Belton City Council Meeting January 28, 2025 = 5:30 P.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Wayne Carpenter, Craig Pearson, Daniel Bucher and Dave Covington. Councilmember Stephanie O'Banion was absent. ORDINANCE NO. 2025-07 AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF BELTON BY CHANGING THE DESCRIBED DISTRICT FROM AGRICULTURAL TO COMMERCIAL-1 WITH A SPECIFIC USE PERMIT FOR AN OUTDOOR FLEA MARKET ON APPROXIMATELY 9.71 ACRES LOCATED AT 1930 GEORGE WILSON ROAD. 8. Z-25-02 = Hold a public hearing and consider a zoning change from Retail to Retail with a Specific Use Permit for a Package Store located at 2144 N. Main Street for the proposed Longhorn Liquor. (The applicant has requested that this case be postponed until the February 25, 2025, Council meeting.) Upon a motion by Councilmember Covington, and a second by Mayor Pro Tem Holmes, the Council voted unanimously 6-0 to postpone the case until the February 25, 2025, Council meeting. 9. Z-25-04 = Hold a public hearing and consider a zoning change from Single Family-1 to Single Family-1 wla Specific Use Permit for an Accessory Dwelling Unit with a kitchen (SF-1 w/SUP for ADU w/Kitchen) on approximately 3.77 acres located at 811 Lake Road. (Audio 11:10) Senior Planner Tina Moore presented this item. Public Hearing: Jason Colbath, the applicant, explained the project to the Council and was in favor of the zoning change. With no other comments, the public hearing was closed. Upon a motion by Councilmember Carpenter, and a second by Councilmember Pearson, the following captioned ordinance was unanimously approved upon a vote of 6-0 with the following conditions: A specific use permit is authorized for an accessory dwelling unit with a kitchen, subject to standards identified in Ordinance 2018-36 and in the attached site plan (Exhibit B), elevations (Exhibit C). Upon a motion by Mayor Pro Tem Holmes, and a second by Councilmember Covington, the FIG grant for 206 E. Central Avenue was unanimously approved upon a vote of 6-0. Upon a motion by Councimember Bucher, and a second by Councilmember Pearson, the FIG grant for 120 N. Penelope Street was approved upon a vote of 4-0- 2 (Mayor Leigh and Councilmember Covington abstaining). 16.H-25-01b = Consider a Façade Improvement Grant application for exterior renovations to the structures at 122 N. Penelope Street, located in the Downtown Belton Commercial Historic District, between E. 1st Avenue and E. Central Avenue. Senior Planner Tina Moore presented this item. Upon a motion by Councilmember Bucher, and a second by Councilmember Carpenter, the FIG grant for 122 N. Penelope Street was approved upon a vote of 4- 0-2 (Mayor Leigh and Councilmember Covington abstaining). Mayor Leigh and Councilmember Covington returned to the meeting, and the Mayor resumed control of the meeting. 17.Consider a Mural Grant application for the property at 106 N.
