated that there are 6 RV Spaces being rented out at the RV Park. [Aldridge) The City maintenance truck is having problems with the clutch. Some repairs have already been done on the truck. C. Braxton & Gin Road.. Councilman Louis Byars [Byars] No update currently. D. HPJ Johnson, N. Lum Rd, Spur. 541, & Kendleton Grocery. Councilwoman Carolyn. Jenkins Jenkins] Kendleton Grocery Store is open for business E. Willie Melton Blvd. & King Kennedy Park. Councilman George L. Starks Starks] No update currently. F. FM, 2919 & Combined Streets Councilwoman Etta Patterson [Patterson) mentioned that the sewage problem on Willie Melton Blvd. needs to be corrected as soon as soon as possible. G. FEMA & City Projects. Georgina Ybarra, City Consultant Ybarra, City Consultant stated that the 2 pumps that were damaged by the. weather will be replaced by the insurance (TML) at $15,000.00. The amount reçeived from FEMA sO far is $220,000 and the balance is $189,000, by September all of the FEMA funds should be received by the City of Kendleton. The Bids for GLO 3M grant was submitted. City Council discussed/approved the following items: a) Reviewed and/or approve City Council Minutes of April 23", 2020 and May 14th, 2020 b) Reviewed and/or approye City Council Minutes of. June 11", 2020 and June 25th, 2020 Approved - Motioned by Councilwoman Patterson, seconded by Councilman Aldridge; unopposed, 5-0 c) Review and/or approve May 2020 Financial Statements Presented for review by CPA Ayanna Merchant d) Review and/or approve the revision of Mobile Home Ordinance Mobile Home Ordinance was reviewed and will be further discussed at City Council Workshop on July 22n,2020. e) Review and/or approve the revision of permit fees for the construction of fences, and inspections Reviewed and will be further discussed in detail at City Council Workshop on July 22nd, 2020. f) Review and/or approve the revision of permit fees for plan review, construction, and inspections Reviewed current fees and will be further discussed for revision at City Council Workshop on July 22nd, 2020. g) Review and/or approve the revision of permit fee for moving a mobile home or house Reviewed and will be discussed and revised if at the Workshop schedule for July 22, 2020. h) Review and/or approve the revision of City's Noise Ordinance and public posting of sign prohibiting loud music Current ordinance was discussed and will be revisited at the Workshop scheduled for July 22"d, 2020. 7.
