MA REGULAR CITY COUNCIL MEETING TAKE NOTICE that the Board of Directors of the City of Kendleton City Council ("Council") met, open to the public, in the Kendleton Church of God Community Center, 619 FM 2919, Kendleton, TX 77451 at 7:00 P.M., Thursday, July g", 2021. Minutes 1. Meeting called to order at 7:01 pm by Mayor Darryl K. Humphrey, Sr. 2. Invocation and Pledge given by Councilman Lester Aldridge 3. Role Call and Declaration of Quorum at 7:03 pm - all in favor, no opposed Present: Mayor Darryl K. Humphrey, Sr. Councilman Lester Aldridge Councilman Louis Byars Councilwoman Etta Patterson Councilwoman Carolyn Jenkins Absent: None 4. Public Comments and Announcements Danielia Byars [326 Crawford Street): 1. Four wheelers and Go-carts in residential areas. 2. Overgrown tree limbs on power lines and street. 3. Change of Street name to Byars Street update. Councilman Aldridge: (2) will check what type of lines are entangled with the limbs before cutting down; will talk to the property owner as well. Mayor Humphrey: (3) will discuss the name change of the street at the next workshop and place the result on the next Regular City Council meeting agenda. (1) Will speak with residents who are driving on properties and street as recreational use; it is not allowed within City Limits. 5. Concise Special Reports: A. Braxton Street Project & City Projects. Mayor Darryl Humphrey Humphrey: 1. Commissioner Morales asked for the County to allocate funds to get a new water & sewer facility. 2. Manhole repairs are being analyzed for repairs. 3. Overgrown grass on landowner properties is getting out of hand. The city can assist one time to cut down but the owner must maintain. 4. TXDOT has placed equipment on City Hall property. They will start replacing the force main in August. 5. Applications turned in for the two open positions. Probation period will be enforced; expectations for the position will be stated beforehand. Background checks and drug test need to be clear. APplications/Resumes available for review at City Hall for Councilmembers. 6. Spoke with Commissioner Morales about merging the BMGA Campgrounds with the City of Kendleton City Park. This could possibly add more. sport additions to the park. 7. Public Works collected all the old metal equipment at the lot and took it to get cashed out at the junk yard. They cashed $596 that will be allotted to the Special Donations fund to balance the over-expenditures of the 2021 Juneteenth Event. 8. Dirt at the vacant part of 430 FM 2919 needs to be leveled out SO that FEMA project can proceed. Page 1 of 3 B. RV Park, Maintenance Department & Crawford Street. Councilman Lester Aldridge Aldridge: 1. Funds spent on repairing the grass maintenance equipment; grass has not been cut as frequently because of the excessive rain. 2. Lighting at RV Park is still under way; waiting on quotes. C. Braxton & Gin Road.. Councilman Louis Byars Byars: No updates. D. HP. Johnson, N. Lum Rd, Spur 541, & Kendleton Grocery. Counciwoman Carolyn Jenkins Jenkins: 1. Potholes on HP Johnson are getting worse; Is wondering if we can speak to the Commissioner's office about fixing the issue. 2. Has the property been sold at Texas Street and Spur 541. 3. Asked about information about the "street" behind her home. Humphrey: (1) Request has already been submitted; a temporary fix may be available. Requested that Counciwoman Jenkins make some time to view the effected area with Mayor to determine best solution. Councilman Aldridge suggested using limestone instead of asphalt. (2) Property purchased by private resident; no plans have been officially submitted but conversations have included a home being built on the location. (3) Not a street, it is a city alleyway; not for sale. It will eventually be cleared out to make it easier for the city workers and other utility providers to access lines. E. Willie Melton Blvd. & King Kennedy Park. Councilman George L. Starks Starks: 1. Speed bump slid off the metal studs on Willie Meiton Blvd; it's been adjusted but needs a permanent repair. Humphrey: (1) Will send the installer to repair it. F. FM 2919 & Combined Streets : Councilwoman Etta Patterson Patterson: 1. Stated issue with road is sinking at 13911 Willie Melton Blvd. 2. Oak Terrace resident still has sewer drainage issue. Mayor: (1) Will go with Councilman Aldridge to view the issue. Requested that a list of road issues on concrete roads be submitted SO that they may be added to the mobility bond. Aldridge: (2) will go out with public work employees to review the issue. G. City Hall.. Christina Flores, City Secretary Flores: 1. AVR write offs are in process due to old accounts that could have either been wrongfully billed or never paid. 2. Leasing company denied the City an account. Johnny with ESP found us a printer for $6500, information is attached. 3. Gas cards are being audited by Fort Bend County due to higher usage. County will also be assigning access cards to the gas station with employee pictures. Aldridge: (3) How many keys does the city have? Flores: 12 but the county has 22 on record. They will all be deactivated and redone. H. B&E Utility.. Blake Reid, Owner/Operator Reid: 1. Wicks Lift Station is processing too much debris; causing blocking and backflow. The city needs to install larger grinder pumps. Humphrey: (1) Spoke with Kaluza pertaining to funding that can be allocated to help expand the lift station. Flores: (1) Property owner across the street has filed several complaints pertaining to the manhole on the property. She would like it removed due to the smell coming from it. Aldridge: (1) Manhole is in the easement/ditch area. Humphrey: (1) Manhole has been there for a long time but resident noticed it a couple months ago. The manhole cannot be removed at this time; it is in the easement. Requested B&E service the lift station more frequently while the issue is resolved. 6. City Council will discuss and/or approve the following items: a) Discuss and/or approve minutes from June 10t, 2021, Regular City Council Meeting Approved - Motioned by Councilman Starks, seconded by Councilwoman Etta Patterson; all 5 in favor, none opposed.
