City of] Danbury Regular Council Meeting Minutes January 16, 2025 City of Danbury Regular Council Meeting Minutes Thursday, January 16, 2025 Call to Order: Mayor Suzanne Powell called the meeting to order at 6:30 p.m. Council Present: Gordon Hatthorn, Keith Woods, Rocky Hicks and Jon Williams Council Absent: Heather Martin Staff Present: Erin Nolan and Chief Henken Pledge Prayer:David Cato Presentational Ceremony: PROCLAMATION FOR SCHOOL BOARD RECOGNTION MONTH Mayor Suzanne Powell read aloud the proclamation for the school board. She will present it to them at their next meeting. Public Comment Eric Clinton- he discussed the issue of speeders on his street. The area is Novak lane and Avenue C area. He would like to see about the speed limit getting lowered or speed bumps installed. Mayor Update All calls have been sent regarding the weather STEAR list have all been contacted. Officer Turner went to the VIP lunch at the church today and announced the weather. Also if anyone needed any help to please contact City Hall, some volunteers are available to help with wrapping pipes to prepare for the weather. Electrical project at the park has begun: the plugs at the pavilion have been replaced. They are saying will take 3 weeks to complete the project. The cameras that we sent to auction are currently at $110.00, we hope to get at least $250.00 and it will be on auction until 1.24.25. Applications for a place on the ballot are being accepted. Discussion and Consideration of regular council meeting minutes from 12.19.2024. TABLED 2. Discussion and Consideration of CD with the First State Bank. Motion by Jon Williams to rollover the current CD with The First State Bank to the 4 month CD with the highest interest rate of 3.75% PASSES 3. Discussion and Consideration oflouston-Galveston Area Council Representative and Alternate. Announcement of Red, White and Blue Festival on February 28th, March 1st and March 2nd, 2 2025. The Mayor announced the dates for the Red, White and Blue Festival as February 28th through March 2nd, 2025. 5. Discussion and Consideration regarding Park Ordinance 23-13 for the following A. to allow persons to be in the park after hours (10:00 p.m.) starting Friday, February 28, 2025-Sunday, March 2, 2025. B. to barricade and close 5th street between Avenue E and Avenue F from noon on Friday, February 28, 2025 through noon on Sunday, March 2, 2025. C. to have Main Street barricaded and closed between 5th Street and 6th Street from noon on Friday, February 28, 2025 to noon on Sunday, March 2, 2025. (The Civic Club is aware that The Civic Club will need security for this event and will develop a security plan which will be furnished to the City of Danbury.) Chief went over the security plan with council. Motion by Rocky Hicks and seconded by Jon Wiliams to accept the variances to Park Ordinance 23-13 for the following: A. to allow persons to be in the park after hours (10:00 p.m.) starting Friday, February 28, 2025-Sunday, March 2, 2025. Discussion and Consideration ofOrdinance # 25-01: Fire Marshal for the City. Current Fire Marshal is Roy Hernandez. The Mayor spoke to him and he is willing to sign another 2 year contract with the City. Discussion and Consideration of extending Resolution 24-007 temporarily waiving building permit fees from Hurricane Beryl. Dies due to lack of motion. 8. Utility Department Update The Mayor gave the update for Rodney. * The 4 trucks in Utility were damaged in the December Hail storm and one has a broken windshield. *Freeze equipment has been deployed. They will work through the night on Tuesday T and Wednesday unless the forecast changes. * At WWTP the North rotor that was rebuilt is working as designed. *' The south rotor has been taken out of service for repairs. They ordered the seal kit. * The CL2 system at the WWTP needs a water pressure booster. Working on a plan to get it fixed. * School zone signs that were damaged from the hurricane have been installed. * Tony set for school to get his Class C Water license 4.22-4.24.2025 and 4.29-5.1.2025. He is taking ground water production and utility safety class. *David has been with the City for 90 days * Angleton alllowed us to use a lift. Utility guys were able to clean the gutters at City Hall, Community Center (except for back side, lift could not get back there), and the park. They fixed the lights under the pavilion and got the branches and sticks off the roof of pavilion. They got the solar panels adjusted for the school zone signs. * At the water tower the overflow flap was repaired. 9. Police Department Update * Announced about Deputy Jesse Vargas who killed in the line of duty this week. He worked for Danbury .16.2006-10.9.2007. He has a wife and 3 children. *Total dispatched calls 574, 74 reports, one critical incident, Brazoria County took approximately 30 reports, approximately 102 Citations, 70 warnings * New axon body cameras and dash cameras purchased * New patrol truck with all equipment purchased * Animal Control equipment purchased *Rifles and Shotguns purchased * New radio system purchased 4 City of Danbury Regular Council Meeting Minutes January 16, 2025 *new office equipment purchased * For 2025 would like to see more axon cameras purchased and new ticket writing system. 10. Discussion and Consideration of Resolution 25-001 Adopting an Investment Policy. Motion by Gordon Hatthorn and seconded by Rocky Hicks to approve Resolution 25- 001 Adopting an Investment Policy. PASSES 11. Discussion and Consideration of Resolution 25-002 Adopting an Incentive Bonus Policy for year 2025. * Needed if want to give bonuses this must be approved. * City attorney mentioned that it is a Texas State Law. Cannot issue bonuses for work already performed must be an incentive bonus and this must be in place to do SO. Motion by Rocky Hicks and seconded by Gordon Hatthorn to approve Resolution 25- 002 Adopting an Incentive Bonus Policy for year 2025. PASSES 12. Discussion for Utility Ordinance 24-21 section 14 Landlord's utility account. Rocky Hicks would like to know what other cities do. Mayor Powell will get with Cynthia and have her research what other cities require. Jon Williams would like the previous meeting discussion brought to the next meeting. Erin will email the audio from the meeting to council as well. Executive Session: entered into executive at 7:14 p.m. 13. Executive Session under Texas Government Code Section 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: All Employees (Chief of Police, Police, City Secretary, Finance Officer, Utility Supervisor, Utility Clerk and Utility Workers). 14.
