MINUTES OF COMMISSIONERS COURT December 9, 2024 Be it remembered that on December 9, 2024, the Honorable Commissioners Court met in Regular Session with these members present, to-wit: County Judge Kevin Brendle, Commissioners, Dennis Wyatt, Precinct 1; Mike Smith, Precinct 2; Charlie Morris, Precinct 3; Greg Arnold, Precent 4; Danay Carnes, County Clerk and Brandi Abbott, Treasurer. The meeting was called to order at 9:00 a.m. by County Judge, Kevin Brendle. The meeting opened with a prayer by Scott Gray, followed by the Pledge of Allegiance to the U.S. Flag and the Texas Flag. Whereupon the following business was transacted and is now plaçed of record in the minutes of said Court: The following Consent Agenda Items were submitted to the court for approval: Minutes ofthe November 12, 2024, Commissioners Court meeting were reviewed. Sheriff Terry Braly submitted the Sheriff's Department report. Stella Carter, J.P. submitted the J.P. Office report. Rebecca Haney, Tax Assessor Collector presented the Tax Office report. Danay Carnes, County and District Clerk, presented the Clerk' 's Office report. Brandi Abbott, County Treasurer, presented the Treasurer's Office report. Amanda Spiva, County Extension Agent, presented the County Extension Office report. Kasey Osborn, presented a report for Tx Dot Matt Hindman, County EMC, Presented his report. County Commissioners reported on road conditions in their respective precincts. Approved purchase ofbatteries & general maintenance costs for a 926 M Loader for Precinct 2 that may exceed the County Spending Policy. Approved cost to install 3 new windows in the 4-H center that exceeds the County Spending Policy. Charlie Morris made the motion to approve the Consent Agenda Items as submitted. Deniss Wyatt second the motion. Motion passed unanimously. Action Agenda I. Public Comment - None 2. Charlie Morris made the motion to take no action on Predator Control Program with Texas Wildlife Services. Mike Smith second the motion. Motion passed unanimously. 3. Mike Smith made the motion to approve the list of Dickens County Historical Commission Members as presented by Barbara Brannon. Greg Arnold second the motion. Motion passed unanimously. 4. Charlie Morris made the motion to approve Resolution of Support for County Motor Fuel Tax Exemption (HB 1109). On as second by Greg Arnold, the motion passed unanimously. 5. On a motion made by Mike Smith and second by Greg Arnold the court voted unanimously to approve bonds for, Chris Horn and Dennis Wyatt, County Commissioners; Jay Allen, Sheriff; Aaron Clements, County Attorney; Rhonda Brendle, Tax Assessor/Collector and Chesnea Becker, Deputy Tax Assessor/Collector. 6. Greg Arnold made the motion to donate lots 7-14, Block 42 original town of Dickens, to the City of Dickens. Mike Smith second the motion. Motion passed unanimously. 7. The court discussed options for prepaying private landowners for gravel to be used in the current or prior fiscal years. 8. Greg Arnold made the motion to approve renewal contract with Visual Edge for the copy machine in the Annex. On a second by Mike Smith, motion passed unanimously. COURT RECESSED AT 10:20 AM COURT REÇONVENED AT 10:30 AM 9. Greg Arnold made the motion to take no action on updating the Personnel Policy Manual until the regular January meeting. Dennis Wyatt second the motion. Motion passed unanimously. 10. The court discussed having newly elected official procedures take place on the 2nd of. January at 10:00am in the multipurpose room. 11. Commissioners discussed offering the local option residential homestead exemption. * Motion was made by Charlic Morris and second by Mike Smith to approve action on claims incurred against the county since the last Commissioner's Court. Motion passed unanimously. * Motion to pay Historical Commission bills was made by Mike Smith and second by Dennis Wyatt. Motion passed unanimously. * No line item transfers. * No budget amendments. Motion to adjour was made by Charlie Morris with a second by Dennis Wyatt. Motion passed unanimously. Court adjourned at 1:00 P.M.
