CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT With a quorum of the Alton City Commission present, Mayor Salvador Vela welcomed everyone and called the meeting to order at 7:30 p.m. II. INVOCATION AND PLEDGE OF ALLEGIANCE TO THE U.S. FLAG Mayor Salvador Vela led the group in prayer. Commissioner Ricardo Garza led in the Pledge of Allegiance. III. CERTIFICATION OF POSTING IV. PUBLIC COMMENT Mario Reyna, with RioPlex invited the Commission to their Operational Plan review and approval event that will take place on December 3rd at the McAllen Country Club. V. APPROVAL OF MINUTES 1. Approve the minutes of the City Commission Meeting of November 12, 2024. Motion to approve the minutes was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. VI. NEW BUSINESS 1. Discuss and consider approving the closure of the USDA Sewer Connect Fund (Fund #86) and its corresponding bank account at Lone Star National Bank. Jeff Underwood, City Manager stated that this account was set up in 2015 when money was received by the USDA to hook up homes to the City's sewer trunk line to the west. Alton City Commission Minutes Regular Meeting November 26, 2024 The work was completed and a small balance remained in the account and has been sitting there since 2016. Staff would like to close the account and move the money to the City's sewer fund. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 2. Discuss and consider approving the purchase of 300-gallon bins for solid waste service. Mauro Sandoval, Public Works Director stated that he is requesting approval to invest in 300-gallon bins. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 3. Discuss and consider approving the MOU between Skyline EMS and the Alton Fire Department for ambulance ride-outs for the EMS program training. Jeff Underwood, City Manager stated that this EMS training program with Skyline handles the County area in Precinct 3 and will allow Alton's firefighters to ride out with them for hands on training. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 4. Discuss and consider approving the South Texas College MOU for the use of their clean burn facility. JeffUnderwood, City Manager stated that South Texas College has built a fantastic clean burn facility that pumps smoke into a building that is used for training and there is no cost to the City. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 5. Discuss and consider approving Resolution 2024-30, granting authority to accept an award for the FY2025 STEP-IDM Grant and naming the Chief of Police as the authorized official Ruben Lozano, Police Lieutenant stated that the purpose of the grant is to conduct DWI enforcement during the holiday periods. This grant would allow for overtime for officers to continue enforcement. The grant is for an amount of $9,993.25 with a match of $3,048.95 by the City for fringe benefits. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 6. Discuss and consider approving an interlocal agreement between the City of Alton and the County of Hidalgo for the implementation and enforcement of the Scofflaw Program. Jeff Underwood, City Manager advised the Commission that this item was approved about a month ago and once it got over to the County they decided that five years was better than three years for the agreement SO it was revised and sent back to the City. Staff is in agreement with the number ofyears. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. CITY MANAGER'S REPORT Mr. Underwood invited the Commission and everyone to several events coming upin December and reminded everyone that City Hall would be closed for the Thanksgiving holiday. X.
