CITY OF BELLVILLE MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL DECEMBER 17. 2024 1. 5:30 P.M. CALL TO ORDER Mayor James Harrison called the meeting to order at 5:30 p.m. 2. INVOCATION AND PLEDGES OF ALLEGIANCE Mayor Harrison led all in prayer and Pledges of Allegiance. 3. CERTIFICATION OF A QUORUM Present-to-wit: Mayor James Harrison, Council Members Arlie Kendrick, Monte Richardson, John Conley II and Garrett Dornon; thereby a quorum was established. Also, present was City Secretary Rachael Lynch and City Administrator Shawn Jackson. Council Member Betty Hollon and City Attorney Luke Cochran was absent. 4. CONSIDERATONACTION TO ADOPT AGENDA The motion was made by Council Member Kendrick and seconded by Council Member Dornon to approve the Agenda of the Regular Meeting of December 17, 2024, as presented. Motion carried unanimously. 5. CONSIDERATION TO APPROVE MINUTES OF PREVIOUS MEETING The motion was made by Council Member Kendrick and seconded by Council Member Conley to approve the minutes for the Regular Meeting November 19, 2024. Motion carried unanimously. 6. CITIZEN'S FORUM (Any, public comment that is made on an item that is not on the posted final agenda will only be heard by the Cily Council. Noj formal action, discussion, deliberation, nor comment will be made by the Council.) Darrol Vincent discussed the ARPA Phase II Water Well Project. 7. REPORT OR REQUEST(S) FROM CITY ADMINISTRATOR/DEPARTMENT HEADS Shawn informed Council that the City has been allocated another $ 90,232.32 from FEMA for the May wind storm. The drainage project on S. Thomas/W. Austin is about 75% complete. Lieutenant Roberson introduced the new Police Officer Jacob Rhodes. 8. QUESTIONS AND COMMENTS FROM MAYOR/COUNCIE MEMBERS/CITY ATTORNEY (DISCUSSION IS LIMITED TO STATEMENT OF POLICY OR STATEMENTS OF FACTUAL MATTERS, OR THE REQUEST THAT A MATTER BE PLACED ON THE NEXT MEETING'S AGENDA) Council Member Richardson asked for an update on the Sens Center improvements and would also like the improvements to be added to the project list timeline schedule. CONSENT AGENDA - ITEMS LISTED ARE OF ROUTINE NATURE AND MAY BE ACTED ON IN A SINGLE MOTION UNLESS REQUESTED OTHERWISE BY MEMBERS OF COUNCIL (A) CONSIDERATION TO RE-APPOINT WADE MCGEE, SHAWNA POWELL AND ANDREW MURRELL TO THE EDC BOARD FOR A TWO-YEAR TERM ENDING DECEMBER 2026. (B) CONSIDERATION TO RE-APPOINT IAN BADER, KENNETH STEIN AND NEVILLE REMMERT TO THE LIBRARY BOARD FOR A TWO-YEAR TERM. The motion was made by Council Member Dornon and seconded by Council Member Kendrick to approve the Consent Agenda Items. Motion carried unanimously. 10. CONSIDERATION AND ACTION ON A MEMORANDUM OF UNDERSTANDING OBLIGATING ARPA/SLFRF FUNDS FOR CONTRACT # ARPA 2404. The motion was made by Council Member Kendrick and seconded by Council Member Dornon to approve A MEMORANDUM OF UNDERSTANDING OBLIGATING ARPA/SLFRF FUNDS FOR CONTRACT # ARPA 2404. Council Member Richardson abstained. Motion carried unanimously. 11. ADJOURNMENT The motion was made by Council Member Kendrick and seconded by Council Member Conley to adjourn at 5:47 p.m. Motion carried unanimously.
