STATE OF TEXAS COUNTY OF RUNNELS CITY OF BALLINGER On the 2nd day of December 2024, the Ballinger City Council meet in regular session at 5:30 p.m., in the Council Chamber of City Hall located at 700 Railroad Avenue with the following members present: Dawni Seymore Mayor Richard "Rick" Morrish Mayor Pro-Tem Ken Manley Councilmember Place #1 Steve Gray Councilmember Place #4 Absent: Ryan Lange Councilmember Place #3 Staff Present: Lindsey Gayoso City Manager Blaine Ross City Secretary Sharon Hicks City Attorney Cord Bowman Public Works Director Ray Cornutt Chief of Police 1. Call meeting to Order: Mayor Seymore called the meeting to order at 5:30 p.m. 2. Prayer and Pledges: Mayor Seymore gave the invocation and lead the pledges. 3. Citizen Presentations for Items not on the Agenda: None 4. Public Comment on Agenda Items other than Public Hearing: None 5. Consent Agenda: a. Approve Minutes of November 19th, 2024 City Council Meeting. Councilmember Morrish made a motion to approve the minutes. Councilmember Gray seconded the motion. The motion carried unanimously. 6. Regular Agenda Items for Discussion, Consideration and/or Action: a. Approve Opioid Settlement from Kroger and execute participation form. Attorney Hicks explained the settlement process. Councilmember Gray made a motion to approve execution ofthe Opioid Settlement. Councilmember Manley seconded the motion. The motion carried unanimously. b. Consider roof repair and grounding wire repair for the water pump house at the lake. City Manager Gayoso informed the council that these repairs are not covered by insurance and presented a quote and pictures from Steve Adams/Menjivar for the roof repair, totaling $12,500.00. Councilmember Gray made a motion to approve both repairs with a maximum cost of$17,000.00. Councilmember Manley seconded the motion. The motion carried unanimously. :: Minnslias 13 C. Consider pool repair in time to open for the upcoming summer season. City Manager Gayoso addressed the council on the necessity of repairing the pool for the upcoming summer season. The cost of making repairs is $154,000. Financial advisor Martella has confirmed that the city can afford the expense, City Manager Gayoso will ask the City Park Board for a contribution towards repairs. Councilmember Morrish made a motion to approve the repairs. Councilmember Manley seconded the motion. The motion carried unanimously. d. Report from the Ballinger Housing Authority including current resident status, financial and board meetings. Christie Hoelscher presented the BHS reports, stating that the Ballinger location has been upgraded from non-conforming to current conforming status. e. Revise the Republic contract to switch to poly carts city wide (excluding commercial) which includes monthly clean up. Garbage trucks causing infrastructure damage in the alleys - Joseph Spano of Republic Services addressed the council on the benefits of migrating to roll-out poly carts for residential customers. The Council will address the issue further at the next council meeting. Republic will deliver aj poly cart for citizen's review. City staffv will take comments from citizens on the switch. f. Health insurance 2025 costs and contributions for employees. James Pickett of Zesch & Pickett addressed the council on the 2025 health, dental, vision and life insurance plans. Mr. Pickett recommended staying with BCBS and the current Dental and Vision policies, saying that with the average increase of 10-12%, these plans are still more affordable than the other plans that are on the market. The life insurance policy is locked in price for the year 2025. Councilmember Gray made a motion to approve the plans suggested by Zesch and Pickett. Councilmember Manley seconded the motion. The motion carried unanimously. 7. City Manager's Report: a. Airport Update: Ellen McKinnon. Nothing to report. b. Public Works Update: Cord Bowman i. Streets and Parks ii. Reconvene and take Action if needed from Executive Session: The City Council reconvened in open session at 7:28 p.m. Mayor Seymore stated that no action was taken on the Airport Advisory Board. Councilman Gray made a motion to dissolve the Board of Building Standards. Councilman Manley seconded the motion. The motion carried unanimously. 11.
