CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT With a quorum of the Alton City Commission present, Mayor Salvador Vela called the meeting to order at 7:40 p.m. II. CERTIFICATION OF POSTING III. PUBLIC COMMENT No comments available. IV. CONSENT AGENDA 1. Approve the minutes of the City Commission Meeting of November 26, 2024. 2. Discuss and consider approval ofOrdinance 2024-17, to rezone a tract ofland at 711 N. Shary Road from "R-2" Single-Family Residential-Standard Lot District to "RT- 3" Single-Family Reidential-Townhouse Lot District requested by Melden & Hunt, Inc. on behalf of owners, Ricardo S. & Isabel C. Fuentes, waiving second and third reading. 3. Discuss and consider approval of Ordinance 2024-18, to rezone a tract of land at 1702 E. Saint Jude Avenue from "MH" Manufactured Home District to "MF-1" Multi-Family-Low Density District requested by MAS Engineering, LLC on behalf of owner, MS Beverage, LLC-Victor Almaguer, waiving second and third reading. Discuss and consider the approval of the preliminary plat of Trosper Cove Subdivision, requested by Hinojosa Engineering on behalf of owner Aaron BalliJr. 6. Discuss and consider the approval of the preliminary plat of Carter Heights Subdivision, requested by RO Engineering on behalf of owner, R&R Builder, LLC. 7. Discuss and consider the approval ofOrdinance 2024-19, adopting the amendments to the City of Alton's Standards Manual, waiving second and third reading. 8. Discuss and consider the approval of a Waterline Access Agreement by Sharyland Water Supply Corporation between the City of Alton and R&R Builders, LLC for the proposed Carter Heights Subdivision. Motion to approve Consent Agenda was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. V. NEW BUSINESS 1. Discuss and consider approving the purchase of two (2) License Plate Reader Trailers using grant funds from Operation Stone Garden. Mark Perez, Police Chief stated that the department was awarded $86,271.00 for the purchase of two license plate reader trailers that will be deployed within the city limits. These trailers are a great tool to help deter and detect crime. Chief Perez stated that there is no cost to the City. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 2. Discuss and consider awarding bid for 2024 Pavement Improvements Package one (1). Jeff Underwood, City Manager stated that a request for bids was opened on November 22, 2024. Staffis recommending accepting the lowest bid and all alternatives. The streets and subdivisions included in the bids are Todo and Armstrong Alton Subdivision and Waxahachie Street and Nautilus Avenue in Tri-City Subdivision. Staff recommends approval of the base bid and alternates and awarding the bid to RDH Construction in the amount of$359,055. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 3. Discuss and consider awarding bid for 2024 Pavement Improvements Package two (2). Jeff Underwood, City Manager stated that there was a total of six bidders on November 22nd and the lowest bidder was RDH Construction with a total bid of $209,400. The bid includes improvements to Kantunil, Iowa, Hawail, Austin Street and E. Adams and E. Buchanan Avenue. Mr. Underwood stated that the total being spent on pavement improvements will be $568,455. Some drainage improvements will be done on North Eagle Pass Street. Staff: recommends approval. Jeff Underwood, City Manager stated that the next meeting is scheduled on Christmas Eve. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. VI.
