Minutes of Cresson City Council Meeting December 10, 2024 The City Council reserves the right to adjourn into Executive Session during the course ofthe meeting to seek legal advice from its attorney regarding any item on the posted agenda as authorized by Section 551.071 ofthe Texas Government Code. Mayor Becker called the City Council Meeting of Cresson, Texas to order at 7:00 P.M. on December 10, 2024, at the City Council Chambers. Attendance as follows: Mayor Ron Becker Lisa Clement JeffK Keeney Jacob Shelly (absent) Gary Robertson (late) Corey Barker City Attorney Bessie Bronstein Mayor Becker gave the invocation and Mayor Pro Tem Clement led us in the Pledge of Allegiance and the Texas Pledge. The meeting is opened to the public. Citizen's Comments Phil Klein from Decordova has a Facebook page called Junkers Anonymous. He has no financial interest in Cresson but worries about the businesses losing business due to the opening of the bypass. He asks people to join his Facebook page to see his idea. Citizen Roy Doolin of 104 E. Bluebonnet Drive wondered if maps and addresses can be added when an agenda is posted with any zoning and plating items. Mayor's Report and Comments A. The Bypass is fully open. TxDot is having a Project Completion Celebration on 12/18/2024 at 10am in the Cresson City Council Chambers. It is too early to know if sales numbers will be adversely affected. Since the first side opened in July the numbers have been healthy. It will probably take 6 months to know for sure. Items for Future Agendas None Deliberation Agenda A. Consider and act on the approval or disapproval of Resolution 2024-R006 authorizing the City Secretary to execute Global Opioid Settlement documents relating to the Kroger settlements and authorizing the City Secretary to execute any and all future Opioid Settlement documents, authorizing the City Secretary to transmit those documents to the Attorney General. City Attorney Bronstein states that this is money that is earmarked to help combat the opioid crisis and any money distributed to the city will be given to the Cresson Volunteer Fire Department to purchase items to assist them on any opioid related calls. Councilperson Keeney makes a motion to approve the resolution as written. Councilperson Barker seconds the motion. 3 ayes and 0 nays. The motion is approved unanimously. B. Consider and take any action to give the mayor the authority to engage an engineer in order to move forward with the Safe Streets for All (SS4A) grant. This would include preparatory work and studies. Councilperson Keeney makes a motion approve giving the mayor this authority. Councilperson Robertson seconds the motion. 4 ayes and 0 nays. The motion is passed unanimously. C. Consider and act on the approval ofthe minutes of the City Council meeting held on October 8, 2024. No citizen comments. Councilperson Clement makes a motion to approve the minutes as written. Councilperson Barker seconds the motion. 4 ayes and 0 nays. The motion passed unanimously.
