Belton City Council Meeting November 26, 2024 = 5:30 P.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Wayne Carpenter, Daniel Bucher, Stephanie O'Banion (via Zoom) and Dave Covington. Councilmember Craig Pearson was absent. Staff present included Sam Listi, Matt Bates, John Messer, Mike Rodgers, Amy Casey, Alex Munger, Daniel Aguirre, Larry Berg, Jon Fontenot, Wes Gilbreath, Bob van Til, Tina Moore, Paul Romer, Scott Hodde, Judy Garrett, James Grant, Joe Dyer and Cynthia Hernandez. The Pledge of Allegiance to the U.S. Flag was led by Assistant City Manager Matt Bates. The Pledge of Allegiance to the Texas Flag was led by Mayor David K. Leigh. Avenue I at S. Mitchell Street. 8. Consider authorizing the City Manager to enter into a professional services agreement with Kasberg, Patrick & Associates for design and bid phase services for the design of water line relocations required for Phase II of the Loop 121 widening project. IH-35 Service Road. (Applicant has requested that this item be postponed indefinitely.) (Audio 5:54) Upon a motion by Councilmember Covington, and a second by Mayor Pro Tem Holmes, Agenda Item #9 was indefinitely postponed upon a vote of 6-0. 10.Z-24-28 = Hold a public hearing and consider a zoning change from Commercial Highway to Retail on approximately 0.38 acres located at 921S. ORDINANCE NO. 2024-53 AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF BELTON BY CHANGING THE DESCRIBED DISTRICT FROM COMMERCIAL HIGHWAY TO RETAIL ON APPROXIMATELY 0.3874 ACRES LOCATED AT 921 S. MAIN STREET. 11.Z-24-29 = Hold a public hearing and consider a zoning change from Agricultural and Light Industrial to Planned Development - Light Industrial on approximately 56.6 acres located at 815 Elm Grove Spur, at the southeast corner of Elm Grove Spur and Capitol Way. Belton City Council Meeting November 26, 2024 Page 4 Upon a motion by Councilmember O'Banion, and a second by Councimember Carpenter, the following captioned ordinance was unanimously approved upon a vote of 6-0 with the following conditions: The development must conform to all applicable standards of the Light Industrial Zoning Districts. A maximum building height of 40' is allowed for Tract A." A maximum building height of 50' is permitted for "Tract B." Amendment to the Future Land Use Map (FLUM) to designate this property's land use as Industrial. A final subdivision plat meeting the requirements of the adopted Subdivision Ordinance is required before construction. Civil site plan and building plans in compliance with adopted standards are required. Acceptable building materials include all materials adopted in the Design Standards, Section IV, and concrete textured walls with painted finish. ORDINANCE NO. 2024-54 AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF BELTON BY CHANGING THE ZONING DISTRICT DESIGNATION FROM AGRICULTURAL AND LIGHT INDUSTRIAL TO PLANNED DEVELOPMENT- LIGHT INDUSTRIAL DISTRICT ON APPROXIMATELY 51.39 ACRES TRACT OF LAND AND ON APPROXIMATELY 4.31 ACRES TRACT OF LAND, BOTH LOCATED ON THE EAST SIDE OF CAPITOL WAY, SOUTH OF ELM GROVE SPUR, IN BELTON, TEXAS. 12. Z-24-31 = Hold a public hearing and consider a zoning change from Retail to Retail with a Specific Use Permit for a Carwash on approximately 2.34 acres located at 100 N. ORDINANCE NO. 2024-55 AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF BELTON BY CHANGING THE DESCRIBED DISTRICT FROM RETAIL TO RETAIL WITH A SPECIFIC USE PERMIT ON APPROXIMATELY 2.34 ACRES LOCATED AT 100 N. LOOP 121. Miscellaneous 13. Consider authorizing the purchase of an aerial apparatus and associated equipment for the Fire Department from Siddons-Martin Emergency Group through the H-GAC Purchasing Cooperative in the amount of $1,676,906.74.
