MINUTES OF THE TOWN OF ARGYLE PLANNING AND ZONING COMMISSION REGULAR MEETING WEDNESDAY, JANUARY 8, 2025 A regular meeting of the Argyle Planning and Zoning Commission was held on Wednesday, January 8, 2025, at 6:00 p.m. This was an OPEN MEETING, open to the public, subject to the open meeting laws of the State of Texas and, as required by law, was hereby posted on January 3, 2025 at 6:00 PM, at Argyle Town Hall, giving notice of time, date, place, and agenda thereof. PLANNING AND ZONING COMMISSION MEMBERS PRESENT: Paul Kula, Chairman Courtney Mitchell Matt Nelson Martin Brading Marilyn Lewis Mike Udovic PLANNING AND ZONING COMMISSION MEMBERS ABSENT: David Snell, Vice-Chair STAFF PRESENT: Harrison Wicks, Director of Community Development REGULAR MEETING AGENDA CALL TO ORDER = Chairman The regular meeting was called to order at 6:01 PM by Chairman Paul Kula noting a quorum was present. PLEDGE OF ALLEGIANCE = American Flag PLEDGE OF ALLEGIANCE - Texas Flag - "Honor the Texas Flag; I pledge allegiance to thee Texas, one state, under God, one and indivisible". OPEN FORUM: Pursuant to Section 551.007 of the Texas Government Code, any member of the public has the opportunity to address the Planning and Zoning Commission concerning any matter of public business or any posted agenda item; however, the Act prohibits the Planning and Zoning Commission from deliberating any issues not on the public agenda and such non-agenda issues may be referred to Town staff for research and any future action; all persons addressing are limited to five (5) minutes and subject to council adopted rules and limitations permitted by law. Chairman Kula opened the meeting to public comment. With no speakers, Chairman Kula closed the open forum at 6:04 PM. CONSENT AGENDA 1. Consider approval of the minutes of the Regular Planning and Zoning Commission Meeting of December 4, 2024. Commissioner Mitchell motioned to approve the minutes of the Planning and Zoning Commission Regular Meeting of December 4, 2024, as presented. Commissioner Lewis seconded the motion. Commissioner Mike Udovic abstained. PUBLIC HEARING ITEMS 2. Hold a public hearing, consider and make recommendation on a Zoning Change Request (Z-24-001) from the Lakes of Argyle Planned Development (PD-SF-12) to Single Family 1- acre Residential Estate (SF-1) for a 1.93-acre tract of land, known as Lot 1, Block S, Lakes of Argyle Phases 1& II, located at 180 Harpole Road West, on the north side of Harpole Road, west of US Hwy 377, in the T. Gazaway Survey, Abstract 479, Town of Argyle, Denton County, Texas. Director of Community Development Harrison Wicks provided a presentation on the item. The Commission discussed the item and considered the zoning change request. Chairman Kula opened the public hearing at 6:13 PM. With no speakers, Chairman Kula closed the public hearing at 6:14 PM. Commissioner Mitchell motioned to recommend approval to Town Council of Zoning Change Request (Z-24-001) for 180 Harpole Road West, as presented. Commissioner Brading seconded the motion. The motion carried unanimously by a vote of six (6) in favor to none (0) opposed. 3. Hold a public hearing, consider and make recommendation on a Site Plan Request (SP-24- 013) with proposed variances to the Old Town-1 (OT-1) zoning district standards, for a proposed single family residence on a 0.17-acre tract of land, known as Lot 21-R, Block 8, OT Argyle, located at 108 Dallas Street, Town of Argyle, Denton County, Texas. Director of Community Development Harrison Wicks provided a presentation on the item. The Commission discussed the item and considered the site plan request. Chairman Kula opened the public hearing at 6:29 PM. The following individuals spoke: A. Mr. Chris Brown, 1012 Hat Creek Road, Bartonville, TX 76226 = spoke in favor Chairman Kula closed the public hearing at 6:31 PM. Commissioner Lewis motioned to recommend approval to Town Council for Site Plan Request (SP- 24-013) with proposed variances to the Old Town-1 (OT-1) zoning district standards for 108 Dallas Street, as presented. Commissioner Brading seconded the motion. The motion carried unanimously by a vote of six (6) in favor to none (0) opposed. 4. Continue a public hearing, consider and make recommendation on a Zoning Change Request (Z-24-002) from Agricultural (A) to a Planned Development with a base zoning of Office Retail (OR), Community Retail (CR), and Community Facilities (CF) for the Heritage Planned Development District on a 195.95-acre tract of unplatted land, located on the southwest corner of -35W and Robson Ranch Road in the Patrick Rock Survey, Abstract 1063, Town of Argyle, Denton County, Texas. Director of Community Development Harrison Wicks provided a presentation on the item. The Commission discussed the item and considered the zoning change request. Ronald Schmidt, 1003 Prairie Trail, Argyle, TX 76226 - No stance Chairman Kula closed the public hearing at 8:05 PM. Commissioner Lewis motioned to table this item to the next Planning and Zoning Commission meeting on February 5, 2025. Commissioner Brading seconded the motion. The motion carried unanimously by a vote of six (6) in favor to none (0) opposed. FUTURE AGENDA AND ITEMS OF INTEREST 5. Active Development Project List Town staff provided the commission with recent development project updates and gave an overview of upcoming projects. ADJOURNMENT Commissioner Nelson moved to adjourn the meeting. Commissioner Mitchell seconded the motion. The motion carried unanimously by a vote of six (6) in favor to none (0) opposed at 8:17 PM.
