Meeting called to order by Mayor Linda Owens at 6:00pm Councilmembers present: Connally Bass-Mayor Pro Tem, Ricky Wiggins, Cecil Griffin, Richard Prater, and James Tolbert. City Employees present: Kent Manton-City Administrator, Pam Combs-City Secretary, Thomas Arnold- Code Enforcement, Chief Dorsey, Danielle McGruer-Court Clerk, Office Basey, Officer Richardson, Officer Hesterberg, and Officer Martinez 2. Citizen Presentations The City Council welcomes public comments at this point on items not specifically listed on the agenda. Speakers must sign up before the meeting begins. Approval of Minutes Council to discuss, consider, and possibly take action to approve the minutes from the August 25, 2022 Regularly Called Council Meeting and the September 8, 2022 Special Called Council Meeting. Police Chief's Report - Chief Michael Dorsey Calls for Service: Total 145; Arrest, Offense, Incident Reports: Total 20; Crash Reports: Total 3; Citations and Warnings: Total 44; Citations Total: 14 and Warnings Total:30 5. Oath ofOffice -Chief Michael Dorsey formally administered the Oath of Office to our two newest peace officers, Jerry Basey and Camden Hesterberg. 6. Officer Recognition-Chiefl Michael Dorsey will formally recognize Officer Justin Richardson for his heroic actions undertaken during the performance for official duties as a City of Bruceville-Eddy Police Officer. The City and Police Department presented him with a plaque of honor 7. Vehicle Purchase-Chief Michael Dorsey used Council to discuss, consider, and possibly take action on a request by Chief Michael Dorsey to purchase a police vehicle using monies in the approved FY 2022-2023 budget (Asset Forfeiture Account) from Chicago Motors Incorporated in an amount not to exceed $25,000 with aj purchase date of no sooner than October 1, 2022. Public Works Director's Report - Gene Sprouse Gene gave reports on service order status and street patching. He informed the council that next week they will be repairing the culvert at Franklin Rd and W.3rd St. 9. City Engineer's Report Johnny Tabor 1. USDA Rural Development-New Wastewater System: Tabor & Associates, Inc. is waiting on USDA Rural Development to issue closing instructions and authorize the project to be bid. 2. Hydraulic Analysis & System Mapping Update: We received the City's final map: mark-ups on September 7th and are currently completing these changes. We request a Called Meeting on either October 24th, October 25th, ? or November 2nd to present the final Hydraulic Analysis and System Mapping to the Council. Please confirm if one oft the dates is acceptable to the City for presentation. 3. Foster Branch Addition - Lots 1-6 Water Improvements: Construction by Bull-G Construction is near completion. We are waiting on Bac-T sample tests, clean-up, and final documents. 10. Code Enforcement Officer's Report - Thomas Arnold Cases worked: 76; Cases Closed: 25; Cases in court: 2; Active cases at end of month: 52 11. Approval of Finances: a) Council to discuss, consider, and possibly take action on approving August 2022 financial reports for the general and water fund accounts. b) Council to discuss, consider, and possibly take action on approving August 2022 accounts payable for the general and water fund accounts. Date Selection for the Hydraulic Analysis & System Mapping Updates: Council to discuss, consider, and possibly take action to select a date and time for a Special Called Meeting for the purpose of hearing and reviewing findings from the December 2021 ordered Hydraulic Analysis & System Mapping project. Purchase Professional Services At the request ofthe Budget Committee, Council to discuss, consider, and possibly take action to authorize the City Administrator to sign in agreement for services to be performed by Ron Perri Water Technologies for the purpose of cleaning loose sediment and performing minor repairs if needed, inside the Westridge GST, Westridge EST, and Ford EST in a mount not exceed $10,000. Establishment of a Street Repair Committee Council to discuss, consider, and possibly take action on the establishment of a temporary Street Repair Steering Committee for a period not to exceed six months of service. Proposed composition: two City Council members, the Mayor, the City Administrator, the Public Works Director, the Finance Director, and two citizens appointed by council. Nomination of Candidates to the Falls County Appraisal District Board of Directors: Council to discuss, consider, and possibly take action to nominate candidates to the Falls County Appraisal District Board of Directors. Motion was made by Ricky Wiggins to nominate Byrleen Terry and Ian Gisesler for candidates to the Falls County Appraisal District Board of Directors. 2nd Connally Bas, yeas 5, nay 0. motion passes. 17. EOAC Agreement: Council to discuss, consider, and possibly take action to authorize the City Administrator to execute an agreement with the Economic Opportunity Advancement Corporation for the purpose of allowing Low-Income Households oft the Bruceville-Eddy Water System the opportunity to apply for public assistance through the Economic Opportunities Advancement Corporation. Motion made by Richard Prater approving the City Administrator to execute an agreement with the Economic Opportunity Advancement Corporation, 2nd by Cecil Griffin, yeas 5, nay 0, motion passes. 18. Water Rate-Proposed New Rate Structure: Council to discuss, consider, and possibly take action to adjust water rates for the Bruceville-Eddy Water System. Council will review our current rates along with recent rate increases passed along to the City of Bruceville-Eddy Public Water System from our bulk water supplies, Bluebonnet Water Supply Corporation. Council will discuss and review different options for updating our current rates and ensuring fund solvency. Motion made by Ricky Wiggins to table this until after we get the Hydraulic Analysis & System Mapping Update, 2nd by Richard Prater, yeas 5, nay 0, motion passes. Council to discuss, consider, and possibly take action to officially approve a list of durable assets as surplus items. Council to discuss, consider, and possibly take action to authorize the City Administrator to execute an agreement with Rene Bates Auctioneers, INC, for the sale of surplus items and to allow for the deposit of all proceeds into their respective accounts.
