Minutes of Cresson City Council Meeting October 8, 2024 The City Council reserves the right to adjourn into Executive Session during the course oft the meeting to seek legal advice from its attorney regarding any item on the posted agenda as authorized by Section 551.071 ofthe Texas Government Code. Mayor Becker called the City Council Meeting of Cresson, Texas to order at 7:00 P.M. on October 8, 2024, at the City Council Chambers. Attendance as follows: Mayor Ron Becker Lisa Clement Jeff Keeney Jacob Shelly (absent) Gary Robertson (absent) Corey Barker City Attorney Bessie Bronstein Mayor Becker gave the invocation and Mayor Pro Tem Clement and Councilperson Keeney led us in the Pledge of Allegiance and the Texas Pledge. The meeting is opened to the public. Citizen's Comments Citizen Roy Doolin of 104 E. Bluebonnet Drive wondered if maps and addresses can be added when an agenda is posted with any zoning and plating items. He also stated that minutes from the August meeting were no on the website yet. Jill Garcia, a Geo-Scientist with Upper Trinity Groundwater Conservation District, gave some information about the 3rd Annual Rain Harvesting program, monitoring wells, and a review of groundwater studies. She would like to set up a meeting to give more details oft these programs. Mayor's Report and Comments A. October 26, 2024, is the Fall Festival at the Cresson School B. Cresson City Hall is closed on Monday, October 14, 2024. C. The 4th Annual Cresson Christmas Tree Lighting will be at 6pm on Sunday, December 8, 2024. The Bear Creek Community Church Acapella Group will be performing. D. The old Wastewater Treatment Plant has been removed and we have completed our obligations with the Thrash lease. E. September Sales Tax was $148,600. We took in $1.3 million for FY 2023-2024. Cresson is up 22.6% over last year. This is much above the state and surrounding counties and cities. F. The Cresson Bypass is opening a new part ofOld Granbury Road on 10/10/2024. The city has not been advised ofany changes in the date of completion. G. Johnson and Hood County Commissioners Courts both passed the resolution unanimously to name the bypass after late mayor Bob Cornett. Senator Birdwell will not take it to the legislature for approval. H. Tonia Green was sworn in as the new Postmaster of the Cresson Post Office. I. The 17th Annual Parker County Mayors' Food Drive benefiting Parker County Center ofl Hope is under way from 101/2024-1031/2024. Please pick up a bag from City Hall, fill it up and return it to City Hall. We will take care of delivering them. J. The City of Crowley generously donated a 7-foot Quint (1999 ladder truck) to the Cresson Volunteer Fire Department. This truck new would cost $2.5 million. tems for Future Agendas None Deliberation Agenda A. Consider and possibly act to approve or disapprove an application received from Johnny A. Horton and Ricky Roden for rezoning from Agriculture "AG" to Industrial "T" a 19.999-acre tract of land of the Nancy Smith Survey, Abstract No. 755, to the City of Cresson, Johnson County, Texas. This project is located at 28017 Hwy 377. 1. Hold Public Hearing = Public Hearing opened at 7:17 P.M. Ricky Roden and Fernando Garcia from JF Ready Mix are present for the project. Mr. Garcia says he would like to have community involvement for the project. Councilperson Keeney asks if there will be a truck cleanout. Mr. Garcia said that there will be. He also said that ift the rezoning is passed, the next step is to get TCEQ permits and submit a site plan. 2. Consider and take any action to approve or disapprove the rezoning request. Councilperson Keeney makes a motion to approve the rezoning request. Councilperson Barker seconds the motion. 3 ayes and 0 nays. The motion passed unanimously. B. Consider and take any action to approve or disapprove the Hood County Inter-Local Contract for Animal Control Support. No citizen comments. Councilperson Clement makes a motion to approve the ordinance as written. Councilperson Keeney seconds the motion. 3 ayes and 0 nays. The motion passed unanimously. C. Discuss and possibly act to approve the minutes of the City Council meeting held on September 10, 2024. No citizen comments. Councilperson Keeney makes a motion to approve the minutes as written.
