STATE OF TEXAS COUNTY OF RUNNELS CITY OF BALLINGER On the 19TH day November 2024, the Ballinger City Council meet in regular session at 5:30 p.m., in the Council Chamber of City Hall located at 700 Railroad Avenue with the following members present: Richard "Rick" Morrish Mayor Pro-Tem Ken Manley Councilmember Place #1 Ryan Lange Councilmember Place #3 Absent: Dawni Seymore Mayor Steve Gray Councilmember Place #4 Staff Present: Lindsey Gayoso City Manager Sharon Hicks City Attorney Cord Bowman Public Works Director Ray Cornutt Chief ofF Police Absent: Blaine Ross City Secretary David Brem Public Utilities Director 1. Call meeting to Order: Mayor Pro-Tem Morrish called the meeting to order at 5:30 p.m. 2. Prayer and Pledges: Councilmember Manley gave the invocation and led the pledges. 3. Citizen Presentations for Items not on the Agenda: N/A 4. Public Comment on Agenda Items other than Public Hearing: N/A 5. Consent Agenda: a. Approve Minutes from November 4, 2024, City Council Meeting. Mayor Pro-Tem Morrish found the error ofl his name misspelled. Councilman Lange made a motion to accept the minutes with the exception of the name being fixed. Councilman Manley seconded the motion. The motion carried unanimously. 6. Regular Agenda Items for Discussion, Consideration and/or Action: a. Resolution #2024-11-003 canvassing the election returns and approving the results of the General Election of November 5, 2024, for Council Place 3 and Council Place 4 and declaring the winner for Council Place 3 and confirming that no one received a majority for Council Place 4 and calling for a runoff. Councilman Lange made a motion to accept the resolution. Councilman Manley seconded the motion. The motion carried unanimously. b. Swearing in and Oaths of Office for Council Member Place 3. City Manager Gayoso swore in Councilman Lange for Place #3. C. Resolution #2024-11-004 approving a runoff election for December 14, 2024, and contracting with Runnels County Election Office to conduct said election and approving election order. Councilman Lange made a motion to approve the resolution. Councilman Manley seconded the motion. The motion carried unanimously. 7. City Manager's Report: a. Update of recent rain and damage- Manager Gayoso, along with Public Works Director Bowman explained the rise of the lake of 4ft 1 inch and the damage ofthe park and reported the park is open to the public. The washer pits and volleyball court still need to be repaired along with the fencing in the back of the park. Bowman and Gayoso brought up the discussion of opening the boat ramp at the lake and all members acknowledged the idea of opening it up to fishing. b. Update on recent city-wide clean-up-Manager Gayoso reported the street department worked hard on the city wide clean up, managing the roll off bins and cleaning up after. There were several tires and Gayoso explained that the City is on the list for the COG tire trailer in April. 8. Future Agenda Items - Discuss and Consider: N/A 9.
