Belton City Council Meeting December 10, 2024 - 5:30 P.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Wayne Carpenter, Craig Pearson, Stephanie O'Banion and Dave Covington. Councilmember Daniel Bucher was absent. Staff present included Sam Listi, Matt Bates, John Messer, Mike Rodgers, Amy Casey, Chris Brown, Daniel Aguirre, Larry Berg, Wes Gilbreath, Bob van Til, Paul Romer, Scott Hodde, Judy Garrett and James Grant. The Pledge of Allegiance to the U.S. Flag was led by Mayor Pro Tem John R. Holmes, Sr. The Pledge of Allegiance to the Texas Flag was led by City Clerk Amy Casey. The Invocation was given by Mayor David K. Leigh. 1. Call to order. Mayor Leigh called the meeting to order at 5:31 p.m. 2. Public Comments. (Audio 1:48) Adam Wagner, 202 Shine Street, spoke regarding his displeasure with the City in implementing the Imagine Belton/Transition Zones. There were no other public comments. 3. Receive Child Safety Fee funds in the amount of $25,869.73 from Bell County. (Audio 6:16) Tax Assessor-Collector Shay Luedeke presented the City with a check for $25,869.73 which will be given to Belton ISD for their Crossing Guard program. Bell County Commissioner Russell Schneider presented the City with a check representing Belton's allocation of Hotel-Motel Occupancy Tax funds for the prior fiscal year in the amount of $21,245.58. 4. Consider minutes of the November 26, 2024, City Council Meeting. (Audio 9:57) Upon a motion by Mayor Pro Tem Holmes, and a second by Councilmember Carpenter, the minutes were unanimously approved upon a vote of 5-0. 5. Consider the appointment of a 3-member Council subcommittee to review and make recommendations to the Council on the updated Personnel Policy Manual as specified in the City Charter. (Audio 10:19) Mayor Leigh is recommending the appointment of Mayor Pro Tem Holmes, Councilmember O'Banion and Councilmember Covington to review the City's updated Personnel Policy Manual and provide a recommendation to Council on its adoption. Councilmember O'Banion arrived at 5:47 p.m. 6. Consider items related to wastewater infrastructure improvements for future phases of River Place: (Audio 11:45) A. Hold a Public Hearing and consider an ordinance amending the Project Plan and Financing Plan for the City of Belton Tax Increment Reinvestment Zone #1 for the extension of wastewater services to future phases of River Place on the west side of TX-317, north of FM-439. B. Consider authorizing the City Manager to execute a Chapter 380 Economic Development Agreement with the Ansley Corporation regarding the extension of wastewater services to future phases of River Place on the west side of TX-317, north of FM-439. City Manager Sam Listi presented this item. Public Hearing: no one spoke for or against the item. Upon a motion by Councilmember Carpenter, and a second by Mayor Pro Tem Holmes, the ordinance amending the TIRZ #1 Project and Financing Plans was unanimously approved upon a vote of 6-0. Upon a motion by Councilmember Covington, and a second by Mayor Pro Tem Holmes, the Chapter 380 Economic Development Agreement with the Ansley Corporation was unanimously approved upon a vote of 6-0. ORDINANCE NO. 2024-56 AN ORDINANCE AMENDING THE PROJECT AND FINANCING PLANS FOR THE CITY OF BELTON TAX INCREMENT REINVESTMENT ZONE #1 FOR THE EXTENSION OF WASTEWATER SERVICES TO FUTURE PHASES OF RIVER PLACE ON THE WEST SIDE OF TX-317. 7. Consider authorizing the City Manager to execute a Boundary Adjustment Agreement between the City of Belton, the Village of Salado, and CELTS International LLC, regarding common boundaries of Belton and Salado city limits, on property located northwest of the intersection of IH-35 and FM 2484.
