CITY OF EMORY MINUTES FOR THE REGULAR CITY COUNCIL MEETING HELD ON NOVEMBER 12, 2024 The City Council of Emory met on the 12 day of] November 2024 at 7:00 pm a Regular City Council Meeting with the following members present: Mayor Earl Hill III, Mayor ProTem Blake Cooper, Lori Honeycutt, Jannie Stephens, Jacob Roan and Travis Potts. Others present: Allen and Rachelle Jones, Dennis Threadgill, Tyler Creamer with Hayter Engineering, Finance / HR Clerk Eileen Mickey, Interim City. Administrator Samantha Gibby, Interim Çhief of Emory Police Department Andy Chester, Public Works Director Blake Brumit, City Secretary Donna Raper. Meeting called to order by Mayor Earl Hill III 7:02 pm Invocation and Pledges given by Jannie Stephens and Mayor Earl Hill III. Public Comments - No Public Comments Consent Agenda A and B Motion made by Lori Honeycutt seconded by Jannie Stephens approving the minutes of the October 8, 2024, City Council meeting and the payment ofthe bills. Motion carried unanimously. Items for Consideration and/ or Action A. Departmental Updates: Samantha Gibby gave an update on Spooktacular for this year. Samantha also updated the council on the issue of finding the current Administration Policy, Gibby also stated Linebarger, Goggan, Blair and Sampson are planning on being at the next council meeting with information on delinquent property taxes, Samanatha also stated that Patrick Conner with TCEQ stated that Andy Roberts and Justin Keys is doing a phenomenal job at the wastewater plant. It was also stated that the fence at the park and the hole at the corner of Quitman and Alexander has been repaired. B. Motion made by Blake Cooper seconded by Jacob Roan awarding bid to Superior Equipment Solution LLCin the amount of $369.997-57 for the sewer extension project at Highway 69 (Triangle Sewer Project). Motion carried unanimously. C. Motion made by Lori Honeycutt seconded by Blake Cooper approving the plat for Emory Baptist Church for the property located at 260 Planters Street (Replat of City of Emory, Block 9). Motion carried unanimously. D. Motion made by Blake Cooper seconded by Jacob Roan approving institutional district dimensional requirements as presented on the plat for Emroy Baptist Church. Motion carried unanimously. November 12, 2024 1. E. Motion made by Lori Honeycutt seconded by Blake Cooper approving the sale oft the City's.207-acre tract ofland (Wood Street- an undeveloped 40 feet in width ofthe Right ofWay), in the amount of $20,000. Lori Honeycut, Blake Cooper, Jannie Stephens and Jacob Roan voting for, Travis Potts Abstained. Motion carries. F., G. and H. Motion made by Blake Cooper seconded by Jannie Stephens to issue Request For Qualifications (RFQ) for City Engineer and Request for Proposal (RFP) for Audit Services for FY24 and Banking Services. Motion carried unanimously. I. Motion made by Lori Honeycutt seconded by. Jannie Stephens to approve a variance to rent out the Emory Emergency Shelter for a Life Screening Event on Friday November 15, 2024. Lori Honeycutt, Jannie Stephens, Travis Potts and Jacob Roan voting for, with Blake Cooper opposing. Motion carries. J. No action taken on approving the updated Investment Policy. K. Motion made by Blake Cooper seconded by Jannie Stephens approving Resolution R10-2024 for TikTok policy as required by the Department of Information Resources (DIR) and the Department of Public Safety (DPS). Motion carried unanimously. EXECUTIVESESSION City Council went into executive session under 551.074 Personnel Matters at 8:05 pm. Reconvened back into regular session at 8:23 pm.
