MINUTES OF COMMISSIONERS COURT January 21, 2025 Be it remembered that on January 21, 2025, the Honorable Commissioners Court met in Regular Session with these members present, to-wit: County Judge Kevin Brendle. Commissioners, Dennis Wyatt, Precinct #1; Mike Smith, Precinct #2; Chris Horn, Precinct #3; Greg Arold, Precinct #4; Danay Carnes, County Clerk and Brandi Abbott, Treasurer. The meeting was called to order at 9:10 a.m. by County Judge, Kevin Brendle. The meeting opened with a prayer by Chris Horn, followed by the Pledge of Allegiance to the U.S. Flag and the Texas Flag. Whereupon the following business was transacted and is now placed of record in the minutes of said Court: The following Consent Agenda Items were submitted to the court for approval: Minutes oft the December 9th and December 23rd 2024, Commissioners Court meeting were reviewed. Sheriff. Jay Allen Presented the Sheriff's Department report. Stella Carter, J.P. Presented the Justice of the Peace report. Rhonda Brendle, Tax Assessor Collector presented the Tax Office report. Danay Carnes, County and District Clerk, presented the Clerk's office report. Brandi Abbott, County Treasurer presented the treasurer's report. County Commissioners reported on road conditions in their precincts. Matt Hindman, County EMC gave his report. Discussed cost to push gravel which may exceed the County's Spending Policy. Mike Smith made the motion to approve the Consent Agenda Items as submitted. Dennis Wyatt second the motion. Motion passed with Chris Horn abstaining. Action Agenda 1. No public comment. 2. Rick Gililand discussed agreement with Wildlife services. Dennis Wyatt made the motion to take no action on the agreement with Wildlife services. Greg Arnold second the motion. Motion passed unanimously. COURT RECCESED AT 10:44 COURT RECONVED AT 11:00 3. On a motion made by Greg Arnold and second by Dennis Wyatt the court voted unanimously to approve Resolution authorizing the County Judge to enter into Multiple-Use Agreement with TxDOT to permit the installation and operation of automated license plate recognition cameras in Dickens County. 4. Dennis Wyatt made the motion to approve Multiple Use Agreement for automated license plate recognition cameras. Chris Horn second the motion. Motion passed unanimously. 5. Dennis Wyatt made the motion to approve bid from David Aston on In-Trust Property located at Experiment Station Rd, Spur at inter section of 836 and 2794. Mike Smith second the motion. Motion passed unanimously. 6. On a motion made by Mike Smith and second by Chris Horn the court voted unanimously to approve the purchase of scanner from Terralogic and to be paid out ofthe JP's Technology Fund for the JP's office. 7. Chris Horn made a motion to approve the cost for Kologik Software for the JP's Office and for it to paid out of the JP's Technology Fund. Mike Smith second the motion. Motion passed unanimously. 8. Greg Arnold made the motion to approve and authorize the County Attorney to submit any necessary filings for Dickens County to participate in recent and future Opioid Settlements. Chris Horn second the motion. Motion passed unanimously. 9. Court took no action Resolution establishing local Homestead Ad Valorem Tax Exemption for over 65 and disabled owners and for the general local option. 10. Chris Horn made the motion to approve the purchase oft two Sheriff's office Pickups from SB 22 Grant. Greg Arnold second the motion. Motion passed unanimously. 11. Greg Arnold made the motion to increase the Meal Per Diem Plan. Mike Smith second the motion. Motion passed unanimously. * Motion was made by Greg Arnold and seconded by Mike Smith to approve action on claims incurred against the county since the last Commissioner's Court. Motion passed unanimously. * Motion to pay Chris Horn for his work at the gravel pit was made by Mike Smith and second by Dennis Wyatt. Motion passed with Chris Homn abstaining. * Motion to pay Historical Commission bills was made by Mike Smith and seconded by Dennis Wyatt. Motion passed unanimously. * No line item transfers. * No budget amendments. * County Commissioners toured the Sheriffs Office. Motion to adjourn was made by Greg Arnold with a second by Mike Smith. Motion passed unanimously. Court adjourned at 1:45 P.M.
