Belaj: City Engineer Eric Belaj apprised the Council of updates for both the Engineering and Public Works departments. Mr. Belaj stated that the online GIS map has been updated to show roads that have been repaved. He reported on the status of development reviews and provided an update on the paving activities occurring within the City. It was also noted that the Parks Department has been clearing land and drainage areas, the Electric Department has been installing new reclosers, and the Water Department has been assisting other departments as needed while responding to service calls. 5.2) Airport Quarterly Report: A. Feild: Airport Manager Adrienne Feild informed the Council that the platting of the airport is almost complete. Mrs. Feild also provided updates on projects currently underway at the airport. The TxDOT project is delayed, the box hangar project is scheduled for completion in April 2025, and the RAMP grant is progressing. Additionally, Mrs. Feild confirmed that the Highland Lakes Squadron is meeting its contractual requirements, and CareFlite has requested an extension for its site and development plan. 5.3) End of Year Financial Report: P. Langford: Finance Director Patricia Langford reported that the general fund for the 2023/24 fiscal year performed well. Property tax revenues came in as projected, while sales tax revenues exceeded expectations. Mrs. Langford noted that departments such as Fire & EMS, the Electric Department, and the Golf Course outperformed their revenue projections. Cash reserves are strong, with the City's unrestricted funds totaling $2,763,737. CONSENT AGENDA: 6.1) Approval of the October 22, 2024, City Council Regular Meeting Minutes Council Member Philip Thurman moved to approve the consent agenda as presented. Council Member Joyce Laudenschlager seconded the motion. Mayor Gary Wideman called for a roll call vote. The motion carried unanimously. 8.5) Discuss and consider action: Approval of a City Council Subcommittee to serve as the Commissioner Application Review Committee for the Planning and Zoning Commission: L. Kimbler Council Member Ricky Langley made a motion to appoint Mayor Gary Wideman, Council Member Tommy Gaut, and Council Member Philip Thurman to a subcommittee to serve as the Commissioner Application Review Committee oft the Planning and Zoning Commission. REQUESTS FROM COUNCIL FOR FUTURE REPORTS: In accordance with Resolution R2020- 28 councilmembers may request the City Manager to prepare and present future reports on matters of public interest: Council Member Ricky Langley requested that City staff move forward with drafting options for amending the tree mitigation ordinance.
